About this file

This addendum and associated bidding documents are for the 2025 Customs and Border Protection Infrastructure project at Minneapolis-St. Paul International Airport, issued by the Metropolitan Airports Commission (MAC). The project involves the removal of existing abandoned camera equipment in Customs and Border Protection (CBP) telecommunications rooms, consolidation of existing camera equipment, replacement of cameras to resolve microphone issues utilizing existing conduit and cabling, installation of new microphones at specific cameras, removal of unused/abandoned multimode fiber, and removal of an existing monitor array at Terminal 2 CBP processing room. Bids are due at 2:00 PM CST on September 9, 2025, with bid opening at 3:00 PM the same day. A pre-bid conference was held on July 29, 2025. The project schedule includes Planning, Development & Environment Committee approval on October 6, 2025, Commission award on October 20, 2025, and substantial completion by June 12, 2026, with final completion by August 14, 2026.

The contract is structured as a single lump sum agreement with various allowances including building permits ($3,157), electrical permits ($12,629), outage cancellations ($5,000), utility modifications ($5,000), and technology infrastructure ($10,000). A 5% bid security is required, and 100% performance and payment bonds are mandatory. The project has a 7% Targeted Group Business (TGB) utilization goal and requires compliance with Minnesota affirmative action requirements including 32% minority participation and 20% female participation goals. All construction crew members entering CBP areas must obtain a Customs Seal badge, a process that can take 4-8 weeks, and CBP officer oversight is required during construction activities. Work in CBP areas must be coordinated and phased for daytime operations, with specific restrictions on electrical disruptions and heavy travel periods.

a. Whether the contractor advertised in general circulation, trade association, and minority-focused media concerning the subcontracting opportunities.

b. Whether the contractor provided written notice to a reasonable number of specific TGBs that their interest in the contract is being solicited.

A certificate of compliance (workforce certificate) from the Commissioner of Human Rights signifies that a business has an approved affirmative action plan.

Further, MAC may not execute a contract for goods or services in excess of $100,000 with any business that has more than forty (40) full-time employees on a single working day during the previous twelve (12) months in the state where the business has its primary place of business, unless the business has a certificate of compliance (workforce certificate) issued by the Commissioner of the State of Minnesota Department of Human Rights or the business certifies to MAC that it is in compliance with federal affirmative action requirements.

MAC requires businesses with a workforce certificate to submit the certificate with their bid or proposal. If your business does not have a workforce certificate from the Minnesota Department of Human Rights, then this form must be submitted.

I certify that our business has not had more than forty (40) full-time employees on a single working day during the previous twelve (12) months in the state of Minnesota or the state where the business has its primary place of business.
