About this file

This is an Equal Employment Opportunity (EEO) Certification form required by Executive Order 11246 for bidders on the 2026 Superpave Pavement Project administered by Tredyffrin Township in Chester County, Pennsylvania. The certification requires bidders to disclose whether they have participated in previous contracts subject to the Equal Opportunity Clause, whether compliance reports were required, and whether all such reports have been filed. The form also requires bidders to indicate whether they have ever been or are currently being considered for sanction due to violation of Executive Order 11246. If a bidder's certification indicates that compliance reports have not been filed, the bidder must submit such reports within seven calendar days after bid opening, and no contract will be awarded unless the report is submitted. The form requires the bidder's name and address, the signature of an authorized representative with printed name and title, and the date of certification.

The certification is a mandatory compliance document that applies to all bidders submitting proposals for the 2026 Superpave Pavement Project, which involves approximately 96,284 square yards of milling, 4,816 square yards of Type 1 base repair, 580 tons of leveling course, and 8,940 tons of 9.5 MM Superpave asphalt for roadway paving, plus additional paving work at the municipal complex and installation of pavement markings. Sealed bids are due electronically through PennBid by May 7, 2026, at 10:00 A.M., with a mandatory pre-bid conference scheduled for April 24, 2026, at 10:00 A.M. The project requires compliance with Pennsylvania Prevailing Wage Act requirements and equal employment opportunity standards under the Pennsylvania Human Relations Act. Bidders must provide a certified check or bid bond equal to 10 percent of the bid price, a performance bond of 100 percent of the contract value, and a maintenance bond equal to 25 percent of the final contract price for two years after project completion, along with comprehensive insurance coverage including general liability, automobile, umbrella, employer's liability, and workers' compensation insurance.
