The contract involves a multi-year relationship encompassing software development, maintenance, operations, and support services for education-related technology platforms across Michigan state government agencies.
The contract centers on the Michigan Integrated Continuous Improvement Process (MICIP) Platform, a web-based application designed to facilitate continuous improvement planning and school district collaboration. The contract scope includes platform maintenance and hosting, security patches, development services (approximately 3,500 hours or equivalent to 2 developer FTEs annually), defect resolution, and support services through MiServiceDesk. The initial contract value was $1,360,000, with Change Notice 13 extending the contract through January 13, 2027, and adding $750,000, bringing the estimated aggregate contract value to $6,908,197.00. Maintenance and operations services are billed at monthly rates of $62,500, with development work available at blended hourly rates. Amendment to Early Literacy Instructional Practices Project – Office of Great Start The CONTRACTOR will:
The following requirements build upon and extend the current scope of work through the PDG B-5 Renewal Grant No-Cost Extension period:
1. MAISA will continue to staff a project manager for the closeout of the NCE grant, including planning, reporting, performance and staff management, progress monitoring, and communication with stakeholders to ensure all requirements of the PDG B-5 Grant are met. Collaboration with program and finance staff that coordinate across participating agencies to ensure grant milestones, deliverables, and federal reporting outcomes are met. Work will begin August 1, 2023, and end on September 30, 2023 at a rate of $44.00 per hour.
2. MAISA will continue to develop the B-5 coaching plan by addressing barriers uncovered during the research phase of this project: (a) The evidence-base of coaching research for the B-3 age range differs from that of Pre- K, and (b) not enough was known about the coaching audience for either age range for a successful roll-out.
a. MAISA will use the findings from the research to develop a coaching plan
b. Once developed, MAISA will execute a training plan that aligns birth-three and pre-kindergarten coaching.
c. Until the coaching network for B-5 is in place, MAISA will convene Community of Practice (COP) calls to allow the trained trainers to engage with the master trainers, learn from peers and refresh on content.
3. To support training in the field as well as ongoing learning for those already trained, MAISA will continue development of online, on-demand instructional learning modules geared toward home-based child care providers, teachers, home visitors, and family engagement workers. Including MAISA will use the Kindergarten
Transition Toolkit materials created by Yaffe that were shared to create an Edupath course. The course will be designed to be a free course for anyone that does work related to transitioning children to kindergarten. The course will include an introduction to the materials, a history of how they were developed, and some helpful information on how to use the materials successfully. MAISA will also provide marketing of the Edupath course and Kindergarten Transition Toolkit materials to promote use by the field to support a smooth and successful transition into kindergarten for the children and families
4. MAISA will continue B-3 and Pre-K evaluation activities through September 2023 to allow researchers time to gather additional trainer outcomes data and provide a more robust picture of the impact of the training on practices in the field and what we might need to adjust for future training.
5. MAISA will, in partnership with MiDataHub, pilot an automated workflow of early childhood data from the MiECC (Michigan’s Early Childhood Connect) system through MiDatHub to local district student information systems.
The working name for this initiative is ‘MiECRollUp’ (Michigan’s Early Childhood Roll Up).
a. MiECC Enhancement - Document requirements and confirm completed work. Align data in
MiECC to MiDataHub API and implement secure integration. Efforts focus on ensuring that MSDS and federal reporting data elements and value-added data for 'MiECRollUp' are included in the data flow.

• To support training in the field as well as ongoing learning for those already trained, MAISA will continue development of online, on-demand instructional learning modules geared toward home-based child care providers, teachers, home visitors, and family engagement workers.
• MAISA will continue B-3 and Pre-K evaluation activities through September 2023 to allow researchers time to gather additional trainer outcomes data and provide a more robust picture of the impact of the training on practices in the field and what we might need to adjust for future training.

In 2020 the State Board of Education approved an updated version of the Michigan’s Top 10 Strategic Education Plan (SEP). The plan reduced the number for goals from 44 to 8 and included metrics for each of the goals to track the states progress towards achieving each approved goal.
PROJECT OBJECTIVE:
With the implementation of Michigan’s Top 10 Strategic Education Plan (SEP), all levels of the educational cascade can focus their efforts on the eight goals and the corresponding metrics to improve learner outcomes.
As a way to capture and organize best practices with evidence of success, a Strategic Education Plan Repository (SEPR) is being built to allow districts to capture contributions to attainment of the SEP goals. The real power of the SEPR is in the ability for districts to share how they are contributing to the goals of the SEP and publish best practices that are resulting in increased learner outcomes, allowing for other districts to replicate. Searching capabilities include filtering on goals, content areas, strategies, and grade levels. Contributions within the SEPR will be viewable to all Michigan stakeholders. The SEPR will be linked to the MiStrategy Bank to decrease the burden on districts who would be inputting information into the repository.
The SEPR will be constructed as an extension of MAISA’s MiStrategyBank. The underlying systems, code, and operatational authority for SEPR will remain the property of MAISA. Under this Statement of work, MAISA agrees to partner with MDE on the design of SEPR. MAISA also agrees to develop and host SEPR on behalf of MDE.
SCOPE OF WORK AND DELIVERABLES:
Contractor will:
• Develop a wireframe prototype of the Strategic Education Plan Repository based on agreed upon design.
o Public-facing repository for viewing o Directly connected with MiStrategy Bank o No log-in needed to publicly view; will use MiLaunchPad to have districts add information
• Implement the Strategic Education Plan Repository based on the approved wireframe.
o Link to repository given to MDE to share on MDE website.
• Provide access to a user testing acceptance environment for testing mutually agreed upon features.
Acceptance criteria for the deliverables include:
• Acceptance of a Strategic Education Plan Repository wireframe prototype by the MDE Project Manager.
• Successful testing and approval by the MDE Agency Project Manager, and/or designated key MDE personnel, the Strategic Education Plan Repository in the contractors testing environment.
• Deployment…
