About this file

Summary

This is a drawing set and erosion and sediment pollution control plan prepared by KLH Engineers, Inc., for the Pleasant Hills Authority in Allegheny County, Pennsylvania, detailing the Lick Run Streambank Stabilization project (Contract No. 2026-01). The project involves the installation of R-6 riprap armor along approximately 106 linear feet of streambank to stabilize and protect two separate outfalls near the Pleasant Hills Sewage Treatment Plant located at the intersection of Cochran Mill Road and Wallace Road. The work includes streambank rehabilitation, installation of riprap aprons around existing outfall structures, and restoration of disturbed areas through seeding and erosion control measures. Sealed bids are due electronically via the PennBid Program by Tuesday, September 8, 2026, at 10:00 A.M. local time, with an expected project duration of one hundred fifty (150) days. The project is located in the Lick Run Watershed (Chapter 93 - Trout Stocking Fishery) and requires compliance with Pennsylvania's underground utility line protection law, with specific notification of Peoples Natural Gas Company LLC, Columbia Gas of PA Inc., Pennsylvania Electric Co., Pennsylvania American Water, Allegheny County Department of Public Works, and local municipal authorities prior to excavation.

The plan establishes comprehensive erosion and sediment control requirements, including installation of compost filter socks, erosion control blankets on slopes greater than 3:1, rock construction entrances, and temporary native streambed and soil stockpiles with protective measures. All contractors must comply with Pennsylvania Department of Environmental Protection regulations, conduct a preconstruction meeting at least seven days prior to earth disturbance, and obtain approval from the Local Conservation District before commencing work. Construction sequencing includes three stages: initial site preparation with BMP installation, streambank rehabilitation using in-stream cofferdam diversion and riprap installation, and final restoration with permanent seeding using Formula B seed mixture and erosion control blankets. Prevailing wage rates apply, and all steel products must be domestically produced. The contractor must maintain weekly inspection logs of erosion and sediment control measures and achieve a minimum uniform 70 percent vegetative cover before removal of temporary BMPs. Awarded bidders are assessed a fee to be confirmed with PennBid.

IMPLEMENTATION OF THE EROSION SEDIMENT POLLUTION CONTROL PLAN

The foregoing procedures and all requirements of the specifications are contractual obligations of the CONTRACTOR performing the actual construction work. Said requirements also apply to any and all subcontractors working on the project. This plan will be implemented throughout the course of construction. The requirements relative to temporary control measures, early permanent restoration and minimizing work areas, are the most important factors affecting construction performance. In view of those circumstances, it is believed that this particular plan, on this particular project, will be implemented throughout the course of work.

USE OF THE EROSION SEDIMENT POLLUTION CONTROL PLAN

As previously stated herein, the "Erosion and Sediment Pollution Control Plan" has been prepared in response to and in accordance with certain rules and regulations promulgated by the Pennsylvania Department of Environmental Protection. The handling of stormwater, the topographic and geological features described, the types and classifications of soils, the staging of earthwork, the temporary and permanent control measures, and the requirements are to be used for the purpose of eliminating, minimizing, and/or controlling pollution of the streams and waterways from materials anticipated to be eroded from the earthwork to be disturbed as a result of construction of the work.

PROJECT DESCRIPTION:

The Pleasant Hills Authority owns and operates the Pleasant Hills Sewage Treatment plant located at the intersection of Cochran Mill Road and Wallace Road. The project is located in the Lick Run Watershed (Ch. 93 - TSF). The purpose of the project is to stabilize the streambank, using R-6 riprap, closest to the effluent discharge and armor the streambank to the point of meeting the existing riprap location just upstream of the project. The riprap will be installed from the toe of the slope to the top of the streambank and will be approximately 106 LF. The project will use GP-11 to maintain the land around the outfall and a GP-3 will be used to armor the streambank. GP-11-1 is for maintenance of existing outfall, we will not make changes to the existing conditions . GP-11-2 in an existing outfall and will be installing a riprap apron around the existing outfall structure as stabilization as happening.

GENERAL NOTES:

1. All earth disturbances, including clearing and grubbing as well as cuts and fills shall be done in accordance with the approved E&S plan. A copy of the approved drawings (stamped, signed and dated by the reviewing agency) must be available at the project site at all times. The reviewing agency shall be notified of any changes to the approved plan prior to implementation of those changes. The reviewing agency may require a written submittal of those changes for review and approval at its direction.

2. At least 7 days prior to starting any earth disturbance activities, including clearing and grubbing, the owner and/or operator shall invite all contractors, the landowner, appropriate municipal officials, the E&S Plan preparer, and a representative from the Local Conservation District to an on-site preconstruction meeting.

3. At least 3 days prior to starting any earth disturbance activities, or expanding into an area previously unmarked, the Pennsylvania One Call System Inc. shall be notified at 1-800-242-1776 for the location of existing underground utilities.

4. Upon installation or stabilization of all perimeter sediment control BMPs and at least 3 days prior to proceeding with bulk earth disturbance activities, the permittee or co-permittee shall provide notification to the Department or authorized conservation district.

5. All earth disturbance activities shall proceed in accordance with the sequence provided on the plan drawings.

Deviation from that sequence must be approved in writing from the Local Conservation District or by DEP prior to implementation.

6. Areas to be filled are to be cleared, grubbed, and stripped of topsoil to remove trees, vegetation, roots and other objectable material.

7. Clearing, grubbing, and topsoil stripping shall be limited to those areas described in each stage of the construction sequence. General site clearing, grubbing and topsoil stripping may not commence in any stage or phase of the project until the E&S BMPs specified by the BMP sequence for that stage or phase have been installed and are functioning as described in this E&S plan.

8. At no time shall construction vehicles be allowed to enter areas outside the limit of disturbance boundaries shown on the plan maps. These areas must be clearly marked and fenced off before clearing and grubbing operations begin.

9. Topsoil required for the establishment of vegetation shall be stockpiled at the location(s) shown on the plan map(s) in the amount necessary to complete the finish grading of all exposed areas that are to be stabilized by vegetation. Each stockpile shall be protected in the manner shown on the plan drawings. Stockpile heights shall not exceed 35 feet. Stockpile slopes shall be 2H:1V or flatter.

10. Immediately upon discovering unforeseen circumstances posing the potential for accelerated erosion and/or sediment pollution, the operator shall implement appropriate BMPs to minimize the potential for erosion and sediment pollution and notify the Local Conservation District and/or the regional office of DEP.

11. All building materials and wastes shall be removed from the site and recycled or disposed of in accordance with the Department's Solid Waste Management Regulations at 25 Pa. Code 260.1 et seq., 271.1, and 287.1 et. seq.

12. All off-site waste and borrow areas must have an E&S Plan approved by the Local Conservation District or DEP fully implemented prior to being activated.

13. The contractor is responsible for ensuring that any material brought on site is Clean Fill. Form FP-001 must be retained by the property owner for any fill material affected by a spill or release of a regulated substance but qualifying as Clean Fill due to analytical testing.

14. All pumping of water from any work area shall be done according to the procedures described in this plan, over undisturbed vegetated areas.

15. Until the site is stabilized, all erosion and sediment BMPs shall be maintained properly. Maintenance shall include inspections of all erosion and sediment BMPs after each runoff event and on a weekly basis. All preventative and remedial maintenance work, including clean out, repair, replacement, regrading, reseeding, remulching and renetting must be performed.

16. A log showing dates that E&S BMPs were inspected as well as any deficiencies found and the date they were corrected shall be maintained on the site and be made available to regulatory agency officials at the time of inspection.

17. Sediment tracked onto any public roadway or sidewalk shall be returned to the construction site by the end of each work day and disposed in the manner described in this plan. In no case shall the sediment be washed, shoveled, or swept into any roadside ditch, storm sewer, or surface water.

18. All sediment removed from BMPs shall be disposed of in the manner described on the plan drawings.

19. Areas which are to be topsoiled shall be scarified to a minimum depth of 3 to 5 inches - 6 to 12 inches on compacted soils - prior to placement of topsoil. Areas to be vegetated shall have a minimum 4 inches of topsoil in place prior to seeding and mulching. Fill outslopes shall have a minimum of 2 inches of topsoil.

20. All fills shall be compacted as required to reduce erosion, slippage, settlement, subsidence or other related problems. Fill intended to support buildings, structures and conduits, etc. shall be compacted in accordance with local requirements or codes.

21. Earthen fills shall be placed in compacted layers not to exceed 9 inches in thickness.

22. Fill materials shall be free of frozen particles, brush, roots, sod, or other foreign or objectionable materials that would interfere with or prevent construction of satisfactory fills.

23. Frozen materials or soft, mucky, or highly compressible materials shall not be incorporated into fills.

24. Fill shall not be placed on saturated or frozen surfaces.

25. Seeps or springs encountered during construction shall be handled in accordance with the standard and specification for subsurface drain or other approved method.

26. All graded areas shall be permanently stabilized immediately upon reaching finished grade. Cut slopes in competent bedrock and rock fills need not be vegetated. Seeded areas within 50 feet of a surface water, or as otherwise shown on the plan drawings, shall be blanketed according to the standards of this plan.

27. Immediately after earth disturbance activities cease in any area or subarea of the project the operator shall stabilize all disturbed areas. During non-germinating months, mulch or protective blanketing shall be applied as described in the plan. Areas not at finished grade, which will be reactivated within 1 year, may be stabilized in accordance with the temporary stabilization specifications. Those areas which will not be reactivated within 1 year shall be stabilized in accordance with the permanent stabilization specifications.

28. Permanent stabilization is defined as a minimum uniform, perennial 70 percent vegetative cover or other permanent non-vegetative cover with a density sufficient to resist accelerated erosion. Cut and fill slopes shall be capable of resisting failure due to slumping, sliding, or other movements.

29. E&S BMPs must remain functional as such until all areas tributary to them are permanently stabilized or until they are replaced by another BMP approved by the Local Conservation District or DEP.

30. Upon completion of all Earth disturbance activates and permanent stabilization of all disturbed areas, the owner and/or operator shall contact the Local Conservation District for an inspection prior to removal/conversion of the E&S BMPs.

31. After final site stabilization has been achieved, temporary E&S BMPs must be removed or converted to permanent post construction stormwater management BMPs. Areas disturbed during removal or conversion of the BMPs shall be stabilized immediately. In order to ensure rapid revegetation of disturbed areas, such removal/conversions should be done only during the germinating season.

32. Upon completion of all Earth disturbance activities and permanent stabilization of all disturbed areas, the owner and/or operator shall contact the Local Conservation District to schedule a final inspection.

33. Failure to correctly install E&S BMPs, failure to prevent sediment-laden runoff from leaving the construction site, or failure to take immediate corrective action to resolve failure of E&S BMPs may result in administrative, civil, and/or criminal penalties being instituted by the Pennsylvania Department of Environmental Protection as defined in Section 602 of the Pennsylvania Clean Streams Law. The Clean Streams Law provides for up to $10,000 per day in civil penalties, up to $10,000 in summary criminal penalties, and up to $25,000 in misdemeanor criminal penalties for each violation.

WASTE MANAGEMENT

Building Materials and other construction site wastes must be properly managed and disposed of to reduce potential for pollution to surface and ground waters. Proper trash disposal, recycling of materials, proper materials handling, and spill prevention and clean up reduce the potential for construction site wastes to be mobilized by stormwater runoff and conveyed to surface waters.

Under no circumstances should erosion control BMPs be used for temporary storage of demolition materials or construction wastes.

Wherever heavy equipment will be used during construction of the cuts and fills or proposed buildings, a Pollution Prevention Contingency (PPC) Plan shall be available on site.

All applicable federal, state, and local laws and regulations should be followed in the use, handling, and disposal of potentially hazardous materials.

SITE HOUSEKEEPING AND MATERIALS MANAGEMENT

CONCRETE WASHOUT

For any project on which concrete will be poured or otherwise formed on site, a washout facility must be provided for the cleaning of chutes, mixers, and hoppers of the delivery vehicles. Under no circumstances should was water from these vehicles be allowed to enter any surface waters.

Make sure that proper signage is provided to drivers so that they are aware of the presence of washout facilities.

Washout facilities should not be placed within 50 feet of storm drains, open ditches, or surface waters. They should be in a convenient location for the trucks, preferably near the place where concrete is being poured, but far enough from other vehicular traffic to minimize the potential for accidental damage or spills. Wherever possible, they should be located on slopes not exceeding a 2% grade. Additional information on washouts may be obtained from:

http://cfpub.epa.gov/npdes/stormwater/menuofbmps/index.cfm?action=browse&Rbutton=detail&bmp=117 .

COMPOST SOCK WASHOUT

A suitable impervious geomembrane should be placed at the location of the washout. Compost socks should be staked in the manner recommended by the manufacturer around perimeter of the geomembrane so as to form a ring with the ends of the sock located at the upslope corner. Care must be taken to ensure continuous contact of the sock with the geomembrane at al locations.

Where necessary, socks may be stacked and staked so as to form a triangular cross-section.

PREFABRICATED WASHOUT CONTAINERS

Care should be taken to ensure that the containers are intended by the manufacturer for use as concrete washout BMPs, that they are watertight, and appropriately sized. Accumulated materials should be properly disposed of (preferably recycled) when they reach cleanout level.

SELF-INSTALLED WASHOUT

These should be excavated below grade to prevent runoff and the potential for breaching. They should be sized to handle solids, wash water, and rainfall. A good rule of thumb is that 7 gallons of wash water are required to wash one truck chute and 50 gallons for the hopper of a concrete pump truck.

For larger sites, a below-grade washout should be a minimum of 10 feet wide and provide at least 12 inches of freeboard above the liquid and solid waste anticipated between cleanout intervals. The pit should be lined with plastic sheeting of at least 10-mil thickness (with no holes or tears) to prevent leaching of liquids into the ground.

NOTE:

Sediment basins and sediment traps may not be used a concrete washout devices, since they discharge directly to surface waters. This discharge would have an adverse affect upon the receiving water. In addition, continued use of a basin or trap as a washout facility would significantly reduce the storage capacity of the basin or trap.

MAINTENANCE

All concrete washout facilities should be inspected daily. Damaged or leaking washouts should be deactivated and repaired or replaced immediately.

Accumulated materials should be removed when they reach 75% capacity.

Plastic liners should be replaced with each cleaning of the washout facility.

All building materials and wastes must be removed from the site and recycled or disposed of in accordance with the Department's Solid Waste Management Regulations at 25 Pa. Code Chapter 260,§§260.1 et seq., 271.1, and 287.1 et. seq. No building materials or wastes or unused building materials shall be burned, buried, dumped, or discharged at the site.

All off-site waste and borrow areas must have an E&S Plan approved by the Local Conservation District or DEP fully implemented prior to being activated.

The contractor is responsible for ensuring that any material brought on site is Clean Fill. Form FP-001 must be retained by the property owner for any fill material affected by a spill or release of a regulated substance but qualifying as Clean Fill due to analytical testing.

SEQUENCING AND STAGING OF CONSTRUCTION:

General Sequencing Notes: The intent of the sequence of construction is to ensure that adequate control measures are provided for the areas in which contruction activities are occurring at all times. Under no circumstances will construction activities begin until the erosion control devices (BMP's) for the areas involved are installed.

1. The proposed sanitary sewer installed within the noted soils will be backfilled with the same excavated material removed from the trench once the sanitary sewer is in place. There will be no change in the "USE" of the disturbed area of construction.

2. The disturbed area along the sanitary sewer & force main trench lines shall be restored to preconstruction conditions. Therefore, in these areas, the proposed contours will be equal to the existing contours.

3. The pump station site off Saxonburgh Boulevard will require fill material to allow driveway access and a building to house the pump, generators & controls. In this area, proposed contours are shown as solid lines with elevations noted necessary to achieve necessary grades.

4. The "staging" areas for the construction project have yet to be determined. Once the bid is awarded, It is the Contractor's responsibility to find sites to store his materials. If the "staging" areas are within the confines of our permitted project boundry, the Contractor must install a rock construction entrance at each location.

5. Rock construction entrances shall be installed for each location where construction vehicles will be accessing the site from a paved roadway. The Contractor shall advise the Allegheny County Conservation District of the proposed locations before installation of the rock construction entrances.

SEQUENCE OF CONSTRUCTION:

Pleasant Hills Authority - Lick Run Streambank Stabilization

STAGE 1 - INITIAL SITE PREPARATION

1. Delineate project boundary limits, disturbance limits and environmentally sensitive areas clearly marking all pertinent features in the field, where applicable.

2. Mobilize equipment to site.

3. Construct Rock Construction Entrance shown on Sheet ES1.

4. Install composite filter socks # 4 - 9

5. Placement of compost filter socks may not be limited to these areas. Compost filter socks and/or filter fabric fencing may be used in combination with seeding / mulching to stabilize areas disturbed by unforeseen construction.

This shall include applying Seed, Mulch, Erosion Control Blankets and Compost Filter Socks, etc. as specified herein, shown on the Plans, or as required by site conditions.

13. Contractor's site superintendent will be responsible for inspection of all erosion and sedimentation pollution control measures weekly and after any runoff event. Corrective procedures will be taken immediately or within 24 hours after any inspection reveals the need for maintenance of existing measure or the placement of additional control measures to the site prior to any continued excavation activities.

14. All disturbed areas will be restored to pre-disturbed condition before removal of BMPs.

15. Upon completion of all utility grading, ESTABLISHMENT OF A MINIMUM UNIFORM, 70% VEGETATIVE

COVER OR OTHER PERMANENT NON-VEGETATIVE COVER WITH A DENSITY SUFFICIENT TO RESIST ACCELERATED EROSION, and an onsite investigation by the Local County Conservation District officials for appraisal, remove all temporary E&S BMPs. All materials cleared from BMPs are required to be mixed with topsoil and reapplied then stabilized with seeding and mulch per the attached Specifications.

CONSTRUCTION SEQUENCE NOTES:

COMPOST FILTER SOCK NOTE: Consult with Engineer prior to placement of Compost Filter Socks in addition to those shown on the Plans. Placement of Compost Filter Socks may not be limited to the locations depicted on the Plans. Placement of Compost Filter Socks upon pavement or other hard surfaces requires the use of concrete blocks (or equal) for support and backing. Compost Filter Socks shall be used to reduce sedimentation by unforeseen construction activities including but not limited to runoff bypassing other proposed BMPs, excavated materials stockpiles (soil/gravel/asphalt/concrete) not depicted on the Plans, & off-site support activities.

CONSTRUCTION AREA PREPARATION NOTE: Perform any necessary clearing and grubbing. Remove all vegetation from the work area. Strip topsoil from pervious areas and keep separate from other waste materials for eventual reuse, where appropriate. Saw cut and remove asphalt surfaces (cartway, driveways, etc.) along the proposed alignment in accordance with the specifications and details. Saw cut and remove concrete surfaces (driveways, sidewalks, curbs, etc.) along the proposed alignment in accordance with the specifications and details. These materials may be temporarily stockpiled near construction activities provided adequate sedimentation protection such as Compost Filter Socks are provided below any material stockpiles which will remain for more than the current workday, or these materials shall be placed at an approved construction support area. All excess excavated materials shall be removed from the project site prior to completion of the project in accordance with the Site Housekeeping and Materials Management Specifications.

TEMPORARY SEEDING SPECIFICATIONS:

The purpose of temporary cover is to provide short-term rapid cover for the control of runoff and erosion until vegetation or other stabilization material can be established. Temporary cover shall be applied on all sediment producing areas where the period of exposure will be more than two months, but less than twelve months. Mulch cover shall be provided for less than two month's exposure.

The utility line construction is to be progressively backfilled by end of work day. If it is necessary to stockpile soil, temporary grass cover shall be established where soil stockpiles are to be exposed for a period greater than thirty (30) days. When the soil stockpile will be exposed for a period greater than two (2) days, but less than thirty (30) days, the stockpile shall be covered with mulch or protective erosion control fabric.

The site preparation and establishment of temporary cover shall be conducted according to the following guidelines:

A. Install needed surface water control measures.

B. Perform all cultural operations at right angles to the slope.

C. Apply ground limestone according to soil test or in the absence of a soil test at the rate of

6 tons per acre.

D. Apply uniformly recommended analysis fertilizer according to soil test or 10-20-20 at the rate of 1,000 lb per acre.

E. Work in lime and fertilizer to a depth of 4 in. using any suitable equipment.

F. Temporary cover seed mixture shall conform to Formula E of the seeding specification table.

G. Cover grass seed with 1/2 in. of soil with suitable equipment.

PERMANENT SEEDING SPECIFICATIONS:

All areas will have permanent vegetation established. Areas identified as wetland shall be restored to pre-construction conditions within 10 days following acceptable installation of the crossing as previously stated. All other areas along the pipeline shall have permanent vegetation established within 2 days upon completion of the pipeline. Sediment control devises will be removed only when the final vegetative cover and permanent facilities are completed. Completed areas will be covered with a minimum 4 inches of topsoil.

After the topsoil has been properly distributed, lime in the form of raw ground limestone shall be applied in an amount to be determined from an analysis of the soil by a qualified soil sampling service; then one week after the time it has been spread, fertilizer shall be added. Fertilizer in the amount of 5-10-5, nitrogen, phosphorus and potash, respectively, shall be spread at the rate of 30

lb. per 1,000 sq. ft. after which mulch shall be added. The entire area shall then be properly tilled and handracked to a smooth, even grade. All stones shall be removed from the topsoil. The Contractor shall refer to the seeding specification table above and use Formula C for steep slopes and Formula B elsewhere. The area shall then be lightly brushed or racked to provide slight covering over the seed, after which, it shall be lightly rolled in two directions. In the sbsence of a soil test, fertilizer should be applied at a rate of 100 lb. of Nitrogen, 200 lb. of P2O5, and 200 lbs.

K2O per acre (eg. 1,000 lbs. of 10-20-20 per acre).

Sowing may be done mechanically, by hand, or by an approved method of hydroseeding. In the latter case, alternate means of fertilizing combined with seeding will be permitted upon approval of methods by the OWNER'S representative. Mulching material shall be in accordance with the recommendations of a local recognized nurseryman approved by the OWNER'S representative. The vegetated areas shall be inspected weekly and after every run-off event. Areas will be reseeded as needed until uniform 70 % perennial vegetative coverage is achieved. Maintenance may include repeated watering, mowing, and repair or replacement of the vegetation in areas that fail to show uniform growth of grass, or which are damaged in any way.

Permanently stabilized vegetation is defined as a uniform 70% vegetative cover of erosion resistant perennial species has been achieved. Also, it may be that the disturbed area is covered with an acceptable BMP which permanently minimizes accelerated erosion and sedimentation. Until such time as this standard is achieved, interim stabilization measures and temporary erosion and sediment control BMP's may not be removed.

MULCHING:

The purpose of mulch is to reduce erosion, prevent surface compaction, crusting, conserve moisture and aid in establishing plant cover and control weeds. Mulch shall be applied on any area subject to erosion, or which has unfavorable conditions for plant establishment and growth.

The practice may be used along or in conjunction with other structural and vegetative conservation practices, such as waterways, ponds, sedimentation traps, or critical planting area.

On sediment producing areas where the period of exposure is less than two months, mulch materials shall be applied according to the following guidelines:

A. For areas subject to critical erosion, temporary erosion control devices such as furrows, diversions, etc., within or adjacent to area to be mulched shall be installed.

B. Straw or hay mulch shall be applied at the rate of 3 tons per acre. Chemically treated or salted straw or hay is not acceptable as mulch.

C. Straw or hay mulch shall be anchored by either peg or twine or mulch netting.

D. Mulched areas shall be checked within 24 hours after severe storms for damage until the desired purpose of the mulching is achieved. Damaged portions of the mulch or tie-down material shall be repaired , when discovered, by end of work day.

VEGETATION

General: The work area for this project is to be permanently seeded, unless occupied by structures or paving. All areas requiring interim or final stabilization must be addressed within 72 hours of completion of disturbance, Areas utilizing vegetative stabilization must be seeded/planted in sufficient time to germinate by October 15th of each year. Seeding will be accomplished through the use of hydroseeding techniques or conventional seeding and mulching at the rate of 3.0 tons/acre as recommended in the Penn State Agronomy Guide. If seeding cannot be completed within the ten day period due to weather conditions, the disturbed area shall be mulched with straw at the rate of 1,000 sq. ft. This straw shall be anchored with mulch netting according to the manufacturer's recommendations or other appropriate means. The Contractor must conform to PennDot Pub. 408 (Sections 804 and

805) for all seeding and mulching requirements.

Temporary seeding will be used to protect exposed land surfaces which will not be permanently protected for a period of more than two months, but less than twelve months. Temporary vegetation will provide short-term rapid cover until permanent vegetation or other protection can be established.
