About this file
This is Amendment No. 1 to a solicitation issued by the Texas Department of Criminal Justice (TDCJ) for the procurement of yellow cornbread mix to be delivered to multiple TDCJ facilities across Texas. The original bid number is IW258287, with a bid opening date and time of July 28, 2026 at 3:00 PM. This amendment modifies specifications on the original solicitation, and bidders must acknowledge receipt of this amendment in their bid submission or provide one signed copy of the notice; failure to acknowledge receipt may result in the bid not being given consideration. All bidders must submit responses that are time-stamped at the designated TDCJ office on or before the due date and time, with late or unsigned responses being rejected.
The TDCJ reserves the right to make multiple awards to qualified vendors based on low line-item responses, low total responses, or any combination that serves the state's best interests. Unit prices must be quoted F.O.B. destination with freight prepaid and allowed, and prices must remain firm for TDCJ's acceptance for 30 days from the response due date. All goods are subject to inspection and testing by TDCJ personnel, with vendors bearing all costs if products fail to meet specifications. Bidders must certify compliance with E-Verify employment eligibility requirements, provide non-debarment certifications, affirm compliance with antitrust law, certify child support obligation status, and comply with Texas-specific certifications including boycott requirements, non-discrimination against firearm entities, and prohibitions on vaccine passport requirements. Purchases for state use are exempt from state and federal sales and excise taxes, with TDCJ providing tax exemption certificates upon request. The contract is subject to termination for non-appropriation or unavailability of funds, with TDCJ providing 30 days' written notice for termination for convenience, and may extend any resulting contract up to three months at its sole discretion.
