About this file
This is a Statement of Work (SOW) issued by Dallas Area Rapid Transit (DART) for the procurement of Tire/Wheel Cleaner (Whitewall) to clean the wheels of city transit buses across DART's operational facilities. DART maintains a fleet of 670 medium- and heavy-duty buses divided roughly evenly among three operational divisions. The product must be delivered to eight locations across Dallas and Rowlett, Texas, including East Dallas, Northwest, Central Support, South Oak Cliff, Oak Cliff (Non-Revenue Vehicle), Central Rail, Northwest Rail facilities, and Rowlett operations. The contractor must deliver product in 55-gallon drums within three business days of order placement and maintain delivery service to all specified sites. No specific response dates, bid due dates, site visits, bidder conferences, or contract award dates are provided in this SOW document. The contract term and renewal options are not specified.
The SOW establishes detailed technical requirements for the product, including that it must be granular and dust-free with a pH level of 11.6 to 12.5 in a one percent solution, demonstrate a minimum of three years of field experience in temperature conditions ranging from negative 15 degrees Fahrenheit to 115 degrees Fahrenheit, and contain cleaning agents that provide wetting, penetration, and emulsification of oily soils without harming paint, soft metals, or plastic surfaces. The contractor must provide current Safety Data Sheets and Product Technical Data sheets with each bid and delivery, including manufacturer information and recommended dilution instructions. The product cannot contain chemicals listed as suspected carcinogens by the National Toxicology Program (NTP), and the contractor must provide written technical advice regarding proper drainage and disposal in compliance with EPA, State, County, and City of Dallas regulations. DART will furnish storage areas for delivered drums, and the contractor is responsible for implementing "right-to-know" employee information services in compliance with Texas House Bill 112. Pricing terms, set-aside information, and specific funding amounts are not detailed in this SOW.
