Questions and Answers #2
1. I have a problem with filling the form SF1449. I assume that’s the form to use when giving our offer? Form does not allow editing section number 24.
Please see Section 3 “Solicitation Provisions”, paragraph A.1 which states that the SF-1449 block are completed as appropriate, in this case, the items (pricing elements) under blocks 23 & 24 should be inserted on the continuation sheets Section 1 – The Schedule, Prices Block 23 paragraphs 1.2. - 1.7.
2. And section 23, is it possible to change the currency from dollars to euros?
No, blocks 23 and 24 will not allow you to change the currency from dollars to euros however if you insert your pricing in Section 1 – The Schedule, paragraph’s 1.2 through 1.7 these paragraphs allow you to price in euro’s. Please see Section 1 of the solicitation, copied below:
Section 1 – The Schedule, paragraph 1. Prices and Period of Performance states:
OFFERS AND PAYMENTS IN U.S. DOLLARS.
U.S. firms are eligible to be paid in U.S. dollars. U.S. firms desiring to be paid in U.S. dollars should submit their offers in U.S. dollars. A U.S. firm is defined as a company which operates as a corporation incorporated under the laws of a state within the United States.
FOREIGN FIRMS - Any firm, which is not a U.S. firm, is a foreign firm. Any firm that does not meet the above definition of U.S. firm shall submit its prices and receive payment in local currency
3. What are the offer application requirements? Is it only this form SF1449 we submit?
Please see Section 3 “Solicitation Provisions”, paragraph A.1 and A.2 for detailed instructions on what each offer should contain. The whole package should be submitted, including the SF-1449 and the SF-30 amendments. All forms should be signed and all pages of the solicitation should be initialed.
4. It reads in the solicitation:
“The Contractor shall furnish all cleaning supplies, equipment, managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract.”
And “The contractor is required to use ecofriendly/non-abrasive cleaning products.
All cleaning products shall be provided by the contractor.” And “The Contractor shall provide all necessary janitorial supplies and equipment, including mops, brooms, dust rags, detergents, cleaners, etc. to perform the work identified in this contract.”
In this context, does “janitorial supplies” also include utilities such as hand soap, toilet paper, hand towels, dishwashing detergents etc.? Or are these charged separately based on consumption?
Yes, the above supplies are listed and included in the price, as listed under Section 1, paragraph 5.0 and referenced in paragraphs 1.3.1.4, 1.3.5.1. Also, in Amendment 00003 paragraph 1.4.1.4. Dishwashing detergent is a detergent and; therefore, should be included.
All prices must be firm-fixed price to include all supplies listed.
