1. SF-1449, block 15 “deliver to address”, shall be revised to add: “Attn: Monica E. Madrid or electronically to Helsinkiprocurement@state.gov”.

2. Section 1 – The Schedule 1, Prices and Period of Performance, Block 23, The performance dates specified in paragraph 1. are hereby changed from March 1, 2018 through February 28, 2019 with 4-one year option years to May 1, 2018 through April 30, 2019 with 4-one year options. In paragraph 5, please note the change of the start date to May 1, 2018.

3. Paragraph 1.2.5 under the Schedule 1 of Supplies/Services, Block 20, Description/Specifications/Work Statement is revised to add the following after the last sentence therein: “In the event of an accident of illness, 1 hazardous material containment kit, which contains gloves, mask, absorbent pads and cloths, will be stocked in the janitorial supply room and clearly marked. If usage is required, this kit will be disposed of by the registered nurse, in Embassy’s Health Unit along with other hazardous waste. Contractor employees will only be required to use the contents of the kit to clean-up bodily fluids, as necessary.”

4. Paragraph 1.3 under the Schedule 1 of Supplies/Services, Block 20, Description/Specifications/Work Statement is revised to read as follows: “Types of Services, Standard Services shall include the following work for U.S. Embassy at Itäinen Puistotie 14”

In addition, offerors please note there are no other changes to subparagraphs 1.3.1 through 1.3.7 unless specifically addressed within in this amendment.

5. Paragraph 1.3.3.6 under the Schedule 1 of Supplies/Services, Block 20, Description/Specifications/Work Statement is revised by deleting the the second paragraph in its entirety which reads as follows: “The same tasks shall be performed at the warehouse Takoraudantie 4 twice a week, and at the BBG office, Vapaalantie 6 once a month”.

6. Paragraph 3.0 under “ Locations for Janitorial Services”; all listed Title Floor bathrooms are hereby corrected to read: “Tile Floor Bathroom”. In addition, this subparagraph is further revised to add areas rugs as set forth below:

a. Under “ Locations for Janitorial Services for the Main Location”, there are 17 entrance rugs (each are 85 x 150 cm).

b. Under “ Locations for Janitorial Services for the Secondary Location”, there is one entrance rugs (115 x 200 cm).

7. Under Government Furnished Property (attachment 1) is revised to add “ One hazardous material containment kit. The kit will be located in the Janitor supply room and it will be clearly marked and shall contais gloves, mask, absorbent pads and cloths.

8. Subparagraph 1.3.3.1 under the Schedule 1 of Supplies/Services, Block 20, Description/Specifications/Work Statement is changed by revising the first sentence to read: “Washing all interior windows and doors with windows.”

9. The below paragraph under the Schedule 1of Supplies/Services, Block 20, Description/Specifications/Work Statement is hereby added to this solicitation:

“Standard Services shall include the following work at Takoraudantie 4 twice a week:

1.4.1 Cleaning Requirements twice a week shall consist of:

1.4.1.1 Sweeping all floor areas including damp mopping of areas such as tile, linoleum floors, staircases and public areas. Floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris. Chairs, trash receptacles, and easily moveable items shall be tilted or moved to clean underneath. The frequency may be higher when it is rainy or snowy. When completed, the floor and halls shall have a uniform appearance with no streaks, smears, swirl marks, detergent residue, or any evidence of remaining dirt or standing water. Damp floors will have wet floor warning signs posted until the area is completely dry.

1.4.1.2 Dusting and cleaning all furniture including desks, chairs, credenzas, computer tables, telephone tables, bookshelves with or without glass doors, coat racks, umbrella stands, pictures, maps, telephones, computers and CRT screens, lamps and other common things found in an office environment. To include all wall mounted fixtures such as light switches, clocks, thermostats, fire alarm pull stations, fire extinguisher storage boxes, key watchers, select tone speakers, ceiling mounted vents and devices. All furniture shall be free of dust, dirt, and sticky surfaces and areas.

1.4.1.3 Vacuuming all clean rugs and carpets, runners, and carpet protectors so that they are free from dust, dirt, mud, etc. When completed, the area shall be free of all litter, lint, loose soil and debris. Any chairs, trash receptacles, and easily moveable items shall be moved to vacuum underneath, and then replaced in the original position.

1.4.1.4 Thorough cleaning of toilets, bathrooms, mirrors, and shower facilities, using suitable non-abrasive cleaners and disinfectants. All surfaces shall be free of grime, soap scum, mold, and smudges. The Contractor shall refill paper towels, toilet paper, and soap in all bathrooms. A log shoud be kept of each time that the bathrooms are checked by the contractor and will be verified by the COR on a weekly basis.

1.4.1.5 Emptying all wastepaper baskets, and washing or wiping them clean with a damp cloth, replacing plastic wastepaper basket linings and returning items where they were located.

1.4.1.6 All surfaces within the kitchenettes such as sinks, countertops, cupboards, exterior and interior of applicances shall be wiped down and sanitized.

1.4.1.7 Removing any grease marks or fingerprints from walls, doors, door frames, radiators, windows and window frames, glass desk protectors, reception booths and partitions.

1.4.1.8 The contractor will remove trash and debris to the trash rooms, and keep trash area in a neat and clean condition. As required, all recycling collection containers shall be sorted and the recycling materials placed in appropriate containers in the trash collection areas.

1.4.2 Monthly Cleaning Requirements shall consist of:

1.4.2.1 Polishing all brass surfaces including door and window handles, plaques to ensure a neat professional appearance.

1.4.2.2 Dusting tops of tall furniture, tops of picture frames and areas not covered in daily dusting. Perform a thorough cleaning of baseboards, walls, and ceilings removing of dust, cob webs and unsightly conditions.

1.4.2.3 Spot cleaning baseboards and walls.

1.4.2.4 Spot waxing and polishing floors as needed.

1.4.2.5 Cleaning shutters as required.

1.4.2.6 Cleaning major appliances inside and out including vacuuming dust from around motor areas. This shall include emptying, cleaning, and sanitizing the interior and exterior of all kitchette refrigerators and freezers. Refrigerator door gaskets and storage drawers will be cleaned and kept free of all liquid spills and dirty conditions.

1.4.2.7 Wiping window sills, doors with windows, and blinds with a damp cloth to ensure that all smudges are removed.

1.4.2.8 Cleaning inside window glass and sash of smudges and accumulated dirt.

1.4.2.9 Moving all furniture and vacuuming or polishing the floor under the furniture as appropriate. To include vacuuming of all furniture and lamp shades.

1.4.3 Semi-Annual Cleaning Requirements shall consist of:

1.4.3.1 Washing all interior windows and doors with windows. When completed the windows shall be free of smudges, lint, or streaks from the surfaces. The Contractor shall provide the methods and means using industry standards to clean second floor and higher windows.

1.4.3.2 Dusting and washing window blinds and thoroughly cleaning blinds holders and covers.

1.4.3.3 Dusting and wiping light fixtures and chandeliers. When completed, the light fixtures shall be free from bugs, dirt, grime, dust, and marks. This will include dusting and wiping all air vents.

1.4.3.4 Stripping wax coats, spot checking sealer coats, and completely reapplying wax coats.

1.4.3.5 Deep cleaning and polishing of linoleum and stone tile flooring with application of cleaning and protective agents following the manufacturer’s instructions. When completed, the floors hsall be shiny and free of all accumulated dirt.

10. Section 2, Contract Clauses FAR Clauses 52.222-17, 52.222-43 and 52.222-55, which appear under FAR claue 52.212-5(c), are revised by removing the “X” as it appears before these clauses as they are not applicable to the services provided under this solicitation.

11. Section 2, Contract Clauses is further revised by adding the following clause to the FAR clauses incorporated by reference: 52.223-3 Hazardous Material Identification and Material Safety Data (JAN 1997)(Alternate I)(JULY 1995)
