About this file

This is an Equalization Credit Statement document issued by the City of Detroit's Office of Contracting and Procurement and Department of Civil Rights, Inclusion & Opportunity, effective March 20, 2024. The statement outlines the equalization credits and competitive advantages available to certified businesses bidding on City of Detroit contracts, including the Cass Park Improvement Project, which involves tree removal, concrete and paver work, green stormwater infrastructure installation, lighting, walkways, right-of-way work, playground and fitness equipment, drinking fountains, site furnishings, tree plantings, and sculpture restoration and relocation. Vendors must submit valid Business Certificates at the time of bid submission to receive equalization pricing credits. Certified categories include Detroit-Based, Detroit Resident Business, Detroit Headquartered, Detroit-based Small Business, Detroit-based Micro Business, Construction Workforce Investment Business, Construction Workforce Development Business, Joint Venture, and Mentor Venture classifications.

The Equalization Allowance Table establishes credit percentages ranging from 1% to 5% depending on business certification type, with Detroit Headquartered and Detroit Resident Business classifications receiving the highest credit at 5%, while Mentor Venture receives the lowest at 1%. Joint Venture and Mentor Venture proposals require written agreements demonstrating that the certified Detroit-based partner provides at least 51% and 30% of total performance, responsibility, and project management respectively, and receives corresponding percentages of total contract remuneration while sharing in profits and losses. Per Detroit City Municipal Code Section 17-5-12(c)(1), the lowest equalized bidder shall be awarded the contract provided the award does not exceed 12 percent above the lowest responsible bid submitted or $100,000, whichever is less. The Purchasing Director may limit bidding to Detroit-based businesses when at least three eligible firms are available. For certification inquiries, vendors should contact the Civil Rights, Inclusion & Opportunity Department at 313.224.4950 or CivilrightsCert@detroitmi.gov.
