About this file

This document is Addendum #1 for a Request for Proposal (RFP 26-001) issued by the Fairfax County Public Schools Department of Facilities Services and Capital Programs, seeking Architectural Services. The RFP is due on September 12, 2025, with the last day for Request for Information (RFI) submissions being September 8, 2025, and the final addendum to be issued on September 10, 2025. The solicitation includes a hypothetical "Sample Project" involving the reconfiguration of office space in an occupied FCPS administrative building, which is intended for evaluation purposes only. Offerors are required to provide a technical proposal addressing tasks outlined in the RFP, including a detailed approach to the Sample Project.

Key requirements include mandatory Virginia State Corporation Commission identification for all offerors, with non-domestic businesses required to provide justification for not having a Virginia-based agent. The RFP allows optional listing of consulting engineers and does not mandate their inclusion in the proposal. Offerors must submit a timeline and staffing plan, including samples of ability to meet deadlines, current workload of the proposed project team, and project references. The scope of individual task orders will define the duration and requirements for on-site meetings and functions. Proposals should focus on the architectural team's capabilities, with unnecessary elaborate artwork discouraged.

ADDENDUM # 1

TO ALL OFFERORS

SUBJECT: Architectural Services (RFP 26-001)

DUE DATE: September 12, 2025

THIS ADDENDUM IS SUPPLEMENTARY TO THE RFP FOR ARCHITECUTRAL SERVICES

(RFP 26-001). ALL REVISIONS, DELETIONS, ADDITIONS, AND INFORMATION SHALL BE

PART OF THE RFP. ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.

GENERAL:

1.01 RFI's submitted after 5:00 PM EST on Monday, September 8, 2025 will not be addressed. The last day for an addendum to be issued will be Wednesday, September 10, 2025.

ADDITIONAL QUESTIONS FROM THE OFFERORS:

1.02 Question: On page 2, Item 4 under Special Provisions states that "each Offeror...must be authorized to transact business in the Commonwealth as a domestic or foreign entity...Every offeror will be required to include in its proposal the identification number issued to it by the Virginia State Corporation Commission." We are not a domestic business entity (not a business established and operated in VA), nor do we have VSCC identification number. Based on the requirements to obtain the ID number, we must have an agent that resides in VA, which we do not. My question is, will we be excluded from consideration if we are not able to provide these requirements in our proposal?

Response: Yes, Offerors are required to include in its proposal the Virginia SCC identification number. Per Section 4, License Requirement/ Authorization to do Business in Virginia, "Any Offeror that is not required to be authorized to transact business in the Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise required by law shall include on the RFP Proposal Cover Page a statement describing why it is not required to be so authorized. To obtain an identification number, Offerors may contact the SCC at 804-371-9967 or 1-800-552-7945, or https://www.scc.virginia.gov, email: sccinfo@scc.virginia.gov."

1.03 Question: Regarding Fairfax CPS RFP 26-001, can you please clarify whether any qualifications for consultants (MEP, civil, structural, etc.) required as part of this RFP response?

Response: Listing of consultants is optional but not required; Some projects may involve other disciplines and some will be single-discipline.

1.04 Question: Will any more information be provided on details of the “sample project” referred to on Page 3 of the RFP? “In their Technical Proposals, Offerors will, among other requirements, detail their approach to a project consisting of performance of the tasks outlined in items A through G above in connection with a reconfiguration of office space in an occupied FCPS administrative building (the “Sample Project”).” Or should bidders define their own parameters?

Response: There will be no additional details provided for the Sample Project. It is hypothetical scenario for evaluation purposes only.

1.05 Question: Should bidders include a list of consulting engineers that will provide the full services required to complete assigned tasks?

Response: See response to question 1.03.

1.06 Question: Should the technical response include consulting engineers or just the architectural firm responding to the RFP?

1.07 Question: When providing the detailed approach, should the response include anticipated scope / participation of consulting engineers?

Response: Bidders should base their approach to the Sample Project on items A through G in Section 5 Issuance of Task Orders/Tasks to be Performed. Listing of consultants is optional but not required.

1.08 Question: Should the staffing plan under statement of qualifications include consulting engineers that may be required for the sample project?

1.09 Question: Under "Workload" should that only include the projects that the proposed project team is working on or the workload of the entire office?

Response: Workload should include current projects of the proposed project team.

1.10 Question: Should the project references include descriptions / images of the projects as well?

Response: Additional information for the project references is optional. However, unnecessarily elaborate artwork is not desired. Only submit what is sufficient for a complete and effective proposal.

1.11 Question: Size and Capability of Offeror: Should the staffing categories and services only include those services provided by the architectural team responding to the RFP, or should they include in-house and/or out-of-house consulting engineers?

1.12 Question: Under Statement of Qualifications, "Timeline and Staffing Plan", there is a statement for Offerors to provide samples of ability to establish timelines and ability to meet deadlines, as well as a staffing plan for the Sample Project. To clarify, is the staffing plan for the Sample Project sufficient or should responses to the RFP also provide sample timeline and staffing plans from other projects?

Response: Offerors should provide both.

1.13 Question: Section 5, Item A. of the RFP discusses including construction cost estimates for a task order project. Does FCPS intend for the Architect to include a cost estimator or any other sub-consultants on their team for the proposal response?

1.14 Question: On page 3 (page 4 of the PDF), the RFP states: ‘Provide an on-site employee for the project for a designated period of time.’ Could you please clarify what is meant by ‘designated period of time’?

Specifically, what type of duration or level of presence does FCPS anticipate for this on-site employee? Additionally, what responsibilities or scope of duties would be expected of this individual during that period?

Response: The scope of each individual task order will define what duration is required for on-site meetings and functions.

1.15 Question: The RFP references a “Sample Project” involving administrative space. Could you please clarify the intent of this Sample Project? Is it a hypothetical scenario for evaluation purposes only, or is it tied to an active or planned project within FCPS facilities? Do you have additional details on the Sample Project (e.g., whether the space is occupied, approximate size, or specific context)? As part of this term contract, are there any other anticipated project types beyond the Sample Project example that Offerors should be prepared to address in their proposals?

Response: The Sample Project is a hypothetical scenario for evaluation purposes only. We are not requesting Offerors to address any other project types in their proposal.

1.16 Question: There are several mentions of a “sample project,” the first of which is on page 5, Section 3 of the RFP. We have reviewed the RFP in its entirety as well as bonfire and FCPS’ procurement website but haven’t been able to locate it. Can you please advise whether the mention was a mistake or if a sample project is forthcoming?

Response: The Sample Project is noted on page 3 of the RFP in the paragraph after Section 5 Part G as “a reconfiguration of office space in an occupied FCPS administrative building”.
