Objectives
1. Work to be performed:
A. Sub-paragraph 1.20 is hereby added at the end of paragraph 1, Preliminary Work, which shall read as follows:
“1.20. Demolition of masonry bases and bench "slab" in expansion area. The dimensions of the bases are approximately 1.08 x 1.20 x 0.65 m (2 pieces) and the bench area is 3.0 x 1.20 x 0.35 m (including masonry base and 10 cm slab). Includes labor, tools, hauling and removal of the material produced by the demolition outside the work site to a locally authorized dump.”
5. Woodwork
B. A new sub-paragraph 5.1 is added at the beginning of paragraph 5, Woodwork, which shall read as follows:
“5.1. Supply and installation of solid wood door (CMR-104) 1.00 m x
2.10 m and high-quality pine wood frame with strips every 30 cm in both directions according to design (equal to existing) with slow energy swing door operator "Magic-Access" type Stanley or equivalent brand in specifications, performance, quality, and warranty. Includes:
door opening system, veneer equal to existing, sanding, painting, wood frame with the same finish of the door, chambranas, hinges, finish equal to existing white color, materials, hauling, cuts, waste, fitting, fixing, labor, equipment, tools, door opening system installation, electrical installation, commissioning, and everything necessary for its correct operation.”

7.1. Air Conditioning
C. Sub-paragraph 7.1 is hereby reworded to reflect the actual requirement for this stage of the project and shall read as follows:
“7.1. Relocation, installation, and start-up of Carrier brand injection equipment (existing); relocation, installation, and start-up of discharge grate in wall (existing) and closure of elongated grate out of use in false ceiling. Includes: material, ductwork, labor, tools, hauling, removal of the dismantled grid to an authorized off-site dump site, and everything necessary for its correct execution and good operation.”

J.3.1 STATEMENT OF WORK
A. Introduction/background:
The United States Government (USG) is soliciting the services of a contractor to remodel, improve upon, and bring into ADA compliance the Men's Restroom (cabinets, fixtures, drywall, floor and wall tile, toilet, urinal, sinks, countertops, light fixtures, electrical outlets, exhaust fans, cubicle partitions) at a U.S. Embassy property in Mexico City. This project is being solicited on behalf of the Embassy in conjunction with the State Department's Office of Overseas Buildings Operations
(OBO).
The United States Government (USG) requires a professional contractor with general services to “Repair by reinstallation and bring into ADA compliance first floor men’s restroom”.
The contractor shall be fully responsible for performing all the necessary work including, but not limited to temporary partitions to isolate the renovation areas;
removal of the existing first floor men’s restroom cabinetry, furniture, fixtures;
reinstallation of drywall sheets, electrical, plumbing, masonry and finishing work;
special disconnections of fixtures, appliances, and accessories are required to facilitate improvement. The refurbishment shall use only high-quality, first-class materials (all properly evaluated and approved by the project's Contracting Officer Representative (COR)).
B. Objectives
The contractor shall perform all the necessary work including, but not limited to temporary partitions to isolate the renovation areas; removal of the existing restroom’s cabinetry, furniture, fixtures; reinstallation of drywall sheets, electrical, plumbing, masonry and finishing work; special disconnections of fixtures, appliances, and accessories are required to facilitate improvement. The refurbishment shall use only high-quality, first-class materials (all properly evaluated and approved by the project's Contracting Officer Representative (COR)).
1. Work to be performed:
First Floor Men’s Restroom
1. Preliminary Work

1.1. Delimiting and protecting the work area with heavy duty plastic, corrugated cardboard and/or kraft paper, using blue (painter's) tape to prevent the spread of dust and mitigate any damage to USG property (furniture, floors, or other rooms).
1.2. Supply and installation of walls for the protection of area based on plasterboard of 1.22m x 2.44m x 12.7mm on a single side, consisting of a structure of galvanized profiles of 6.35 cm, cal. 26, separated every 60 cm, these once introduced into 6.35 cm cal. 26 tie-out channels which are anchored to the floor and slab with fixers (1" 1/4" and 1" framer screws). Includes: finish ready to receive painting, normal or flexible perfacings according to provides, profile and channel cal. 26, 6.35 cm thick, metal corners and edges, redimix in all joints, plaster panel, supply of materials, tools, equipment, freight, carrying, labor, and everything necessary for correct installation.
1.3. Supply and installation of corrugated cardboard 48" x 250' for floor protection. Includes: tools, materials, labor, and everything necessary for its correct installation.
1.4. Dismantling of existing division screens in toilets and urinals by manual means. Includes: removal of doors, total removal, loading, carrying, cutting in fixing, removal to warehouse on site, tools, labor, and everything necessary for their correct execution.
1.5. Uninstallation of bathroom furniture (toilets, sinks, urinals) with recovery. Includes: plugging of hydraulic pipe and sanitary, hauling to the site warehouse, labor, equipment, and tools.
1.6. Disassembly of the sink cabinet. Includes: tools, materials, labor, transportation to the warehouse on site.
1.7. Dismantling of sanitary accessories (tool holder, towel holder, safety bars, etc.).
1.8. Cancellation and dismantling of existing water intake in wall and floor.
Includes: elimination of existing piping, patching, removal, tools, labor, and everything necessary for its correct execution.

1.9. Cancellation and dismantling of existing 2" drainage in wall and floor, Includes: elimination of existing pipe, patching, removal, tools, labor, and everything necessary for its correct execution.
1.10. Cancellation and dismantling of existing 4" drainage in wall and floor, Includes: elimination of existing pipe, patching, removal, tools, labor, and everything necessary for its correct execution.
1.11. Demolition of existing wall 0 to 3.50 m height, by manual means.
Includes: demolition of structural elements such as rebar frames, enclosures, beams, etc., cancellation and removal of any electrical, telephone or data outlets that may exist, tools, equipment, freight, scaffolding, loading, and carrying out of the site and labor for their correct execution.
1.12. Demolition of finishing on existing marble type floor, by manual means. Includes: tools, equipment, labor, loading and carrying and everything necessary for its correct execution.
1.13. Dismantling and recovery of existing marble type piece. Includes:
tools, equipment, labor, hauling to the site warehouse, and everything necessary for its correct execution.
1.14. Dismantiling of existing light fixtures. Includes: electrical disconnection, carrying, removal, tools, labo, and everything necessary for its correct execution.
1.15. Cancellation of electrical outputs of existing lights. Includes:
disconnection, removal of cable, hose and/or pipe, carrying, removal, labor, and everything necessary for its correct execution.
1.16. Cancellation of electrical outputs of existing contacts and switches.
Includes: disconnection, removal of cable, hose and/or pipe, carrying, removal, labor, and everything necessary for its correct execution.
1.17. General daily cleaning during the construction and at the end for delivery. Includes: cleaning of floors, tiles, marble, windows, carrying, stacking, loading and removal of weekly debris by dump truck off the construction to a collection center, tools, equipment, labor, and everything necessary for its correct execution.

1.18. Carrying material from demolitions.

1.20. Demolition of masonry bases and bench "slab" in expansion area. 2. Civil Work
2.1. Slots in wall to receive electrical pipe from 13 to 52 mm, includes:
cutting with disc, covering, and repairing slot, tool, equipment, scaffolding, loading, and carrying and labor for its correct installation.
3. Finishes
3.1. Supply and installation of a wall based on gypsum board of 1.22m x 2.44m x 12.7mm on two sides, consisting of a structure of galvanized profiles of 6.35 cm, cal. 26, separated every 60 cm, these in turn inserted into mooring channels of 6.35 cm cal. 26 which are anchored to the floor and slab with fixers (framer screws of 1" 1/4" and 1").

3.4. Supply and application of vinyl paint Comex Vinimex brand color ring 314-01 on walls and inside doors and windows on plaster and cement board wall, height from 0.00 to 3.00 m. Includes: a primary coat, supply of materials, tool, equipment, ladders, freight, carrying, labor, and everything necessary for its correct application.
3.5. Supply and application of vinyl paint Comex Vinimex brand, matte white color on existing ceiling, height from 0.00 to 3.00 m. Includes: a primary hand, supply of materials, tools, equipment, ladders, freight, carrying, labor, and everything what you need for its correct application.
3.6. Supply and installation of Interceramic brand porcelain flooring 60 x 120 m mod. Serenity color Atlantic gray, nozzle color authorized by supervision, seated with crest white cement. Includes: supply of materials, cutting, tools, equipment, freight, repairs, carrying, labor, and everything necessary for its correct installation.
3.7. Supply and installation of Interceramic brand porcelain piece 60m x 120m mod. Serenity color Atlantic gray, nozzle color authorized by supervision, seated with crest white cement. Includes: supply of materials, cutting, tools, equipment, freight, repairs, carrying, labor, and everything necessary for its correct installation.
3.8. Supply and installation of baseboard marble type piece brand, model, and color like the existing finish, nozzle color authorized by supervision, seated with crest white cement. 4. Hydraulic and Sanitary Installation
4.1. Interconnection of the hydro sanitary system. Includes: tools, materials, labor, and everything necessary for its correct execution.
4.2. Supply and installation of water intake through Tuboplus pipe with flushometer. Includes: cut-off valve, elbows, couplings, tees, reductions, material, labor, tools, consumables, accessories, storage, transfer to the site, cleaning, airtightness tests, step in slab-wall, repairing and everything necessary for its correct execution.
4.3. Supply and installation of 2" drainage using PVC pipe with flushometer. 6. Electrical Installation
6.1. Electrical wiring for light fixtures. Includes: galvanized boxes, cables of the indicated gauges and diameters, fed from the existing panel, connections, test fixtures, general repairs, labor, tools, equipment, and everything necessary for its correct installation.

7. Air Conditioning
7.1. Relocation, installation, and start-up of Carrier brand injection equipment (existing); relocation, installation, and start-up of discharge grate in wall (existing) and closure of elongated grate out of use in false ceiling. Includes: material, ductwork, labor, tools, hauling, removal of the dismantled grid to an authorized off-site dump site, and everything necessary for its correct execution and good operation.
7.2. Exhaust system in toilets.
GENERAL NOTES:
(a) The contractor must have a field superintendent on site to be responsible for and always supervise the work. The superintendent shall keep a logbook and shall provide the COR with a weekly work report with photographs, describing the work performed, the progress achieved and the scheduled progress, to verify that there are no delays in the work.
(b) All designs, elements, finishes, colors and/or accessories must be approved in writing by the COR.
(c) There is no place on site to pile debris or materials.
(d) Payment will only cover the installed material, and not any generated waste.

(e) After completing the work, perform a professional detailed final cleaning of the interior and affected areas in the property.
(f) The contractor must be responsible for the following: to perform all necessary work meeting U.S. construction standards; to bring the power and/or water service from the connection point provided by the U.S. embassy to the required work site.
(g) The contractor must manufacture the cabinetry in their shop and be ready for installation anytime after delivery, as determined by the
COR.
MATERIALS/SPECIFICATIONS
(a) The contractor shall certify that all materials/specifications are those required in this SOW.
(b) If case of any deviations to the materials required herein, the contractor shall provide a complete description and specifications of the materials suggested.
(c) The COR must approve all deviations in writing and the materials must be Underwritten Laboratories (UL) or Facility Management (FM) approved.
WORK REQUIREMENTS
Technical Requirements/Specific Requirements:
(a) The contractor must perform daily cleaning of the work area. The contractor shall provide all labor, equipment, and materials to complete the project and shall ensure that it has adequate resources to successfully manage and deliver this project on-time and within the quoted amount. The contractor will use all the necessary precautions to maintain the safety in the workplace.
(b) In addition to the daily cleaning, contractor must remove any debris/garbage on a weekly basis off the property compound.

(c) The contractor must follow and meet U.S. and local construction codes and procedures as well as OSHA Safety Standards & OSHA Regulations, which are available at www.osha.gov.
(d) The contractor must meet the applicable technical criteria codes for the most recent codes including:
I. International Building Code, II. International Fire Code (IFC), III. International Mechanical Code (IMC), IV. National Electrical Code (NEC) and
V. All other applicable Local Codes. Code books are available online, in bookstores and/or in libraries.
Commencement, Completion of Work and Working Hours
(a) The whole project shall be completed by the contractor within forty-five (45) consecutive workdays from the Notice to Proceed issued by Contracting Officer. The contractor must have the personnel, technical and financial resources to execute the work in the proposed time. The entire contract shall be completed within nine 9 weeks and the entire period of performance shall not exceed one (1) year.
(b) All work shall be performed during normal working hours from 09:00 to 16:30, Monday through Friday. The need to work on a Saturday, Sunday, or holiday may arise. Other hours, if requested by the Contractor, may be approved by the Contracting Officer's Representative (COR). The Contractor shall give 24 hours advance notice to the COR who will consider any deviation from the hours identified above. Changes in work hours, initiated by the Contractor, will not be a cause for a price increase.

Contractor's personnel
All personnel assigned by the contractor for the performance of the respective services shall be supervised by the contractor. There shall be no employer -employee relationship between the USG and the contractor's personnel.
Subcontractors may only be employed with the express written consent of the COR.
USG furnished materials/equipment:
(a) The USG shall provide a Facility COR.
(b) The USG shall provide electrical power within the working area.
Supporting Information
Security
(a) A U.S. Government employee is to be always with the contractor’s workers while they are on site. No worker/equipment/material/vehicle will be allowed to enter the compound or any building without written approval from the embassy RSO (Regional Security Office).
(b) If requested by the contractor, the U.S. Embassy will provide a space to the contractor to store their tools needed for the construction.
(c) No dedicated telephone service/extension is to be provided to the contractor by the U.S. Embassy. The contractor can only use the property telephone service if it is to report a critical emergency and always with previous approval of the COR.

Inspection and Acceptance
Quality assurance:
The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to conduct quality assurance to ensure that contract standards are achieved.

The contractor shall institute an appropriate inspection system including:
(a) Develop and maintain checklists of duties to be carried out.
(b) Ensure these duties are closely monitored by the foremen staff and skilled workers.
(c) Perform inspections at all work locations to determine whether the various services are being performed according to the contract requirements.
Inspection Reports:
(a) On a weekly basis, the Contractor must submit project progress reports to the COR, detailing all activities accomplished that week, inspections conducted and their results, and detailing all activities anticipated for the upcoming week.
(b) The contractor shall promptly correct and improve the reported shortcomings and/or understand conditions noted in the progress reports at no additional expense to the Government.
ATTACHMENT 5 – QUANTITY SURVEY
Contractor shall enter the Price per Unit and Total Cost per CLIN (Contract Line-Item Number) based on the description service column. Prices are to be inclusive of all work indicated in the SOW and based on quantities indicated on this quantity survey page.
