About this file
This document is an Addendum for Request for Proposal (RFP) 0011-081525 issued by the City of Nashua Purchasing Department for City Hall HVAC Construction Management. The addendum, dated August 8, 2025, includes responses to questions from potential bidders and modifies the original RFP. The project involves HVAC construction management for the City Hall, with a completion date goal of December 31, 2025. The current HVAC system includes an HO Smith boiler and a mix of Mitsubishi, Carrier, and Trane climate control equipment. A pre-bid meeting was held on July 30, 2025, with multiple construction and mechanical firms in attendance.
The project is fully funded, though the specific budget is to be determined. The scope includes specifying new boilers, obtaining three quotes for equipment and subcontractors, and potentially addressing asbestos-containing materials identified in a partial assessment. The City's energy manager will handle rebates, and bidders are expected to provide vendor descriptions, project teams, and detailed estimates at different design stages. The project may involve renovations to flooring, black foam pipe sealer in basement areas, and potential modifications to fire alarm and sprinkler systems. A previous asbestos survey revealed asbestos-containing materials in some areas, including floor tiles, pipe insulation, and exterior window glazing, which will need to be addressed according to state and federal regulations.

Re: Pre-Renovation Asbestos Inspection, Nashua City Hall
Motor Vehicles Dept., Tax Offices, Assessing Dept., & City Clerk
TLG Job Number 20-18266
Prepared By: Stephen McPherson
Report Date: August n, 2020
The
LAWSON
GROUP
Thinking. Without the Box.
Introduction:
On July 28, 2020, Stephen McPherson, Senior Safety & Health Professional with The Lawson Group (TLG), performed a Limited Pre-Renovation Survey for Asbestos Containing Building Materials (ACM/ACBM) and Lead Based Paint (LBP). The Survey was performed at City of Nashua, Nashua City Hall in the following Departments:
• Motor Vehicle & Tax Office
• Assessing
• City Clerk
The laboratory results for the bulk Asbestos samples are included in Appendix Al, and All. Paint Sample laboratory results are in Appendix B.
Discussion:
Asbestos Survey:
The survey was conducted to document the presence of ACM in Ceiling Tiles that may be impacted during scheduled renovations/demolition of the building. Based on the analytical results for the bulk samples collected and our visual observations, ACM was identified in some of the building materials sampled in the Motor Vehicle, Tax Office, and the Assessing Departments. ACM was not identified in the City Clerk Area.
During the survey, 48 samples were collected following guidelines in the Asbestos Hazard Emergency Response Act (AHERA), however, the survey was performed to comply with the Environmental Protection Agency (EPA), National Emission Standards for Hazardous Air Pollutants (NESHAP), and State of New Hampshire Department of Environmental Services (NH DES) Env-A 1804.01 regulations, which require a thorough inspection for ACBM be conducted prior to any demolition/renovation of a facility.
Samples were delivered to a National Voluntary Laboratory Accreditation Program (NVLAP)-accredited laboratory for the analysis of bulk Asbestos samples by PLM. According to Federal and State regulations, materials containing greater than one percent (> 1%) Asbestos by dry weight are Asbestos containing.
The survey was performed at select departments in Nashua City Hall in Nashua NH; TLG performed only limited exploratory demolition in representative locations to identify areas where hidden ACM may be present. Since not all these types of locations could be accessed, additional ACM may be present in these areas, and care should be utilized when opening wall or ceiling chases.
Mr. Ross Dugas, Safety I Loss Prevention Analyst - City of Nashua Re: Pre-Renovation Asbestos Inspection, Nashua City Hall, Page 1
City Clerk Area
Non-Asbestos Materials:
Asbestos was not detected in the following materials that were sampled and analyzed during the survey.
Material General Location
Pipe and Fitting Insulation
Ceiling Tiles Throughout
Cove base and adhesive
Gypsum Wall Board/Joint Compound
The survey was performed from the interior of the building which would be impacted by scheduled renovation of the City Hall Department. TLG did not disassemble mechanical, plumbing, or electrical components or perform inspections of all wall cavities or below grade. If a suspect material not identified and sampled as part of this survey is found, it should be assumed to be Asbestos containing until further sampling and analysis can be performed and will have to be removed in accordance with State and Federal Asbestos Regulations prior to renovation of the structure.
ACM must be abated in accordance with the State of New Hampshire and Federal requirements prior to activities such as renovation or demolition, which may directly disturb these materials.
