Brief description of services to be provided:

BACKGROUND:

The Michigan Commission on Law Enforcement Standards (MCOLES or the Commission) is responsible for the development of basic law enforcement training curriculum, oversight of basic training academies, licensing of law enforcement officers, employment transactions, and development and tracking of law enforcement in-service training.

MCOLES is also responsible for the Michigan Justice Training Fund for officer in-service training. All law enforcement agencies must report annually on various requirements, including submitting expenditure details from the fund.

Executive Order 2001-5 mandated that The Commission “Implement a web-based information system that will allow the Commission to accomplish its goals and communicate with Michigan law enforcement organizations in a more efficient manner.”

To comply with this directive, a lean process improvement effort was undertaken, and the recommendations used for the basis of developing the MCOLES Information and Tracking Network (MITN). Operational since January 2004, MITN development and refinement has continued as process improvements are identified, new mandates are implemented, statute changes require revision of processes, and changing technology standards dictated by the State.

The MITN application is used by all Michigan law enforcement agencies, basic law enforcement training academies, and criminal justice in-service training providers to fulfill mandatory reporting requirements of PA 203 of 1965 and PA 302 of 1982, PA 289 of 2016, PA 290 of 2016, PA 46 of 2004, and PA 537 of 2008. Uses include, but are not limited to:

Version 2026-1 2 of 7

• Validation of police officer selection, employment, and continued in-service training standards,

• Maintenance and access to officer training and employment records,

• Agency compliance with selection and employment standards and fiscal inspections,

• Basic law enforcement academy training programs, attendees and curriculum,

• Law enforcement officer standards screening and licensing,

• Law enforcement in-service training course submission and roster reporting,

• Mandatory law enforcement agency Annual Registration reporting, and

• Law Enforcement Distribution (LED) expenditure reporting.

In response to statutory mandates, MITN was developed as a customized version of proprietary software. MITN replaced burdensome and time-consuming efforts of paper-based mandated reporting by law enforcement agencies, basic law enforcement training academies, and in-service training providers.

MITN has two direct connections to external systems:

• LEIN queries MITN for the existence of a Law Enforcement Officer Safety Act (LEOSA) permit when a check is being made on an individual.

• The MCOLES FileNet ICN application queries MITN to populate index fields for document storage and retrieval.

The remaining data tie-ins to other programs are indirect, with MITN creating extract files or ingesting data from the FTS gateway:

• Export file of active law enforcement officers for the MSP MiPistol firearms database.

• Export XML file as a SIGMA GAX9R document for payment of PA302 Law Enforcement Distributions.

• Export file of eligibility lists for the law enforcement officer licensing exam to the exam vendor.

• Import file of results of law enforcement officer licensing exam from the vendor.

Import file of pre-employment reading and writing exam results for prospective basic law enforcement officer training recruits from the vendor.

PROJECT OBJECTIVE:

The State will exercise the third of five available option years under the Contract. The revised expiration will be October 3, 2027. Peraton will complete the remaining work required for the MITN Forms application rewrite based on the currently identified scope in Master Agreement 200000000009.

Version 2026-1 3 of 7

SCOPE OF WORK:

Peraton will complete the remaining work required for the MITN Forms application rewrite based on the currently identified scope in Master Agreement 200000000009. The rewrite must be complete by September 30, 2027.

The following modules remain outstanding:

1. LEOSA

2. Inspections

3. Interfaces

4. Reports (limited to enabling access to run existing reports)

5. Continuing Professional Education

6. LED

The following items are explicitly excluded from this SOW:

1. Rewriting any Oracle Reports outputs. The estimate only includes enabling access to run reports from the new MITN Staff application; rewriting the reports themselves is not included.

2. Future changes to the Inspections module beyond currently defined scope (no specifications provided).

Peraton has made further assumptions noted below.

1. This does not include State of MI work, including time for UAT.

2. With the exception of changes to Continuing Professional Education tracking, no time for design work is included. All currently defined scope has already been designed and prototyped.

3. No new reports are included.

4. Remaining re-write hours have been estimated based on actual hours required to complete re-write tasks already finished (Actual hours worked/# story points completed).

5. Actual costs will vary based on the resources used and their associated billing rates. Actual costs must not exceed $1,645,000.00 (based on the quote Contractor provided).

6. Effort would begin in the current Contract year (OY2) but would extend to the next Contract year (OY3).

7. After the rewrite work is completed, support will revert to approximately the current average number of support hours.

8. DTMB will be available as necessary for migrations and log requests.

CHANGE NOTICE NO. 5 TO CONTRACT NO. MA200000000009

Exhibit A – Project Scope/Statement of Work

1. DEFINITIONS

The following terms have the meanings set forth below. All initial capitalized terms that are not defined below shall have the respective meanings given to them in Section 1 of Exhibit A Contract Terms and Conditions.

Term Definition

FTS File Transfer Service

LEIN Law Enforcement Information Network

MCOLES Michigan Commission on Law Enforcement Standards

MITN MCOLES Information and Tracking Network

MSP Michigan State Police

2. BACKGROUND

The Michigan Commission on Law Enforcement Standards (MCOLES) is responsible for the development of basic law enforcement training curriculum, oversight of basic training academies, licensing of law enforcement officers, employment transactions, and development and tracking of law enforcement inservice training.

MCOLES is also responsible for the Michigan Justice Training Fund for officer in-service training. All law enforcement agencies must report annually on various requirements, including submitting expenditure details from the fund.

Executive Order 2001-5 mandated that MCOLES “Implement a web-based information system that will allow the Commission to accomplish its goals and communicate with Michigan law enforcement organizations in a more efficient manner.” To comply with this directive, a lean process improvement effort was undertaken, and the recommendations used for the basis of developing the MCOLES Information and Tracking Network (MITN).

• Export XML file as a SIGMA GAX9R document for payment of PA302 Law Enforcement

Distributions.

• Export file of eligibility lists for the law enforcement officer licensing exam to the exam vendor.

• Import file of results of law enforcement officer licensing exam from the vendor.

• Import file of pre-employment reading and writing exam results for prospective basic law enforcement officer training recruits from the vendor.
