1.0 PROJECT INTRODUCTION

Project Title: Long Pine Key Water Rehabilitation

1.1 Scope

In accordance with terms and conditions of the Contract, the Contractor shall perform the work of this Scope of Work (SOW) for the National Park Service (NPS) as described below.

Confidentiality: The information developed in this project is the property of the U.S. Government and shall be kept in strict confidence.

1.2 Location

This project is located at Everglades National Park in Florida. The project site is located at the Long Pine Key campgrounds 5 miles from the main Park entrance.

1.3 Background

The Long Pine Key visitor area has 110 campsites, a day use area, six comfort stations, an R/V dump station, and a camptender’s house for seasonal staff. The campground is maintained and operated by the concessionaire Everglades Guest Services. The campground is a popular visitor facility and receives overnight use seven months of the year. Campsite vacancies are rare between November and April.

The existing water distribution system consists of asbestos transite water pipe that was installed in 1961.

The line is very fragile and has been repaired and modified over time with an assortment of copper, galvanized, and plastic pipe and fittings which are contributing to water leaks in the system. Due to lime rock geology in the area, leaks are not easily located, and the system consistently loses about 600- 800 gallons per day. Deteriorating asbestos transite water lines can result in loose asbestos fibers in the drinking water, causing potential health problems for system users.

1.4 Description

This project includes the replacement of the existing water distribution piping with new modern piping designed to last for the next 50 years. This project will contribute to the goals of the NPS and Department of Interior (DOI) by replacing old, fragile asbestos-transite water distribution lines. This will eliminate all public health issues related to the presence of ACM in drinking water. The existing water distribution lines will be abandoned in place and a new HDPE water line will be installed using a similar route for the majority of the service line.

3.2.2 Environmental and Sustainability Requirements

NPS established environmental and sustainability requirements for project. Notify Contracting Officer if conflicts arise between performance of work and environmental and sustainability requirements. NPS does not intend to limit alternative means of achieving these requirements.

For sustainability requirements for design, see Part 3 Performance Requirements and NPS Project Sustainability Checklist. Complete checklist by concisely explaining how each credit/requirement will be met.

3.3 Construction Requirements

3.3.1 Environmental and Sustainability Requirements

Specific sustainability requirements generated in design will dictate more stringent environmental requirements for this project. Refer to Part 3 Performance Requirements and NPS Project Sustainability Checklist. General requirements:

• Site Disturbance: Minimize construction limits of project to within existing limits of site disturbance, to reduce impact on site. Best management practices such as reseeding with a native seed mix, cleaning equipment, planting native species will prevent the introduction and spread of non-native/ invasive species.

• Toxic Chemicals: Avoid materials that can leach toxic chemicals into ground water. Do not allow toxic chemicals to enter sewers or storm drains or contaminate land or any body of water. Refer to NPS Project Sustainability Checklist for additional requirements.

• Soil Erosion: Protect against erosion and topsoil depletion according to Stormwater Pollution Prevention Plan (SWPPP).

• Noise: Minimize noise during construction. Operate power equipment according to local noise restrictions and use muffling devices and/or equipment. Provide sound screening around pile-driving equipment and any other equipment expected to exceed 65 decibels.

• Noise/vibrations: Noise or vibrations that may disturb nesting sea turtles should be minimized at all hours by use of muffling devices and/or equipment. The sea turtle species that nests most frequently at the park nests during the day.

• Construction Equipment: Potential collisions with tall equipment (>15feet) will be avoided by lowering or marking equipment during overnight hours. Provide Turtle-Friendly lighting on all outdoor construction lighting fixtures.

• Waste Management: Employ processes ensuring minimal waste output and in landfills.

Recycling is a requirement of this project. Specific recycling goals were established in NPS Project Sustainability Checklist. Legally dispose materials unsuitable for recycling at public or private dumping areas outside the Park. All project zones will be kept trash free at all times.

Contractor shall designate an on-site party (or parties) responsible for instructing workers and overseeing environmental and sustainability requirements of this project. Distribute copies of environmental and sustainability requirements to Job Site Foreman and each Subcontractor.

Waste Management Plan: Prior to scheduled Preconstruction meeting, Contractor shall submit draft Waste Management Plan to Contracting Officer for approval. Develop and implement according to ASTM E1609 and as required in contract documents. Plan shall include, but not be limited to:

https://www.nps.gov/dscw/loader.cfm?csModule=security/getfile&pageid=387018 https://www.nps.gov/dscw/loader.cfm?csModule=security/getfile&pageid=387018

• List of recycling facilities, reuse facilities, municipal solid waste landfills, and other disposal area(s) to be used. Include name, location, and phone number.

• List of proposed materials to be reused or recycled.

• List of materials that cannot be recycled or reused with explanation or justification.

• Storage and collection methods of waste and recyclables, handling procedures, and means of keeping recyclables free of contamination.

• Describe means of transporting recyclable materials and estimate frequency of emptying bins.

• Identity person or persons responsible for ensuring project recycling goals are achieved.

• Revise and resubmit Plan per Contracting Officer. Approval of Contractor’s Plan does not relieve Contractor of complying with applicable environmental regulations.

Progress Documentation: Supplemental to Waste Management Plan, document solid waste disposal, diversion, and cost/revenue analysis, and submit completed worksheet monthly. Use Appendix A - Project Waste Management Plan Worksheet and report totals to date for column headings. Use Appendix B for solid waste volume to weight conversions.

Prior to commencement of work, schedule and conduct meeting with Contracting Officer. Discuss proposed Waste Management Plan and develop mutual understanding of details of environmental protection.

Minimize Construction Impacts

Implement following mitigation measures to minimize impacts of construction activities:

Archaeology:

• In the event that human remains are discovered during maintenance activities, all work on the project must stop and the park archeologist contacted immediately. As required by law, the coroner will be notified first. All provisions outlined in the Native American Graves Protection and Repatriation Act (1990) will be followed.

• If unknown paleontological resources are discovered during construction, work in that location would be stopped until the resources could be properly recorded and evaluated.

Measures would be taken to avoid further resource impacts or to mitigate their loss or disturbance

• If previously unknown archeological resources are discovered during construction, all work in the immediate vicinity (600 feet) of the discovery shall be halted until the resources are identified and documented and an appropriate mitigation strategy developed, if necessary, in accordance with pertinent laws and regulations, including the stipulations of the 2008 Programmatic Agreement Among the National Park Service (U.S. Department of the Interior), the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers.

• If any material is to be excavated from any material source outside the construction limits, other than commercially operated sites, before work begins provide a certification from the State Historic Preservation Officer stating that (1) that a cultural resource survey (a survey for historical sites and archeological remains) has been performed at the proposed site, and

(2) that no significant cultural resources exist in the area that will be disturbed by the Contractor.

• All workers will be informed of the criminal penalties for illegally collecting artifacts or intentionally damaging any archeological or historic property. Workers will also be informed of the correct procedures should previously unknown resources be uncovered during construction activities. Data recovery excavations will be carried out under NPS guidance to mitigate adverse effects as outlined in the section on environmental consequences.

Soil Erosion: Protect against erosion and topsoil depletion. SWPPP is required. Soil erosion best management practices shall be used (e.g., sediment traps, silt fences) to prevent the entry of sediment into adjacent habitats. Equipment washout, and concrete washout, is to be identified on the plans and approved by NPS Contracting Officer. All sedimentation control devices/materials shall be inspected weekly for quality control. Replacement of worn or damaged components shall be undertaken immediately.

Exotic Vegetation and Noxious Weeds: Prevent introduction and minimize spread of exotic vegetation and noxious weeds. Incorporate following procedures:

• Obtain fill, rock, or additional topsoil needed from a Government approved source.

• Use approved native seed and/or plants and revegetate areas disturbed by construction.

• All equipment and tools shall be cleaned completely prior to entering the work zone to prevent the spreading of non-native or invasive plant seeds and aquatic vegetation;

equipment shall be inspected for compliance prior to use. NPS personnel will inspect machinery to ensure it is free of contaminates.

Vegetation Salvage and Revegetation Plan: Required for this project. For revegetation efforts, use approved native species and/or native seed and incorporate Park policies regarding vegetation and site restoration. Consider use of native species, plant salvage potential, exotic vegetation and noxious weeds, and pedestrian barriers. Policy related to revegetation will be referenced in NPS Management Policies 2006 (Section 9.1.3.2).

Park will review Contractor’s submitted list of proposed seed/plants and approve use of appropriate species.

Special Status Species: To protect unknown or undiscovered threatened, endangered, or special status species, construction contract will include provisions for these discoveries. Contractor should contact Park for direction to evaluate special species at the site.

Resource Communication: NPS staff will orient project personnel to the project area. Orientation will include identification of federally threatened and endangered plant and wildlife species and what actions should be taken if a special status species is encountered.

Habitat: The site shall be inspected for T&E species prior to work at this site by the Natural Resource Management Specialist. It is up to the project leader to notify the local Natural Resource Management Specialist within two to four weeks of project start to ensure that schedules can be accommodated.

Habitat: In circumstances when it is deemed necessary to conduct activities near sites known to support threatened or endangered species, such work will be performed in a way (specified by the T&E Biologist) to minimize impacts to the listed species (e.g., working quietly on-site, and minimizing time in or near habitats en route to their work sites).

https://www.nps.gov/policy/mp/policies.html https://www.nps.gov/policy/mp/policies.html

To reduce noise and pollution emissions, construction equipment will not idle any longer than is necessary for safety and/or mechanical reasons.

Install and maintain mufflers and sound attenuation devices on all equipment and vehicles; use only well maintained and properly functioning equipment and vehicles; use portable wooden sound screens to minimize particularly noisy operations such as air compressors.

Visitor Experience: Incorporate following mitigation measures into action alternatives to minimize impacts of construction activities on visitor experience:

• Provide the Public Information Officer with the project schedule as soon as it is known and provide periodic updates of project work.

• Provide a public information program to warn of temporary closures, delays, and road hazards during construction shall be implemented. This program would help convey appropriate messages to the public and aid in mitigating potential impacts on visitors' expectations and experiences

• Ensure that this project is communicated to affected staff and visitors.

• Temporary short- term full closure of parking areas may be necessary on limited occasions.

Such full closures shall be for the minimal time required to complete the work activity or correct the problem.

Air and Water Pollution Control: Air quality impacts are expected to be temporary and localized.

To minimize these impacts, take following actions:

• To reduce tailpipe emissions, do not leave construction equipment idling longer than necessary for safety and mechanical reasons.

• To reduce construction dust, apply water to problem areas. Limit equipment to fenced project area to minimize soil disturbance and dust generation.

• Take necessary reasonable measures to reduce air and water pollution with material or equipment used during construction. Keep volatile wastes in covered containers.

• Storm Water Pollution Prevention Plan (SWPPP): Submit a SWPPP, according to applicable State Water Resources Control Board's (SWRCB) requirements, to Contracting Officer for approval. (See Technical Requirements.) Before starting construction, Contractor shall implement approved SWPPP.

• In the event of a fuel or oil leak/spill, the work shall cease immediately, spill containment deployed, NPS and other jurisdictional authorities shall be called immediately, as designated.

• Fueling of any type, whether equipment or vehicles, must be done either on non-pervious surfaces such as concrete or asphalt, or deploy a spill containment pad.

• Fuel containment is required for ALL fuel caches.

• Equipment must be free of any fluid leaks (fuel, oil, hydraulic fluid, etc.) upon arrival to the work site and will be inspected at the beginning of each shift for leaks. Leaking equipment will be removed off site for necessary repairs before the commencement of work.

Human Health & Safety:

• Spill containment kits and fire extinguishers shall be available on site at all times.

• All refueling of equipment shall have spill containment pads in position prior to refueling activities.

• A copy of a Traffic Management Plan shall be submitted for review and approval prior to the commencement of work activities. This plan shall address location of warning signs, type of signs, placement of flaggers, placement of cones/fencing, barricades, duration of anticipated delays, use of pilot cars, etc. This plan shall address vehicle and pedestrian traffic within the construction zone.

• COVID-19 Protocols: Refer to Section 2.1.7.

3.3.2 Schedule of Values

After contract award and before Planning Meeting, submit schedule of dollar value based on Contract Price Schedule. Breakdown each lump-sum item into component parts of design deliverables or construction work for which progress payments may be requested. Total costs for component parts of work shall equal contract line item amount for that lump-sum item. Contracting Officer may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead, and profit in total dollar value of unit price item and in component parts of work for each lump-sum item, as described below. Do not include mobilization, general condition costs, overhead, or profit as separate items.

Do not break down unit price items. Only use contract line item amount for unit price items.

Total cost of items shall equal contract sum. Schedule of Values will form basis for progress payments.

Before first progress payment is processed, Contractor and Contracting Officer shall agree on an acceptable Schedule of Values. A cost loaded project schedule is an acceptable substitute for a schedule of values in some cases.
