The Embassy of the United States of America in Quito, Ecuador conducted a pre-proposal meeting and site visit on July 14, 2023, at 9:00 a.m., on the above referenced solicitation. Four firms participated.

The questions and answers below are responsive to the inquiries received. Prospective offerors had the opportunity to submit questions to the Embassy regarding this solicitation, until July 21, 2023.

QUESTION NO. 1

Please confirm that the playground mesh needs to be removed from the site.

Yes, confirmed.

QUESTION NO. 2

Please confirm if we will be connecting the electrical and irrigation system to the current installations.

ANSWER

Please confirm where the pump room will be located and if possible, provide design and detail drawings of the pond and waterfall, especially drawing ASP-05.

Pump room will be located around the zone of the water fixtures. Final location will be defined during pre-construction phase. Drawing ASP-05 is attached to this document.

QUESTION NO. 4.

Please provide autocad architectural drawings, structural designs, and sanitary drawings for this phase because the PDF file is blurry. Please provide drawing APS-02.

Autocad drawings are provided, as well as drawing APS-02.

QUESTION NO. 5

If coconut mulch is no longer available, please provide alternative material to replace it.

Contractor may propose a similar material.

QUESTION NO. 6

Please confirm that the contractor will be able to choose which zone to start with, to avoid damage on phase 3 progress.

Contractor may propose the work sequence.

QUESTION NO. 7

Please confirm specifications for the ecological paving stones item requested for phase 3.

Pavers with void surfaces to allow rainwater to drain to the soil. Contractor may propose.

QUESTION NO. 8

Please confirm if geotextile membrane will be used for final finish or if a different finish will be considered for the pond and confirm geotextile color to check availability.

Check attached drawing ASP-05 or AutoCAD file.

QUESTION NO. 9

Please confirm if vehicles and concrete truck will be allowed to enter.

Yes. Mixers and others will be allowed to enter beginning on or about September 8, 2023.

QUESTION NO. 10

In the Scope of Work, of the RFQ: CRM Landscape Improvement Phase 3, as of 07/10/202, there are some charts of the species and quantities required by zones. Do these quantities can be modified?

No. Please follow instructions of the SOW.

QUESTION NO. 11

In the Scope of Work, of the RFQ: CRM Landscape Improvement Phase 3, as of 07/10/202, is mentioned that autocad files are included in the bidding package; however, pdf files have included. Could you please send us AutoCad files?

The AutoCAD drawing is attached to this document.

QUESTION NO. 12

Is potable water required for the font? Where is the connection of water? Could you please send the technical specifications for the fonts?

Contractar shall connect to the closest water line near the pool area.

QUESTION NO. 13

Could you please provide the exterior lighting specifications since attachment 2 of RFQ mentions floor lighting specifications while the Scope of work mentions bollard style lighting.

The exterior lighting specifications will be attached to this document.

QUESTION NO. 14

In the Playground area, is it part of the scope to remove the existing shrubbery and fencing?

Yes. Please refer to question No. 1.

QUESTION NO. 15

Is the lighting and irrigation electrical connection panel part of the SOW?

No. Connect to the existing (after ongoing projects end) irrigation and exterior lighting systems is included in this SOW.

QUESTION NO. 16

In Attachment 2-specifications-there is furniture and lighting. Is it part of the scope to relocate the furniture?

This relocation is not part of this project.

QUESTION NO. 17

Regarding the size of the trees, could you please provide the sizes of the ARI02?

Consider same specifications of ARI03.

How much is the budget for this project/notice ID?

Between $100,000.00 – $250,000.

Who was the company that performed the previous stages (phase 1 and phase 2) at the embassy?

QUESTION NO. 20

I am located in Melbourne, Fl with a local subcontractor in Quito, Ecuador. I see you are requiring Defense base act insurance. I am not sending American workers. Do I need DBA insurance for me, even when I probably won't be at the construction site?

See Section 1 – The Schedule, item 16.3

16.3 DEFENSE BASE ACT (DBA) INSURANCE

16.3.1 DBA insurance is required for all United States citizens or residents and individuals hired in the United States, regardless of citizenship for any construction and services for U. S. overseas contracts over US$10,000.00. Only the countries listed currently on the Department of Labor’s

(DOL) Active DBA Waivers are not required to have DBA insurance for Host Country Nationals

(HCNs) and Third Country Nationals (TCNs) working overseas. (See website for country waivers: https://www.dol.gov/owcp/dlhwc/dbawaivers/dbawaivers.htm).

QUESTION NO. 21

If you are requiring DBA insurance, do you require American workers to be sent to the embassy?

or can you work with the local subcontractor?

QUESTION NO. 22

I see you require General liability. The General liability from the USA won't cover the embassy in South America. Is there any specific insurance standard you required similar to general liability for the subcontractor?
