STATEMENT OF NEED
Purchase Request Number: NRMAD000-20-00993 Requiring Office Name: OAR/Atlantic Oceanographic & Meteorological Laboratory (AOML)
PURPOSE: The NOAA/OAR/Atlantic Oceanographic and Meteorological Laboratory / Ocean Chemistry and Ecosystems Division is requesting the purchase of a custom-built shipping container or trailer to accommodate an existing Siemens SOMATOM Volume Zoom 4 Slice Computed Tomography (CT) scanner. The existing shipping container housing the CT scanner has reached the end of its life and is in need of replacing. This purchase is in support of NOAA’s National Coral Reef Monitoring Program (NCRMP).
SCOPE OR MISSION: The Atlantic Oceanographic and Meteorological Laboratory/Ocean Chemistry and Ecosystems Division is requesting the purchase of a custom-built shipping container or trailer to allow for continued operation of its existing CT scanner system. This system allows for the assessment of coral skeletal material, as well as coral reef substrates and carbonate secretions by marine organisms, which provides insight into reef health and experimental outcomes. This CT scanner is a part of NOAA’s National Coral Reef Monitoring Program (NCRMP) with the goal of enhancing greater understanding of coral, and therefore reef, health, status, and persistence through time.
BACKGROUND: This container is necessary to replace an existing container that has reached the end of its usable life. This container was inherited and retrofitted on-site to accommodate a CT scanner, and has been in its current location for at least 10+ years. Due to the hostile environment of the site (Virginia Key, high temperature and salt exposure), and exposure to at least one hurricane event, the container is rusting and in danger of becoming unstable. As such, a replacement container is urgently needed to fulfill this role.
TECHNICAL SPECIFICATIONS:
The container or trailer should match exactly (or comparably) the following specifications:
• 40’ container (new or one trip)
• Exterior painted
• Partitioned control room
• Minimum 48K BTU HVAC unit with HVAC in both gantry and control rooms
• 2 lead lined access doors on either side of CT Gantry position, large enough to place unit inside the container through these openings
• 1/16” lead lined rear access door
• 1/16” leaded control room door
• Electrical connections for CT scanner, HVAC, and 115V subpanel
6/19/20 Version 12/1/2013 o Including disconnect switches, step down transformer from 3-phase to 120v, necessary conduit/wiring, 120v outlets and lighting
• Required CT electronics o Including emergency shut off buttons, door switches, and X-Ray In Use light in control room area
• Lead plywood or drywall:
o 1/32” lead thickness for gantry room walls and rear access door o 1/16” lead thickness for control room divider wall o OR calculated lead thickness equivalents to above-listed plus corrugated steel shipping container wall (if a trailer instead of shipping container)
• If Trailer: properly engineered flooring to support weight of operational CT scanner, patient table, and subsequent power/heat exchange cabinets
• Wall/ceiling materials, painted and finished
• Insulated walls and ceiling
• 1/16” equivalent leaded glass for control room partition OR CCD camera and monitor
DELIVERY SCHEDULE: Deliver by 08/31/2020
