About this file

This is a Request for Information (RFI) response template issued by the New York State Teachers' Retirement System (NYSTRS) to support a Readiness Assessment for the potential replacement of its legacy Pension Administration System (PAS). The template is designed to gather vendor recommendations across nine key assessment areas: Readiness Assessment Scope, Recommended Activities, Deliverables, Organizational Readiness, Technology Readiness, Risks and Lessons Learned, Future RFP Recommendations, Estimated Effort and Pricing, and Team Structure. NYSTRS seeks market research to inform the structure and scope of a future Readiness Assessment RFP, as the current twenty-year-old PAS system carries significant technical debt with over 200 open initiatives in ServiceNow for new features, enhancements, and defects. The modernization effort is being accelerated due to the anticipated sunsetting of PeopleSoft in 2037 and lengthy modernization timelines experienced by peer organizations.

The RFI response template requires vendors to classify recommendations as Essential, Recommended, or Optional across all assessment areas and to provide justifications and notes for each recommendation. Vendors must address stakeholder engagement activities, current and future state documentation, risk assessments, gap analyses, integration inventories, data readiness reports, implementation roadmaps, and organizational and technology readiness evaluations. The template also requests vendor input on typical readiness assessment duration, team size and composition, client involvement requirements, estimated pricing ranges, team structure for both vendor and client organizations, and lessons learned from similar pension modernization projects. This market research will directly inform the development of the subsequent Readiness Assessment RFP.
