EXTERIOR LIGHTING UNCLASSIFIED SECTION 265600 - 1
SECTION 265600 - EXTERIOR LIGHTING
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes the following:
1. Exterior luminaires with lamps and ballasts, but not mounted on exterior surfaces of buildings.
2. Luminaire-mounted photoelectric switches.
B. Related Sections include the following:
1. Section 033000 “Cast-in-Place Concrete.”
2. Section 265105 "Interior Lighting" for exterior luminaires normally mounted on exterior surfaces of buildings.
3. Section 265554 “Undercarriage Vehicle Inspection Lighting” for separate exterior lighting system.
4. Section 282305 “High Definition Video System (HDVS).”
1.2 DEFINITIONS
A. CRI: Color rendering index.
B. HID: High-intensity discharge.
C. LED: Light-Emitting Diode.
D. Luminaire: Complete lighting fixture, including ballast housing if provided.
E. Pole: Luminaire support structure, including tower used for large area illumination.
F. Standard: Same definition as "Pole" above.
1.3 SUBMITTALS
A. Product Data: For each luminaire, pole, and support component, arranged in order of lighting unit designation. Include data on features, accessories, finishes, and the following:
1. Physical description of luminaire, including materials, dimensions, effective projected area, and verification of indicated parameters.
2. Details of attaching luminaires and accessories.
3. Details of installation and construction.
4. Luminaire materials.

5. Photometric data based on laboratory tests of each luminaire type, complete with indicated lamps, ballasts, and accessories.
a. For indicated luminaires, photometric data shall be certified by a qualified independent testing agency. Photometric data for remaining luminaires shall be certified by manufacturer.
b. Photometric data shall be certified by manufacturer's laboratory with a current accreditation under the National Voluntary Laboratory Accreditation Program for
Energy Efficient Lighting Products.
6. TM-21 report data.
7. Photoelectric relays.
8. Ballasts, including energy-efficiency data.
9. Lamps, including life, output, and energy-efficiency data.
10. Materials, dimensions, and finishes of poles.
11. Means of attaching luminaires to supports, and indication that attachment is suitable for components involved.
12. Anchor bolts for poles.
13. Manufactured pole foundations.

C. Shop Drawings:
1. Anchor-bolt templates keyed to specific poles and certified by manufacturer.

1. Manufacturer shall submit proof of IK10 rating for housing assembly.

F. Soil tests reports for lighting poles.
G. Pole and Support Component Certificates: Signed by manufacturers of poles, certifying that products are designed for indicated load requirements in AASHTO LTS-4-M and that load imposed by luminaire has been included in design.

1. Photometric test reports to demonstrate conformance with Appendix B of the Zoning Code of Overseas Buildings Operations. Submit separate report for LED lamps.

I. Operation and Maintenance Data: For luminaires poles to include in emergency, operation, and maintenance manuals.
1.4 QUALITY ASSURANCE
A. Comply with the OBO Electrical Code (NFPA 70, “National Electrical Code” as amended by
OBO).
1. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA
70, Article 100, by a testing agency acceptable to Project Director/COR based upon input from OBO/PDCS/DE/EE, and marked for intended use.
B. FMG Compliance: Fixtures for hazardous locations shall be listed and labeled for indicated class and division of hazard by FMG.
C. Comply with IEEE C2, "National Electrical Safety Code."
D. Manufacturer Qualifications: Luminaire manufacturer needs to demonstrate in excess of 30 years of experience in manufacturing outdoor luminaires and 10 years of experience in manufacturing
LED luminaires and controls.
1.5 DELIVERY, STORAGE, AND HANDLING
A. [Package aluminum poles for shipping according to ASTM B 660.]
B. Store poles on decay-resistant-treated skids at least 300 mm (12 inches) above grade and vegetation. Support poles to prevent distortion and arrange to provide free air circulation.
C. Retain factory-applied pole wrappings on metal poles until right before pole installation.
1.6 EXTRA MATERIALS
A. Furnish extra materials described below that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.
1. Lamp Fixture: Ten for every 100 of each type and rating installed. Furnish at least one of each type.
2. Glass and Plastic Lenses, Covers, and Other Optical Parts: One for every 100 of each type and rating installed. Furnish at least one of each type.
3. Diffusers and Lenses: One for every 100 of each type and rating installed. Furnish at least one of each type.
4. Globes and Guards: One for every 20 of each type and rating installed. Furnish at least one of each type.

PART 2 - PRODUCTS
2.1 PERFORMANCE STANDARDS OF SITE LIGHTING
A. Site lighting shall conform to requirements in Chapter 8 of the Zoning Code of Overseas Buildings
Operations.
B. Corrosion Resistance for Lighting Poles:
1. Low or Moderate Atmospheric Corrosivity: Steel or aluminum poles.
2. Extreme Atmospheric Corrosivity: Prestressed concrete poles
3. Wood poles are not permitted.
2.2 STRUCTURAL ANALYSIS CRITERIA FOR POLE SELECTION
A. Dead Load: Weight of luminaire and its horizontal and vertical supports, and supporting structure, applied as stated in AASHTO LTS-4-M.
B. Live Load: Single load of 2200 N (500 lbf), distributed in accordance with AASHTO LTS-4-M.
C. [Ice Load: Load of 0.15 kN/m2 (3 lbf/sq. ft.), applied in accordance with AASHTO LTS-4.]
D. Wind Load: Pressure of wind on pole and luminaire, calculated and applied as stated in
AASHTO LTS-4 and as determined by analysis of local conditions.
1. Wind speed for calculating wind load for poles exceeding 15 m in height is [50 m/s (110 mph)].
2. Wind speed for calculating wind load for poles 15 m in height or less is [50m/s (110 mph)].
E. [Seismic Resistance: Poles installed in areas requiring seismic bracing shall have bracing designed in accordance with the Building Code of Overseas Buildings Operations. Seismic restraints shall be designed by a professional engineer.
1. Seismic Influences: Increase the strength of mounting or supporting components or add seismic restraints, or both, to improve resistance to failure due to flexure, separation of poles from foundations, or separation of lighting fixtures from mountings.]
2.3 PERFORMANCE REQUIREMENTS OF LIGHTING POLES
A. Delegated Design: Engage a qualified professional engineer, to design pole foundation and pole power system.
B. [Seismic Performance: Foundation and pole shall withstand the effects of earthquake motions determined according to ASCE/SEI 7.]

1. The term "withstand" means "the system will remain in place without separation of any parts when subjected to the seismic forces specified."

G. Strength Analysis: For each pole, multiply the actual Effective Projected Area (EPA) of luminaires and brackets by a factor of [1.1] <Insert number> to obtain the EPA to be used in pole selection strength analysis.
H. Luminaire Attachment Provisions: Comply with luminaire manufacturers' mounting requirements. Use stainless-steel fasteners and mounting bolts unless otherwise indicated.
2.4 NON-LED LUMINAIRES, GENERAL REQUIREMENTS
A. Luminaires shall comply with UL 1598 and be listed and labeled for installation in wet locations by an NRTL acceptable to authorities having jurisdiction.
B. Comply with IES RP-8 18 for parameters of lateral light distribution patterns indicated for luminaires.

C. Metal Parts: Free of burrs and sharp corners and edges.
D. Sheet Metal Components: Corrosion-resistant aluminum, unless otherwise indicated. Form and support to prevent warping and sagging.
E. Housings: Rigidly formed, weather- and light-tight enclosures that will not warp, sag, or deform in use. Provide filter/breather for enclosed luminaires.
F. Doors, Frames, and Other Internal Access: Smooth operating, free of light leakage under operating conditions. Design to prevent doors, frames, lenses, diffusers, and other components from falling accidentally either during maintenance or when secured in operating position. Design to disconnect ballast when door opens.
G. Exposed Hardware Material: Stainless steel 316 SS minimum.
H. Plastic Parts: High resistance to yellowing and other changes due to aging, exposure to heat, and
UV radiation.
I. Light Shields: Metal baffles, factory installed and field adjustable, arranged to block light distribution to indicated portion of normally illuminated area or field.
J. Reflecting surfaces shall have minimum reflectance as follows, unless otherwise indicated:
1. White Surfaces: 85 percent.
2. Specular Surfaces: 83 percent.
3. Diffusing Specular Surfaces: 75 percent.
K. Lenses and Refractors Gaskets: Use heat- and aging-resistant resilient gaskets to seal and cushion lenses and refractors in luminaire doors.
L. Factory-Applied Finish for Steel Luminaires: Comply with NAAMM's "Metal Finishes Manual for Architectural and Metal Products" for recommendations for applying and designating finishes.
1. Surface Preparation: Clean surfaces to comply with SSPC-SP 1, "Solvent Cleaning," to remove dirt, oil, grease, and other contaminants that could impair paint bond. Grind welds and polish surfaces to a smooth, even finish. Remove mill scale and rust, if present, from uncoated steel, complying with SSPC-SP 5/NACE No. 1, "White Metal Blast Cleaning," or SSPC-SP 8, "Pickling."
2. Exterior Surfaces: Manufacturer's standard finish consisting of one or more coats of primer and two finish coats of high-gloss, high-build polyurethane enamel.
a. Color to match poles.
M. [Factory-Applied Finish for Aluminum Luminaires: Comply with NAAMM's "Metal
Finishes Manual for Architectural and Metal Products" for recommendations for applying and designating finishes.
1. Finish designations prefixed by AA comply with the system established by the
Aluminum Association for designating aluminum finishes.

2.5 FLUORESCENT BALLASTS AND LAMPS
A. Low-Temperature Ballast Capability: Rated by its manufacturer for reliable starting and operation of indicated lamp(s) at temperatures minus 30 deg C and higher.
B. Ballast Characteristics:
1. Power Factor: 90 percent, minimum.
2. Electromagnetic Ballasts: Comply with ANSI C82.1, energy-saving, high power factor, Class P, automatic-reset thermal protection.
3. Case Temperature for Compact Lamp Ballasts: 65 deg C, maximum.
4. Transient-Voltage Protection: Comply with IEEE C62.41 and IEEE C62.41.2 Category A or better.
C. Low-Temperature Lamp Capability: Rated for reliable starting and operation with ballast provided at temperatures minus 30 deg C and higher.
D. Fluorescent Lamps: Low-mercury type. Comply with the EPA's toxicity characteristic leaching procedure test; shall yield less than 0.2 mg of mercury per liter when tested according to
NEMA LL 1.
E. Compact Fluorescent Lamps: CRI 80 (minimum), color temperature 3500 K, averaged rated life of 10,000 hours at 3 hours operation per start, unless otherwise indicated.
1. T4, Double-Twin Tube: Rated 18 W, 1200 initial lumens (minimum).
2. T4, Double-Twin Tube: Rated 26 W, 1800 initial lumens (minimum).
2.6 HIGH-INTENSITY-DISCHARGE LAMP BALLASTS
A. General: Comply with NEMA C82.4 and UL 1029. Shall include the following features, unless otherwise indicated:
1. Type: Constant-wattage autotransformer or regulating high-power-factor type.
2. Minimum Starting Temperature: Minus 30 deg C for single-lamp ballasts.
3. Normal Ambient Operating Temperature: 50 deg C.

4. Open-circuit operation will not reduce average life.
5. Ballast Fuses: One in each ungrounded power supply conductor. Voltage and current ratings as recommended by ballast manufacturer.
B. Auxiliary, Instant-On, Quartz System: Automatically switches quartz lamp on when fixture is initially energized and when momentary power outages occur. Automatically turns quartz lamp off when high-intensity-discharge lamp reaches approximately 60 percent light output.
C. High-Pressure-Sodium Ballasts: Solid-state igniter/starter with an average life in pulsing mode of 10,000 hours at an igniter/starter-case temperature of 90 deg C.
1. Instant Restrike Device: Solid-state potted module, mounted inside high-pressure-sodium fixture and compatible with high-pressure-sodium lamps, ballasts, and sockets up to
150 W.
a. Restrike Range: 200 to 260 V ac.
b. Maximum Voltage: 440 V peak or 260 V ac RMS.
2. Single-Lamp Ballasts: Minimum starting temperature of minus 50 deg C.
3. Open-circuit operation will not reduce average life.
2.7 HID LAMPS
A. High-Pressure Sodium Lamps: ANSI C78.42, CRI 21 (minimum), color temperature 1900 K, and average rated life of 24,000 hours, minimum.
1. Dual-Arc Tube Lamp: Arranged so only one of two arc tubes is lighted at one time and, when power is restored after an outage, the cooler arc tube, with lower internal pressure, lights instantly, providing an immediate 8 to 15 percent of normal light output.
B. Metal-Halide Lamps: ANSI C78.43, with a minimum CRI 65, and color temperature 4000 K.
1. Metal halide lamps shall be ceramic and shall be Type T, self extinguishing within 15 minutes when the outer envelope of the lamp breaks. [If the wattage needed is not available in a type T, use a lamp other than metal halide.]
2. Metal halide lamps shall be color matched.
3. Metal halide sources shall only be operated in lighting fixtures designed for that use and in specified position.
4. To minimize lamp breakage, protect envelope from direct contact with water during operation.
5. Provide phosphor-coated lamps in wattages and envelope sizes unless otherwise indicated on Drawings in Lighting Fixture/Luminaire Schedule for non-PAR Metal Halides.
2.8 LED LUMINAIRES
A. General:

1. Except as otherwise indicated, provide LED luminaires, of types and sizes indicated on fixture schedules.
2. Each Luminaire shall consist of assembly that utilizes LEDs as light source. In addition, complete luminaire shall consist of housing, LED array, and electronic driver (power sup-ply).
3. Reported lumen maintenance (using U.S. Dept. of Energy (DOE) Energy Star TM-21 Cal-culator) shall be greater than 95 percent per TM-21-11 after 78,000 hours of luminaire operation in an ambient environment of 40ºC (104ºF). This data must be TM-21 compliant and derived from the EnergyStar.gov TM-21 Calculator.
4. Fabricate luminaire such that LED modules may be replaced or repaired without replace-ment of luminaire.
5. Each luminaire shall be listed with Underwriters Laboratory, Inc. under UL1598 for lumi-naires, or approved equivalent standard from nationally recognized testing laboratory.
a. Luminaire shall be DLC approved.
b. Country of manufacture shall be TAA compliant
B. Electrical Requirements:
1. Operation Voltage: Fluctuations of line voltage shall have no visible effect on luminous output. Luminaire shall operate at 50/60 HZ ±3 HZ AC line over a voltage ranging from
108 VAC to 305 VAC.
2. Power Factor: The luminaire shall have power factor of 0.9 or greater.
3. THD: Total harmonic distortion (current and voltage) induced into an AC power line by a luminaire shall not exceed 20 percent.
4. Surge Suppression: Luminaire circuitry shall include surge protection devices (SPD) to withstand high repetition noise transients as a result of utility line switching, nearby light-ning strikes, and other interference. SPD shall be field-replaceable. SPD shall operate as below:
a. SPD protects luminaire from damage and failure for common and differential mode transient peak currents up to 10 kA (minimum). SPD shall conform to UL 1449 and have been tested using procedures in ANSI/IEEE C62.41-2:2002 category C high exposure and ANSI C136.2 10kV BIL to enhanced test level SPD shall fail in such a way that luminaire will no longer operate.
5. RF Interference testing shall conform to Class A emission limits referred in Federal Com-munications Commission (FCC) Title 47, Subpart B or C, Section 15 regulations concern-ing emission of electronic noise for entire luminaire construction.
6. Driver shall have load regulation: +/- 1 percent from no load to full load.
7. Driver shall output Ripple of less than 10 percent.
8. Driver output shall be isolated.
9. Driver case temperature shall be rated for -40C-80C.
10. Driver shall be fully encased and IP65 rated.
11. Driver shall include protection for: overheat, self-limited short circuit, and overload.
12. Luminaire shall provide a 0-10V dimming driver with minimum 10 percent dimming.
13. Luminaire shall include all the following as options: NEMA 3-PIN, NEMA 7-PIN, and
Zhaga 4-PIN receptacle.

14. Luminaire shall have configuration which offers capability to incorporate an integrated security camera and all associated network hardware capable of communicating using ethernet/fiber optic.
C. Electrical Safety: Wet listed and listed for operation in high ambient temperatures in either
U.S., Canada, ENEC, CE, ROHS, or EMI.
D. Driver:
1. Load Regulation: +/- 1 percent from no load to full load.
2. Output Ripple: Less than 10 percent.
3. Output shall be isolated.
4. Case Temperature: Rated for -40 C through +80 C.
5. Power Supply Enclosure: Fully encased and potted, IP65.
6. Protection: Overheat, self-limited short circuit, and overload.
E. Optical Requirements:
1. Optical Assemblies: LEDs shall be provided with discrete over optical elements to provide
IES Type II, III, IV or V distribution. Optical assemblies shall have minimum efficiency of 85 percent regardless of distribution type. All LEDs and optical assemblies shall be mounted parallel to ground. All LEDs shall provide same optical pattern such that failure of individual LEDs will not constitute loss in distribution pattern.
2. Luminaire manufacturer shall provide House Side Shield option to be field or factory in-stalled. House Side Shield shall not affect luminaire EPA nor protrude from luminaire more than 25 mm (1/4 inch) below bottom plane of fixture.
3. Light Color/Quality: Luminaire shall have correlated color temperature (CCT) of 4,000K
+/-275K. Color rendition index (CRI) shall be minimum 70.
4. Individual LEDs shall be constructed such that failure of one LED will not result in loss of entire LED module.
5. Optic assembly shall be protected against dust and moisture intrusion in accordance with
IP-66 (minimum) to protect all internal components.
6. Optic assembly shall be protected against mechanical impact and be IK10 rated.
7. Each refractor or lens shall be made from UV inhibited high impact optical grade polycar-bonate and be resistant to scratching.
F. Thermal Management:
1. Rated operating temperature range shall be -40°C (-40ºF) to +40°C (104ºF) with option of a +50ºC (122ºF) configuration.
2. Thermal management (of heat generated by LEDs) shall be sufficient capacity to assure proper operation of luminaire over expected useful life. Demonstrate using TM-21 Calcu-lator that LED will not exceed max operating temperature with outdoor ambient at 50°C .
3. Electrical compartment temperatures shall not exceed 85°C in any configuration. These tests need to be performed assuming inclusion of all possible options and accessories in driver compartment with ambient at 50C.
4. Thermal management shall be passive by design. Use of fans or other mechanical devices is not allowed.

5. When conducting testing required for TM-21 Calculator, demonstrate that case tempera-ture for LED was taken at hottest point on surface.
6. TM-21 Calculator report data shall either represent exact configuration of fixture or a con-figuration of maximum LEDs at highest drive current.
7. Driver shall be thermally protected such that fixture will go into protective mode if oper-ating temperatures exceed rated parameters. Fixture shall maintain full output at 50°C am-bient condition.
G. Physical and Mechanical Requirements
1. Heavy-wall die-cast aluminum housing. Design housing to allow water runoff on top of housing when mounted horizontally.
2. Protect housing assembly against mechanical impact.
3. Protect optics against mechanical impact.
4. Housing shall conform to NEMA/UL wet location and shall be UL 1598 listed.
5. Protect luminaire against dust and moisture intrusion in accordance with IP-66 (minimum).
6. Assembly and manufacturing process for LED luminaire shall be designed to assure all internal components are adequately supported to withstand mechanical shock and vibra-tion. Luminaire shall withstand vibration, conforming to ANSI C136.31 American Stand-ard for Roadway and Area Lighting Equipment – Luminaire Vibration for normal and bridge operation (3G minimum in all 3 planes tested in heaviest configurations, 1.5G for decorative post to fixtures).
7. Housing shall be aluminum and suitable for coastal condition. It shall be finished with a nominal 2.5 mil thick TGIC Polyester Powder Coat finish able to withstand a 5,000-hour salt spray test per ASTM B117, with a scribe rating of 9 at 2000 hours per ASTM D1654.
8. Luminaire to be packaged in a suitable carton that withstands ISTA-1A Drop testing re-quirements. Packaging: Vibration, Shock (Drop) and Compression testing (reference
ISTA 1C procedure) luminaires and components to be packaged in a way to avoid break-age, bending and scoring finishes.
2.9 POLES AND SUPPORT COMPONENTS, GENERAL REQUIREMENTS
A. Structural Characteristics: Comply with AASHTO LTS-4-M.
1. Wind-Load Strength of Poles: Adequate at indicated heights above grade without failure, permanent deflection, or whipping in steady winds of speed indicated in Article on
"Structural Analysis Criteria for Pole Selection", with a gust factor of 1.3.
2. Strength Analysis: For each pole, multiply the actual equivalent projected area of luminaires and brackets by a factor of 1.1 to obtain the equivalent projected area to be used in pole selection strength analysis.
B. Luminaire Attachment Provisions: Comply with luminaire manufacturers' mounting requirements. Use stainless-steel fasteners and mounting bolts, unless otherwise indicated.
C. Mountings, Fasteners, and Appurtenances: Corrosion-resistant items compatible with support components. Hot-dip galvanized in accordance with ASTM A153, Class C.
1. Materials: Shall not cause galvanic action at contact points.

2. Mountings: Correctly position luminaire attachment to provide indicated light distribution.
3. Anchor Bolts, Leveling Nuts, Bolt Caps, and Washers: Hot-dip galvanized after fabrication, unless stainless-steel items are indicated.
4. Anchor-Bolt Template: Plywood or steel.
D. Handhole: Oval-shaped, with minimum clear opening of 65 by 130 mm (2-1/2 by 5 inches), with cover secured by stainless-steel captive screws.
E. Mast Arms: [Single-arm] [Truss] [Davit] type[, continuously welded to pole attachment plate]. Material and finish same as pole.
F. Concrete Pole Foundations: Cast in place, with anchor bolts to match pole-base flange. Concrete, reinforcement, and formwork are specified in Division 03 Section "Cast-in-Place Concrete."
G. Breakaway Supports: Frangible breakaway supports for indicated poles, tested by an independent testing agency acceptable to authorities having jurisdiction, according to AASHTO LTS-3.
H. Touch up finishes as required to inhibit corrosion where welding is involved.
2.10 STEEL POLES
A. Poles: Comply with ASTM A 500, Grade B, carbon steel with a minimum yield of 320 MPa; 1-piece construction up to 12 m in height.
1. Shape: Round, tapered.
2. Mounting Provisions: Butt flange for bolted mounting on foundation or breakaway support.
B. Metal Pole Brackets: Cantilever brackets without underbrace, with straight tubular end section to accommodate luminaire. Match pole finish.
C. Brackets for Luminaires: Detachable, cantilever, without underbrace.
1. Adapter fitting welded to pole and bracket, then bolted together with stainless -steel bolts.
2. Cross Section: Tapered oval, with straight tubular end section to accommodate luminaire.
3. Match pole material and finish.
D. Pole-Top Tenons: Fabricated to support luminaire or luminaires and brackets indicated, and securely fastened to pole top.
E. Steps: Fixed steel, with nonslip treads, positioned for 380-mm (15-inch) vertical spacing, alternating on opposite sides of pole; first step at elevation 3 m (10 feet) above finished grade.
F. Grounding and Bonding Lugs: Welded 13-mm (1/2-inch) threaded lug, complying with requirements in Section 260525 "Grounding and Bonding for Electrical Systems," listed for attaching grounding and bonding conductors of type and size listed in that Section, and accessible through handhole.

G. Cable Support Grip: Wire-mesh type with rotating attachment eye, sized for diameter of cable and rated for a minimum load equal to weight of supported cable times a 5.0 safety factor.
H. Platform for Lamp and Ballast Servicing: Factory fabricated of steel with finish matching that of pole.
I. Factory-Painted Finish: Comply with NAAMM's "Metal Finishes Manual for Architectural and
Metal Products" for recommendations for applying and designating finishes.
1. Surface Preparation: Clean surfaces to comply with SSPC-SP 1, "Solvent Cleaning," to remove dirt, oil, grease, and other contaminants that could impair paint bond. Grind welds and polish surfaces to a smooth, even finish. Remove mill scale and rust, if present, from uncoated steel, complying with SSPC-SP 5/NACE No. 1, "White Metal Blast Cleaning," or SSPC-SP 8, "Pickling."
2. Interior Surfaces of Pole: One coat of bituminous paint, or otherwise treat for equal corrosion protection.
3. Exterior Surfaces: Manufacturer's standard finish consisting of one or more coats of primer and two finish coats of high-gloss, high-build polyurethane enamel.
a. Color: Match Project Director/COR’s custom color.
2.11 ALUMINUM POLES
A. [Poles: Seamless, extruded structural tube complying with ASTM B 429, 6063-T6 alloy.]

Section 260525 "Grounding and Bonding for Electrical Systems," listed for attaching grounding and bonding conductors of type and size listed in that Section, and accessible through handhole.
E. Fasteners: Stainless steel, size and type as determined by manufacturer based upon corrosion risk identified for the project. Corrosion-resistant items compatible with support components.
1. Materials: Compatible with poles and standards as well as to substrates to which poles and standards are fastened and shall not cause galvanic action at contact points.
2. Anchor Bolts, Leveling Nuts, Bolt Caps, and Washers: Hot-dip galvanized after fabrication unless otherwise indicated.
F. Brackets for Luminaires: Detachable, with pole and adapter fittings of cast aluminum. Adapter fitting welded to pole and bracket, then bolted together with stainless-steel bolts.

2.12 POLE ACCESSORIES
A. Duplex Receptacle: 120 V, 20 A in a weatherproof assembly complying with Division 26 Section
"Wiring Devices" for ground-fault circuit-interrupter type.
1. Recessed, 300 mm (12 inches) above pole base.
2. Nonmetallic polycarbonate plastic or reinforced fiberglass cover, color to match pole, that when mounted results in NEMA 250, Type 3R enclosure.
3. With cord opening.
4. With lockable hasp and latch that complies with OSHA lockout and tag-out requirements.
B. Minimum 1800-W transformer, protected by replaceable fuses, mounted behind access cover.

C. Base Covers: Manufacturers' standard metal units, arranged to cover pole's mounting bolts and nuts. Finish same as pole.
D. Transformer Type Base: Same material and color as pole. Coordinate dimensions to suit pole's base flange and accept ballast(s) and other specified accessories.
PART 3 - EXECUTION
3.1 LUMINAIRE INSTALLATION
A. Install lamps in each luminaire.
B. Fasten luminaire to indicated structural supports.
1. Use fastening methods and materials selected to resist seismic forces defined for the application and approved by manufacturer.
C. Adjust luminaires that require field adjustment or aiming. Include adjustment of photoelectric device to prevent false operation of relay by artificial light sources.
D. Locate override controls for exterior site lighting for access by Marine Security Guard immediately adjacent to HDVS control racks such that lighting controls can be operated while directly viewing HDVS monitors. See Section 282305 “High-Definition Video System (HDVS).”
3.2 POLE INSTALLATION
A. Align pole foundations and poles for optimum directional alignment of luminaires and their mounting provisions on the pole.
B. Clearances: Maintain the following minimum horizontal distances of poles from surface and underground features, unless otherwise indicated on Drawings:
1. Fire Hydrants and Storm Drainage Piping: 1500 mm (60 inches).
2. Water, Gas, Electric, Communication, and Sewer Lines: 3 m (10 feet).
3. Trees: 5 m (15 feet).
C. Concrete Pole Foundations: Set anchor bolts according to anchor-bolt templates furnished by pole manufacturer. Concrete materials, installation, and finishing requirements are specified in
Section 033000 "Cast-in-Place Concrete."
D. Poles and Pole Foundations Set in Concrete Paved Areas: Install poles with minimum of 150-mm (6-inch) wide, unpaved gap between the pole or pole foundation and the edge of adjacent

concrete slab. Fill unpaved ring with pea gravel to a level 25 mm (1 inch) below top of concrete slab.
E. Raise and set poles using web fabric slings, not chain or cable.
3.3 PHYSICAL SECURITY INSTALLATION REQUIREMENTS FOR POLES
A. Foundations for light poles shall not protrude above the finished grade more than 150 mm.
3.4 BOLLARD LUMINAIRE INSTALLATION
A. Align units for optimum directional alignment of light distribution.
B. Install on concrete base with top 100 mm (4 inches) above finished grade or surface at bollard location. Cast conduit into base, and shape base to match shape of bollard base. Finish by troweling and rubbing smooth. Concrete materials, installation, and finishing are specified in
Section 033000 "Cast-in-Place Concrete."
3.5 INSTALLATION OF INDIVIDUAL GROUND-MOUNTING LUMINAIRES
A. Install on concrete base with top 100 mm (4 inches) above finished grade or surface at luminaire location. Cast conduit into base, and finish by troweling and rubbing smooth. Concrete materials, installation, and finishing are specified in Section 033000 "Cast-in-Place Concrete."
3.6 CORROSION PREVENTION INSTALLATION
A. Aluminum: Do not use in contact with earth or concrete. When in direct contact with a dissimilar metal, protect aluminum by insulating fittings or treatment.
B. Steel Conduits: Comply with Division 26 Section "Raceways and Boxes for Electrical Systems."
In concrete foundations, wrap conduit with 0.25-mm (0.010-inch) thick, pipe-wrapping plastic tape applied with a 50 percent overlap.
3.7 GROUNDING
A. Ground metal poles and support structures according to Section 260525 "Grounding and Bonding for Electrical Systems."
1. Install grounding electrode for each pole.
2. Install grounding conductor pigtail in the base for connecting luminaire to grounding system.
B. Ground nonmetallic poles and support structures according to Section260525 "Grounding and
Bonding for Electrical Systems."

1. Install grounding electrode for each pole.
2. Install grounding conductor and conductor protector.
3. Ground metallic components of pole accessories and foundations.
3.8 CONNECTIONS
A. Tighten electrical connectors and terminals according to manufacturer's published torque-tightening values. If manufacturer's torque values are not indicated, use those specified in
UL 486A and UL 486B.
3.9 FIELD QUALITY CONTROL
A. Inspect each installed fixture for damage. Replace damaged fixtures and components.
B. Illumination Observations: Verify normal operation of lighting units after installing luminaires and energizing circuits with normal power source.
1. Verify operation of photoelectric controls.
C. Illumination Tests:
1. Measure light intensities at night. Use photometers with calibration referenced to NIST standards.
2. Comply with one of the following set of testing guide(s):
a. IES:
1) [IES LM-5, "Photometric Measurements of Area and Sports Lighting."]
2) IES LM-50, "Photometric Measurements of Roadway Lighting Installations."
3) IES LM-52, "Photometric Measurements of Roadway Sign Installations."
4) IES LM-64, "Photometric Measurements of Parking Areas."
5) IES LM-72, "Directional Positioning of Photometric Data."
b. British Standard:
1) BS EN 13032-2, “Light and Lighting Measurement and Presentation of
Photometric Data of Lamps & Luminaires – Part 2 Presentation of Data for
Indoor and Outdoor Workplaces.”
D. Prepare a written report of tests, inspections, observations, and verifications indicating and interpreting results. If adjustments are made to lighting system, retest to demonstrate compliance with standards.
