SECTION 01009

GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing material, labor and equipment, to construct approximately 31,144 LF of 3-wire wildlife friendly fence, and 916 LF of 4-wire wildlife friendly fence. Work also includes removal and disposal of 32,060 LF of existing woven wire and barbed wire fence. On the Hanna Draw (5 miles) fence only the wire will be removed, posts will be reused. Certain sections will need new steel posts. Estimated 107 new steel posts. On the Seminoe Fence (1 mile), all new steel posts will be used, approximately 250 posts.

B. Location: Work under this Contract is located in Carbon County, Wyoming, approximately 5.8 miles North of Hanna, WY and 27.5 miles North of Sinclair, WY. Work locations are shown on the maps.

C. Work Data Sheet: Designates the type and quantity of work required at the project location, and dimensions required for typical drawings.

D. Debris: Debris consisting of wood posts or ties, poles, fastenings, clips, and wire shall become the property of the Contractor and shall be removed from the work site. The Contractor shall be responsible for disposal of construction debris in a legal manner, and for payment of any fees required. Burning of debris is not permitted on the work site.

1. ANY STEEL POSTS REMOVED SHALL BE PILED AND REMAIN ON SITE FOR USE/DISPOSAL BY THE GOVERNMENT.

1.2 REFERENCES

1.3SUBMITTALS
(There are no applicable requirements)

1.4 DELIVERY, STORAGE, AND HANDLING:

A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site.

B. Storage: The Contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling.

C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage.

1.5 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.6 PROJECT/SITE CONDITIONS:

A. Access to the Work:

1. The work locations are shown on the drawings.

2. Access to the work shall be provided by and at the Contractors expense. No roads shall be constructed by the Contractor or off road driving permitted without prior written permission from the Contracting Officer.

3. Contractor shall exercise care to prevent unnecessary surface disturbance to existing grass, vegetation, and to existing roads and two-tracks.

4. Public, State, or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.

B. Environmental Considerations:

1. No blading will be allowed.

2. Avoid disturbing any corner markers or monuments marking section lines along the fence line.

3. Do not disturb rain gauges along fence line (a metal cylinder attached to a t-post).

1.7 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule shall be submitted at the prework conference. When requested, the Contractor shall submit an updated schedule within three calendar days. As a minimum, the estimated start and completion dates shall be shown in the schedule.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.1 PROJECT MEETINGS:

A. PreWork Conference:

1. A prework conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. The Contractor shall be prepared to summarize and explain procedures planned for the project.

B. Progress Meetings:

1. Meetings shall be held at the project site, or as determined by the Contracting Officer.

2. Meetings may be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.

C. Final Inspection:

1. Meeting shall be held at the project site, or as determined by the Contracting Officer.

2. The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.

3. The Contractor shall require the superintendent to be present during this inspection.

3.2 PREPARATION

A. Work Limits and Control Points: Will be established by the Contracting Officer.

3.3 SALVAGEABLE ITEMS

A. Requirements: Salvaged items consisting of wire and wood shall become the property of the Contractor and shall be disposed of properly. Salvaged wire shall be rolled and piled in neatly in locations designated by the COR. Fence staples and clips shall be disposed of by the contractor. The Government wishes to salvage metal t-posts for future use. Please pile them on site.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: Work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The Contractor shall include consideration for this item in the bid price for other items of the Contract.
