Q&A for Solicitation 19B04923Q0090
Will contractor employees performing administrative duties be working on the Embassy premises, or at other locations besides the Embassy premises?
Hybrid work will be required. The contractor employees will be working both on the Embassy premises and will be doing remote work from home
Are services required to move household goods of diplomats from the moving vehicles into the embassy residences?
No, there is a separate contract in place for moving services for employee-owned household goods. However, contractor employees may be required to move USG property, including USG-owned household furniture, using USG-owned vehicles, as part of the services provided under this solicitation.
Will the Embassy consider changing this contract from firm-fixed price, to firm-fixed price level-of-effort? In other words, instead of allowing offerors to provide unspecified services on a single monthly charge (current solicitation format), the Embassy price asks for pricing on hourly basis. The Embassy thus pays only for actual hours worked by contractor employees instead of paying a monthly single lump-sum for indefinite, unspecified services.
NO. Any requirements outside of the SOW of the solicitation will be handled via separate appropriate procurement mechanisms.
Will there be any (off-site) remote work permitted for tasks outside of the Embassy proper (for example, Translation and/or Travel Assistant Services performed at the contractor’s office location in Minsk)?
YES, at times off-site work will be required.
Is the contractor responsible for the removal of all trash to a city dump location?
NO. There is a separate contract in place for embassy trash services.
What are the required minimum qualifications and experience of personnel required for administrative categories (i.e., education, experience, and/or language competency scores)?
The solicitation package outlines the requirements for each service.
The solicitation mentions the maintenance of the Embassy IT (Information Technology) network and communications equipment. What are the required minimum qualifications and experience of personnel required for the “information management systems” labor category (i.e., education, experience, and/or language competency scores)?

Does the Embassy have any current or former employees with the necessary competence and experience, whom the Embassy wishes to recommend upon contract award?
