Appendix A: Scope of Work
The City of Nashua is interested in procuring construction management services for planning and construction services for the City Hall HVAC Upgrades. The city has contracted Harriman for architectural and engineering services.
Background Information The building was originally constructed in 1939 with a significant addition completed in the late 1970’s. The building is approximately 67,000 square feet in size and underwent a major renovation in 2011.
The building’s mechanical system consists of several different systems. The building is primarily served by a natural gas fired steam boiler, packaged rooftops and several VRF systems. The building’s heating distribution primarily consists of cast iron radiators although a small portion of the building is served by a steam to hot water converter and will not be impacted.
The city has requested a new Variable Refrigerant Flow system with heat recovery be installed in all the areas not currently served by air conditioning and as left out in the 2011 renovation. This area is approximately 20,000 square feet and is scattered about the building. The steam system will be completely eliminated and converted to a hot water system and two new boilers will serve the entire building including refeeding the existing hot water loop. It is expected that construction begins in the early Fall of 2025.
Scope & Pricing of Services The scope of this project involves construction management services related to:
- HVAC upgrades of City Hall, including working with the architect to develop construction estimates and working though constructive and logistical challenges.
- Provide three estimates at the completion of schematic design, design development, construction documents stages. Then complete the upgrades in accordance with the architect’s design.
- Meeting schedules with City staff for the duration of the project will include a minimum of one job site meeting every week with additional meetings as necessary.
The City of Nashua will provide its own financing and pay for the design and construction services. It is expected that your pricing will be carefully done as requests for last-minute adjustments may not be considered. Proposals must be guaranteed for ninety (90) days from the date of receipt.
The City of Nashua is a member of many municipal associations and consortiums throughout the United States. If your company is in agreement with the same, the minimum pricing applies that has been established in the terms and conditions of that agreement.
Responsibilities The Construction Manager shall be expected to perform all professional services consistent with the industry accepted roles of a Construction Manager. In general, they shall include, but shall not necessarily be limited to:
- Attending meetings with the Owner and/or Architect as necessary, throughout the design and construction processes.
- Providing recommendations regarding potential design improvements, materials, equipment selections, and cost savings.
- Assuming charge of, and responsibility for all Project scheduling, including but not limited to, all construction activities. The Construction Manager's preparation and Maintenance of a master project schedule shall not imply responsibility for the performance of contractors separately employed by the Owner. Note: It may be necessary to construct portions of the work outside of normal business hours.
- Assuming charge of, and responsibility for, all Project cost estimating. Such estimating shall be accomplished by the Construction Manager, without creating obligations to prospective sub-bidders.
It shall be the Construction Manager's responsibility to satisfy himself that he has acquired an understanding of the Project adequate for the proper preparation of such estimates. The accuracy of construction estimating shall be of utmost importance. The Construction Manager shall prepare estimates of construction costs at each phase of development, and at such other times as shall be required to adequately inform the Owner and the Architect of the estimated cost of the work.
- Construction Sub-bidding, including the pre-ordering of long lead items.
