About this file
This is a Justification for Limited Source Justification (LSJ) under Federal Acquisition Regulation Subpart 8.4 for a contract extension with Tyto Government Solutions, Inc.
The Department of Defense, Washington Headquarters Services, Acquisition Directorate is seeking to extend Joint Data Support Services to the Office of Secretary of Defense for Cost Assessment and Program Evaluation (OSD/CAPE) through a Firm-Fixed Price contract valued at $1,684,213.08. The extension covers the period from January 14, 2026, through July 13, 2026 (FY 2026), serving as a bridge while the Government completes source selection for a long-term follow-on contract. The current contract (HQ0034-20-F-0353) awarded to Tyto Government Solutions expires January 13, 2026. The services encompass data collection, analysis, cleansing, integration, visualization, and IT support for Joint Data Support activities across functional areas including air and space, ground, maritime, logistics, command and control, communications, computer systems, cyber and intelligence, and surveillance/reconnaissance, with deliverables supporting force structure, capability, deployment planning, and concept of operations development.
The justification for limited source award cites economy and efficiency under FAR 8.405-6(a)(1)(i)(C), emphasizing that service interruption would cost the Government an estimated $501,624.34 in duplicative expenses and cause mission-critical delays. The cost breakdown includes onboarding and training ($71,660.62), knowledge transfer ($143,321.24), and opportunity costs of delays ($286,642.48) resulting from a potential 30-day service lapse during competitive source selection, which would require approximately 180 days. The Government posted a Notice of Intent on SAM.GOV on December 30, 2025, receiving no responses. The Contracting Officer determined fair and reasonable pricing through comparison to historical prices under the current task order and an Independent Government Cost Estimate, citing this extension as the most logical and cost-effective strategy to avoid service disruption to critical DoD decision support operations. Future competition for the long-term requirement is planned unrestricted.

• Onboarding and Training: $71,660.62 based on onboarding costs which consists of in-doc with security, updating credentials on Common Access Card (CAC), Pentagon Access, and network accounts being processed.
• Knowledge Transfer: $143,321.24 based on estimated 80 hours required for current staff to document work and transfer knowledge.
• Opportunity Cost of Delays: $286,642.48 assuming a 30-day lapse in service to compete the award, based on financial risk due to delayed ability to address mission to provide timely and robust decision support to Senior DoD leaders and the analysts that serve them.
5. BEST VALUE DETERMINATION: The Contracting Officer (CO) determines that the anticipated prices will be fair and reasonable by using the techniques identified at FAR 15.404-1 “Proposal Analysis Techniques,” specifically FAR 15.404-1(b)(2)(ii) and FAR 15.404-1(b)(2)(v) to ensure award will be at fair and reasonable prices. In addition, the Government will compare proposed prices set forth by Tyto Government Solutions to historical prices paid by the Government, under the current task order HQ0034-20-F- 0353, as well as compare proposed prices to the Government’s Independent Government Cost Estimate prepared for the PoP extension.
6. MARKET RESEARCH: Due to the urgent need to extend services to avoid a lapse in contractor support, the Government posted a “Notice of Intent” on SAM.GOV to notify industry of its intent to extend services on December 30, 2025, and no responses were received.
7. OTHER SUPPORTING FACTS: CAPE’s JDS mission would experience a disruption to our organization’s mission should services be interrupted during the source selection process.
The current contract extension is the most logical and cost-effective strategy to the Government; as a result, the extension of services will avoid duplicative costs, unacceptable delays in fulfilling the agency’s requirement and a gap in performance of critical services.
8. ACTIONS TO REMOVE OR OVERCOME ANY BARRIERS THAT LEAD TO
THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT
ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: This requirement is being recompeted unrestricted;
however, due to time constraint, the Government must restrict contract award consideration and negotiate an extension with Tyto while the Government works through the source selection process. Soliciting an open competition for a contract extension for these services will take at least 180 days and would cause a lapse in the services. JDS cannot afford to have any interruption or lapse in the performance of data collection, analysis, cleansing, integration, visualization, and information technology
