1. Identification of the agency and the contracting office.

Western Area Power Administration (WAPA), Upper Great Plains Region, Billings, Montana.

2. Description of supply or service required to meet the agency’s needs.

Voltage Stability Assessment and Enhancement (VSA&E) products as described in the bullet list below.

The software provides capabilities required capabilities by operations engineering to prevent voltage instability/collapse. The software licenses includes the necessary action to set-up a Voltage Stability

Assessment tool. The work will be completed by a fixed-price contract.

3. The rationale or circumstances for limiting competition.

Bigwood Systems Inc. is the only vendor with the expertise and experience to provide the specific tools and installation requested. Bigwood Systems Inc retains the development and support staff for the software they created and are thus uniquely qualified to provide configuration support. They have completed previous set-up projects with other customers. Other contractors do not have the intricate experience with the tool or the data required to run an analysis using Bigwood Systmes Inc tools.

Bigwood Systems is equipped to train WAPA staff how to set-up, maintain and use the software to its fullest capability; including bridging and mapping the tool into our SCADA EMS system. The expertise will save time, money and efforts, as any other contractor would still require Bigwood Systems contracting hours in order to complete the project as. Bigwood Systems is the only company with all-inclusive knowledge to support the project from start to completion.
