RE: CONTRACT AMENDMENT FOR PARTNERSHIP & INNOVATION INITIATIVE:

MICROS GRANT ADMINISTRATION, ENHANCED ACCELERATOR CAPACITY,

AND EGLE RFP PLATFORM MANAGEMENT & TECHNICAL SUPPORT

This memo outlines three opportunities for contract amendment of the State of Michigan Partnership & Innovation Recycling Initiative to further advance the impact of efforts. This includes:

1. A proposed process for NextCycle Michigan MICROS grant administration such that grant administration would be fully executed by the NextCycle Michigan team

2. Service opportunity for supporting the EGLE online grant portal

3. Additional funding to support further engagement of Centrepolis Accelerator

Amendment Dollars

$54,000 Grant administration at 18% per 10,000 grant $6,000 $8,000

$50,000

Grant administration initiation fee Online Portal Support for EGLE RFPs Centrepolis Accelerator

$118,000 Total Contract Amendment

1. MICROS Grand Administration The proposed amendment for NextCycle Michigan MICROS grant administration would allow grants to be fully executed by the NextCycle Michigan team to alleviate administration burdens of EGLE and ensure a timely and efficient process to prioritize funding to deserving teams. The State of Michigan Partnership & Innovation Recycling Initiative Contract allows for expanded services regarding grant administration under the Challenge Competition Implementation section on page 31; “As an optional service grant administration services could be provided for all grants that have been released.”

MICROS Grants in the 2022 State FY are expected to be awarded to 30 applicants over the course of the year with multiple application deadlines aligning with NextCycle and EGLE Recycling Grant milestones. The administration process outlined in Attachment A would be repeated for each application cycle. Administration for 30 grants is projected to require $54,000 in additional contract dollars assuming 18% administration fees for each $10,000 grant.

Administration for additional, larger value grants would inherently benefit from a lower administration cost. An initial fee of $6,000 covers initial set up including compilation and review of required State documentation for the administration of grants not limited to expectations for due diligence and reporting requirements.

Implementation of this contract amendment will include tracking administration costs and grant disbursements detailed in the monthly contract invoice for payments to be disbursed to the contractor. Grant administration services will build on the existing process along with the existing criteria and application questions as captured in the MICROS Application Kit.

Administration would include maintenance of the online application platform, supporting of teams, reviewing of applications, completing due diligence for selected teams, distributing funds, and reporting on grants as detailed in Attachment A. Certain support for MICROS teams is captured in the existing contract including office hour support for teams, implementation of application tools including the application packet, recommendation of teams and team support during onboarding. Involved parties in the application review process include the NextCycle Michigan (NCMI) team which includes RRS, MRC, and Centrepolis Accelerator, the MICROS Challenge Track Innovation Panel (CTIP), and EGLE. The MICROS grants fill a critical role in that they bring quick funding to meet community needs. The MICROS grants are also important in that they help bring small community-based organizations into the NCMI family and are likely to help improve the diversity, equity, and inclusion representation. This low value quick money brings small and quick success to the program. Additionally, the MICROS track intends to help to build new teams for the other challenge tracks and be a way to center diversity, equity, and inclusion.

2. Online Portal Support In alignment with the NextCycle Michigan Innovation Challenge Track applications, contracted as the “Jump Kit”, the online portal was designed to also support EGLE Grant applications, specifically aligning with the 2021 RFP.

This online portal includes both the application form and review platform to allow applications to move through various stages seamlessly. Maintenance and ongoing support for the portal includes:

- Application and review portal updates for new grant cycles

- Supporting applicants with questions or navigation of applications

- Navigation of applications through review cycles

- Pulling metrics on grant applications and projects

- Application exporting, application information compilation

Implementation and support of the EGLE application portal in 2021 required roughly 45 hours, not considering time or expenses for initial development of both EGLE grant and NextCycle portals contracted through Wizehive.

Continued support and maintenance for EGLE utilization of the online portal is estimated at $8,000.

3. Centrepolis Accelerator Service Expansion Centrepolis Accelerator is a valued subcontractor of the NextCycle Michigan initiative providing guidance and support for the Innovation Challenge Tracks, specifically FLOWS and RIT, as well as recruiting networks to the program. Centrepolis has proven to be a crucial collaborator with experience in the innovation space, deep networks, and enthusiasm to engage more in the NextCycle initiative.

Key added value not currently budgeted for which Centrepolis Accelerator offers the expertise to pursue includes:

- Pre-screening of applicants through applicant interviews

- Additional support of workplan development for teams

- Further engagement in challenge events including capacity for additional EIRs (experts in residence)

- Team specific consulting time

- Engagement and support of other Innovation Tracks

Centrepolis Accelerator has currently been contracted for $ 175,000.00 per year with additional needs projected to require an additional $50,000 for the 2022 FY. Additional budget will build on the successful support Centrepolis Accelerator has already provided including over 170 engagements logged with networks, additional recruitment support provided, guidance and direction for early innovation track development, and continued engagement to support Nextcycle Milestones.

If there are questions regarding this contract amendment please contact the Project Manager, Elisa Seltzer. We look forward to finalizing details of this process and receiving written confirmation for contract amendments to support EGLE in successfully funding projects through the MICROS grant process, ensuring support for online platforms, and building additional capacity through collaborators.
