Statement of Work Forced Entry Testing Concrete Panels
1. Summary The Department’s Bureau of Diplomatic Security, Research and Development Branch (DS/PSD/RD) has a need to test a variety of concrete wall and floor systems to help guide retrofit decisions for a variety of concrete construction methods in Newly Acquired Building (NAB) situations. Recent fiber and non-fiber reinforced concrete FE testing has shown that the Department’s minimum 15-minute construction minimums may be more robust than requirements dictate.
DS/PSD/RD is requesting two labs to conduct FE tests to determine 15-min Forced Entry resistance for various concrete thicknesses with minimum reinforcing and construction methods. Labs shall procure two samples of each design. Testing path shall be determined by the success or failure of a sample as described below.
2. Testing Forced Entry testing shall be done in accordance with Department of State, Bureau of Diplomatic Security (DS) Test Standard SD-STD-01.01, Revision G. (see https://www.astm.org › Standards & Publications) Concrete strength shall be 4,000 psi compressive strength. Every attempt to test concrete at actual design strength shall be made in order to benchmark a minimum 15-minute standard design. Concrete test strength shall be documented at time of actual testing through standard cylinder breaks. Include each sample’s concrete cylinder break report in reporting.
Reinforcing steel shall be minimum 60,000 psi.
Testing labs shall procure two samples of each design described below. Two different teams shall attack each sample to be tested to determine if 15-minute delay is achieved. Testing path shall be determined by the success or failure of a sample as described below.
Concrete wall test panels shall be 4’ x 4’ surrounded by a steel channel with a width equal to the concrete depth to help simulate confinement.
Floor systems shall be a minimum of 8’ x 8’ surrounded by a steel channel with a width equal to the concrete depth to help simulate confinement. The Waffle slab and beam rebar amounts spacing shall be the minimum allowed and determined by concrete precaster per code and vetted through DS/PSP/RD staff prior to construction. Floor systems shall be laid horizontal and tested from above, raised a minimum of 6” above the ground surface when attacking.
Concrete cover shall be ¾” as these systems will all be unexposed to weather when encountered in construction of buildings.
a. Systems to be Tested
Wall System:
Test 4” concrete with center #5s@12” o.c., E.W.
If Above Passes: Test 4” concrete with center #4s@12” o.c., E.W.
If Above Fails: Test 6” concrete with center #5s@18” o.c., E.W.
Test 8” concrete with #4s@18” o.c., E.F., E.W.
If Above Passes: Test 8” concrete with #3s@12” o.c., E.F. Horizontal and #3s@18” o.c., E.F. Vertical If Above Fails: Test 8” concrete with E.F., E.W. #5s
Note: 10” concrete with #4s@20” E.F., E.W meets the 15-min FE delay requirement.
Floor System:
Test metal decking and 4” concrete with WWF per the design in attached Appendix (digital version of drawings available upon request).
Test 4” waffle slab with 6”x6” deep beams @ 48” spacing designed to a 50 psf Live Load and a 20 psf Dead Load.
b. Deliverables For each test sample tested (two tests each sample), quick look reports will be provided within 14 days of test completion, with full written reports within 35 days. Reports will include drawings, test descriptions, high resolution photos and videos as applicable. All final reports, photos, and full testing videos shall be delivered at the completion of all sample testing on a DVD mailed via FedEx or UPS to:
Attention: Phillip Benshoof
1400 Wilson Blvd
9th Floor
Arlington, VA 22209
A monthly status update on progress, scheduling, delays, or other information shall be provided the first of the month. Status updates shall be in the format of an email with subject “FE Concrete Status Update – Month”.
3. Additional information and revised drawings/specifications:
· There are not specific make or models of floor or walls to buy. They need to be constructed per the SOW with the concrete thicknesses and reinforcing spacing as provided. A concrete precast company should be able to provide the testing labs with quotes based on size of wall sample, thickness, and reinforcing spacing for example.
· 12 months POP is a maximum for all of this effort, but should take much less depending on sample procurement times and deliverables samples requirements (see paragraph b)
· If the lab wants to build in-house, order and place reinforcing steel, and pour concrete per all applicable US standards and codes they would produce their own shop drawings to do so. If a precast or cast-in-place concrete contractor is contracted to provide the samples that contractor will produce shop drawings for construction.
· All samples should be made or procured at once. Storing these samples outside, covered should not be a problem. Surface rust on exposed steel occurs during any construction project. Concrete samples, and the steel contained therein, will not suffer from being stored in an outdoor environment.
· Indoor out outdoor testing of the samples is acceptable and up to the testing house.
