About this file
This is an attachment document containing compliance and submission requirements for Jackson County, Missouri's Request for Proposal No. 26-036 for an Expungement Clinic contract. Jackson County's Prosecuting Attorney's Office is seeking proposals for a twelve-month term contract with one twelve-month option to extend for the furnishing of an expungement clinic. The contract opportunity document specifies that respondents must acknowledge receipt of any addenda issued up until the question response deadline of 5:00 pm CDT on June 2, 2026, and are responsible for regularly checking the Bonfire Portal for new addenda. Respondents may submit exceptions to the specifications or scope of services on the designated form, with reference to the paragraph and page number of the specification being challenged.
All vendors must obtain a Certificate of Compliance from the Jackson County Compliance Review Office prior to submission, with applications required five business days before the bid response deadline to allow adequate processing time. Vendors must complete a notarized affidavit certifying that no county officers, agents, or employees have financial interests in the supplier; that the supplier is not delinquent on taxes owed to Jackson County or had no taxable property as of December 31, 2025; that the supplier has not engaged in collusion or restraint of trade; that the supplier is not listed on the General Services Administration's debarred and suspended parties list; and that the supplier complies with federal work authorization programs and does not knowingly employ unauthorized aliens. Failure to submit a Certificate of Compliance may result in bid rejection, and no contract will be awarded without a current certificate on file.
