About this file
This notice is an intent to sole source a contract for a BD FACSymphony S6 flow cytometer system. The National Institute of Environmental Health Sciences intends to negotiate solely with Becton, Dickinson & Company, BD Biosciences Unit to acquire a BD FACSymphony S6 flow cytometer to replace their current 13-year old instrument. The requested flow cytometer must have at least five fixed-aligned lasers including 355nm, 405nm, 488nm, 561nm, and 637nm wavelengths. It needs the capability to detect multiple parameters from each laser and must be able to simultaneously sort six cell populations into various collection vessels. The notice provides specifications and states that the BD FACSymphony S6 is the only instrument that meets NIEHS scientists' requirements. Interested parties may submit capability statements by May 30, 2023, including company and contracting vehicle information, business size, and experience meeting similar requirements. The period of performance for any resulting contract is no later than September 30, 2023.

Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS.
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Becton, Dickinson & Company, BD Biosciences Unit, 1 Becton Drive, Franklin Lakes, NJ 07417, UEI: JJFKLGY7TBJ5.
This acquisition is conducted under the authority of 41 U.S.C. § 1901 – Simplified acquisition procedures, as implemented by FAR section 13.501, in accordance with (IAW) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
This purchase is for: BD FACSymphony S6 flow cytometer
BD Biosciences is the only vendor that can provide the FACSymphony S6 an instrument with the capabilities required by NIEHS scientist. The Flow Cytometry Center (FCC) at NIEHS requests the purchase of a BD FACSymphony S6 flow cytometer to replace our current 13-year-old FACSAriaII flow cytometer located in the Flow Cytometry Center at NIEHS. As the current FACSAriall serves as both a cell sorter and a cell analyzer, it is critical that the requested instrument will also need to function in both capacities. The requested flow cytometer needs to have at a minimum 48 versatile parameters equipped with at least 5 fixed-aligned, air-cooled lasers, including a 355 nm, 405 nm, 488 nm, 561 nm, and 637 nm laser lines. Additionally, the instrument needs to have the capability of detecting 10 parameters from the 355 laser, 14 parameters from the 405 nm laser, 9 parameters from the 488 nm laser, 9 parameters from the 561 nm laser and 6 parameters from the 637 nm laser. The instrument needs to be equipped with a cuvette-based gel-coupled flow cell that allows enhanced resolution and sensitivity. The instrument needs to be capable of simultaneously sorting 6 unique cell populations into assorted collection vessels including numerous tubes and multi-well plates that are temperature controlled. The instrument must have an intuitive user interface that with on screen instructions allowing easy operation of the instrument for alignment and aseptic-sort tasks. The instrument must have the capability to handle panels and acquisition protocols from our current instruments including the ability to integrate and facilitate the utilization of FlowJo analysis software. Furthermore, the system needs have an independent aerosol management (AMS) system to provide both personnel product protection. Finally, the system needs to be compatible with our existing instruments. The BD FACSymphony S6 flow cytometer offers these unique qualifications to meet the needs of NIEHS scientists. Since the FACSDiVa platform that operates the BD FACSymphony S6 Cell Sorter with the FlowJo analysis software used by many NIEHS investigators to setup and/or analyze their studies is identical to what is currently being used in the FCC, this compatibility with our current equipment allows for existing acquisition software panels and templates, acquisition SOPs, and data analysis pipelines will be directly transferable.
In summary, because the FACSymphony S6 flow cytometric system has specific features not available from other manufacturers thus enabling this instrument to meet the sorting needs of NIEHS investigators, BD Biosciences is the only uniquely qualified vendor capable to meet the Government’s requirement.
