About this file
This is a Single Feasible Source Purchase Form issued by the Missouri Department of Mental Health, Division of Developmental Disabilities, for specialized services and advisory support related to Fast Healthcare Interoperability Resources (FHIR) implementation. The Division seeks to procure services to support the implementation and maintenance of a statewide FHIR-based electronic Long-Term Services and Supports (eLTSS) dataset, including Home and Community-Based Services (HCBS) provider connectivity to Health Information Networks. The required services encompass eLTSS production maintenance and operations, Person-Centered Service Plan (PCSP) Application sustainment and release management, data transparency and dashboard development, PCSP digitization and provider expansion, IT modernization alignment, and project governance and stakeholder engagement. Missouri operates the nation's first statewide production implementation of the HL7 eLTSS FHIR Implementation Guide, which comprises a State FHIR server hosted by OA-ITSD, the PCSP Application used by State Support Coordinators, and live production interfaces with four Health Information Networks operating in Missouri. The contract is effective through September 30, 2027, with three optional one-year renewal periods available.
EMI Advisors, LLC has been identified as the single feasible source supplier, as the firm designed and built the specialized systems requiring sustainment and possesses the only statewide production implementation experience with the governing standard. The justification for this single source procurement is based on RSMo 34.044, as EMI's expertise in this emerging standard—still being matured in real-world application—makes the services available only from this vendor. The procurement is being handled by Julie Kleffner with the Office of Administration, under Requisition No. RTMH2700005 and SFS No. STATE 0000000588SL. Contact information for inquiries is provided as Julie.Kleffner@oa.mo.gov or purchmail@oa.mo.gov, with phone number 573-751-1689.

Single Feasible Source Purchase
Title:
Specialized Services and Advisors
Description:
Provide specialized services and advisors to support the Division of Developmental Disabilities in achieving the implementation of Fast Healthcare Interoperability Resources (FHIR) based electronic Long-Term Services and Supports (eLTSS) dataset, including Home and Community-Based Service (HCBS) Provider Connectivity to Health Information Networks.
The Division of Development Disabilities operates a statewide production infrastructure for the electronic exchange of Person-Centered Service Plan (PCSP) data with health and Home and Community-Based Services (HCBS) providers. This infrastructure comprises the State FHIR server hosted by OA-ITSD, the PCSP Application used by all State Support Coordinators, and live production interfaces with all four Health Information Networks (HINs) operating in Missouri. It is the first real-world, statewide production implementation of the HL7 eLTSS FHIR Implementation Guide in the nation.
The required services include eLTSS production maintenance and operations; PCSP Application sustainment and release management; data transparency and dashboard development; PCSP digitization and provider expansion; IT modernization alignment, including development of the Division’s interface design positions for ConneXion Joint Application Development (JAD) sessions; and project governance and stakeholder engagement.
EMI possesses the only statewide production implementation experience with the governing standard. The eLTSS FHIR Implementation Guide (IG) is an open standard, and its openness is the source of the infrastructure’s long-term value: any health system or IT vendor that implements the IG’s capabilities can, with authorization, query and use the Division’s PCSP data without the State performing bespoke onboarding with a custom data schema for each new connection. Missouri is the first statewide production implementation of this IG in the nation, and first implementation means the standard is still being matured against real-world use.
EMI designed and built the specific systems to be sustained. This ground parallels the basis for sole source maintenance of specialized systems by their original developer, EMI Advisors.
As a result, this represents these services are only available from EMI that meets the criteria of a single feasible source under RSMo 34.044 and the State is pursuing this acquisition via a Single Feasible Source procurement
