About this file

This is a Request for Proposal (RFP) issued by Chatham County Purchasing & Contracting Department in Georgia for the development of an urban forest master plan. Chatham County seeks qualified consulting firms to develop a comprehensive urban forest management strategy for unincorporated Chatham County. The project requires data collection and assessment, stakeholder and community engagement, code and ordinance analysis, canopy cover and trend assessment using satellite imagery, LiDAR data evaluation, infrastructure coordination assessment, operational efficiency recommendations, and development of a 20-year strategic framework with 5-year implementation strategies. Deliverables include a tree canopy assessment with GIS data layers, a minimum of two draft iterations and a final plan in Word and PDF formats, meeting documentation, analysis maps, and presentation materials for the Board of Commissioners. A mandatory pre-proposal conference is scheduled for 10:00 A.M. on December 11, 2025, via WebEx. Proposals must be submitted online through the County's procurement portal by 5:00 P.M. on January 6, 2026. The evaluation process includes Step One (proposal evaluation on experience, qualifications, project understanding, and MBE/WBE participation), Step Two (potential interviews/presentations), and Step Three (fee and schedule negotiation with the highest-ranked firm). The contract term is not specified in the document.

The project budget is $80,000 to $100,000. Evaluation criteria allocate 30 points for experience, 30 points for qualifications, 25 points for project understanding, 15 points for MBE/WBE participation, and up to 30 additional points if interviews are required, for a total possible 100 points in Step One. Chatham County emphasizes local and minority business enterprise (MBE/WBE) participation and requires successful proposers to demonstrate commitment to equal employment opportunity practices. The selected consultant must obtain Chatham County business licensing prior to contract award and maintain current certificates of insurance, including Commercial General Liability of $1,000,000, Worker's Compensation with $500,000 minimum limits, and Business Automobile Liability of $1,000,000. Professional Liability insurance is required with a minimum of $1 million per claim. The successful proposer must execute the contract within 30 days of notice of award and cannot commence work prior to receipt of a Notice to Proceed. Chatham County has previously conducted a canopy assessment in 2014 through the Savannah Tree Foundation and a canopy change assessment (2010-2019) through Georgia Tech, with GIS layers available for consultant use. A tree ordinance currently exists, and previous tree inventory data from 1999 is available.

SECTION V

SCOPE OF SERVICES

URBAN FOREST MASTER PLAN

5.0 BACKGROUND AND OBJECTIVES: Chatham County is seeking proposals from qualified, objective, and experienced consulting firms to develop a urban forest master plan. Urban Forest Master Plans are becoming a standard document for municipalities across the United States to manage their urban forests more sustainably and economically. Without one, many urban forest management practices are reactive. An urban forest master plan seeks to shift that management style to a more proactive one through the assessment of current conditions, identification of areas of improvement, and the creation of a roadmap moving forward.

5.1 OBJECTIVE:

The overarching goals of this project are to improve tree risk mitigation, identify areas of improvement (e.g. canopy loss, ordinance review and revision, tree work practices), make management components more efficient (e.g. tree removals, pruning, and planting), and to identify potential areas to increase tree canopy. In summary:

1. Establish long-term vision and goals for the community’s urban forest.

2. Identify strategies for canopy preservation, growth, and maintenance.

3. Integrate urban forestry into other planning efforts (stormwater, transportation, climate, equity, etc.).

4. Develop actionable policy, management, and funding recommendations.

5.2 LOCATION: All of Unincorporated Chatham County.

5.3 PREVIOUS WORK:

Chatham County has not performed a canopy assessment in-house. A canopy assessment was performed for all of Chatham County in 2014 by the Savannah Tree Foundation. A tree canopy change assessment for all of Chatham County was done from 2010 to 2019 by Anthony Giarrusso with Georgia Tech (GIS layers available). Chatham County currently has a “tree ordinance” (Land Disturbing Activities Ordinance) that regulates tree removal policies. A tree inventory was performed in 1999 (GIS layer available).

Chatham County does not currently have an urban forest master plan. The Chatham County Plan 2040 Comprehensive Plan is a valuable resource.

5.4 METHODS/TASKS:

The final consultant selected will be responsible for the following:

1. Project Management and Coordination to include kickoff meetings, project scheduling, a communication plan, and progress updates.

2. Data Collection and Assessment

3. Stakeholder and Community Engagement

a. Coordinate with Chatham County Public Information Office regarding public engagement plan (meetings, workshops, surveys, online tools).

b. Facilitate sessions with staff, elected officials, and community partners.

4. Summarize input themes and integrate them into the plan’s development.

5. Analyze relevant County code and ordinances relating to urban forest management.

Make recommendations for updates, revisions, and scope.

6. Perform a canopy cover and trend assessment of Unincorporated Chatham County using the most recently available satellite imagery, including land cover classes and potential new tree planting space.

7. Assess suitability of available LiDAR data for future tree inventories and identify gaps and limitations in current datasets.

8. Evaluate existing relationships with infrastructure owners and how their practices impact the urban forest. Detail methods to improve coordination.

9. Provide recommendations to increase operational efficiencies, reduce costs and risk mitigation, and promote better communication and coordination between departments, decision-makers, and the community at large.

10. Identify other resources, including other governmental entities and non-profit partners, that can contribute to the conservation and growth of Chatham County’s urban forest.

11. Develop a framework outlining long-term (20-year) goals and objectives, supported by actionable 5-year implementation strategies. The goals shall align with community resilience, climate adaptation, and sustainability frameworks.

12. Establish a monitoring system to assess the effectiveness of the plan, and how success will be measured.

5.5 OUTCOMES/DELIVERABLES:

1. Tree canopy assessment with land cover classes, with raw data and layers

2. A minimum of two draft iterations will be prepared, with additional revisions provided as necessary to ensure completeness. A final, unlocked version of the plan shall be delivered in both Word and PDF formats, at a minimum, with digital copies provided on an external storage device. The final report and deliverables must include at a minimum:

a. Executive summary

b. Meeting agendas and minutes

c. GIS data layers and analysis maps

d. Draft and final plan documents

3. Presentation decks and graphics that includes a summary PowerPoint to use as a reporting tool for Board of Commissioners and other groups
