About this file
This is a Single Source Advertisement for a proprietary software subscription license issued by the Florida School for the Deaf and the Blind (FSDB). The agency seeks Parchment Award by Instructure software licenses for the fiscal year 2026-2027. The advertisement opened May 1, 2026, at 4:00 PM and closes May 22, 2026, at 4:00 PM, providing a statutorily mandated fifteen business day advertising period. No competitive bidding process is being conducted; however, vendors believing they can fulfill the requirements are invited to submit information regarding their capabilities during the advertising period. The procurement involves data management and query software, educational or reference software, and educational guidance services (commodity codes 43232300, 43232500, and 86141500). Questions should be directed to Kim Whitwam, Director of Purchasing, at whitwamk@fsdbk12.org.
The estimated not-to-exceed dollar amount for this procurement is $10,000.00. The intended single source provider is Instructure, located at 6830 South 3000 East, Suite 700, Salt Lake City, Utah 84121. FSDB justifies the single source acquisition based on Parchment Award's unique capability to deliver transcripts in multiple formats including PDF or TIFF images, XML or EDI data, and paper formats—capabilities the agency states no other vendor possesses. The Agency reserves the right to conduct a competitive procurement based on responses received during the advertising period. Failure to file a protest within the prescribed timeframe or to file required bonds or security constitutes a waiver of proceedings under Florida Statutes Chapter 120.
