STATEMENT OF OBJECTIVES
For
Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI)
May 2, 2019
PHOENIX SPECIAL RESPONSE TEAM TACTICAL TRAINING
PURPOSE
The Office of the Special Agent in Charge for Phoenix, Arizona (HSI Phoenix) is seeking to obtain specialized Close Quarters Battle (CQB) training for its Special Response Team (PSRT) in Fiscal Year 2019.
PSRT is mandated to participate in one 40-hour training event each year.
SCOPE OR MISSION
The scope of this effort includes providing specific expertise, instruction and real-world application for the 26-member (PSRT) in Close Quarters Battle (CQB). Particularly the Standard Operating Procedures (SOPs) and Tactics Techniques and Procedures (TTPs) taught by Immigration and Customs Enforcement (ICE) Office of Firearms and Tactical Programs (OFTP) at the Special Response Team Initial Certification Course (ICC) at Fort Benning Georgia. The TTPs instructed by the OFTP staff at the ICC, which are now the policy of HSI SRT, were derived through previous contracts from subject matter experts (SMEs) who came from the ranks of Naval Special Warfare. The specific TTPs adopted by OFTP, and now the policy of HSI SRT, are uniquely aligned with the experiences and methodologies of Naval Special Warfare and deviation from this model risks HSI SRT acquiring alternative methods outside of its current policy.
There will be 26 students taking this training.
PERIOD OF PERFORMANCE
This request is for five days of consecutive training for a one-week training occurring in the timeframe between August and October 2019.
PLACE OF PERFORMANCE
The primary place of performance for this request is in the Phoenix, AZ area at training venues secured by HSI Phoenix. The cost will be absorbed locally by HSI Phoenix and is not included in this Statement of Objectives.
BACKGROUND
The ICE SRT handbook specifies that each established SRT conduct one 40-hour training block per year.
This training is meant to be specialized and advanced training for SRT members. OFTP is the office responsible for providing basic training and equipping Special Agents within (HSI) including tactical units such as SF SRT. There are many different methods of entering and securing structures, also known as Close Quarters Battle (CQB) and each has technical differences that make continuity within a team

paramount. The specific SOPs and TTPs of CQB taught by the OFTP cadre were acquired through prior contracts by personnel stemming from Naval Special Warfare experiences. The HSI SRT ICC is meant to be an initial training course. SRTs must subsequently seek expertise for advanced training from professionals with real world experience from top tier tactical units within the United States. PSRT is seeking advanced, specialized training from a company which employs former members with the knowledge and experience of the unique TTPs already acquired and codified into policy.
PERFORMANCE OBJECTIVES
The activities required under this Statement of Objectives are as follows:
1. PSRT requires advanced professional training from former tactical operators familiar with the adopted Naval Special Warfare methodologies, who have had at least 15 years of operational experience within their unit, as well as experience conducting and instructing selection and training courses for their organization. PSRT is aware that best practices regarding safely searching and clearing structures evolves constantly, and as such, requires that the instructors providing training are individuals who were operational within their unit at least as recently as 2013.
2. The scheduled training must cover the following criteria.
a. Types of CQB including Hostage Rescue and Combat Clearance.
b. Actions at the door for both corner and center fed rooms including barricades and multiple rooms with both two-man entries as well as four-man entries.
c. Hallways with point man and the number two man driving the train using bump calls.
d. Wide hallways, with a dual stack, and ‘L’ and “T” intersections, and how to accomplish moving through and deconflictions.
e. Stairwells and target flow.
f. Full team target movements against both paper targets as well as role players.
g. Practical application of night vision and laser technology for law enforcement.
OPERATING CONSTRAINTS
1. Instructors must have real world combat experience utilizing CQB SOPs and TTPs developed by tier one naval tactical units.
2. Instructors must have experience teaching CQB SOPs and TTPs to new unit operators.
3. Instructors must have expertise in both deliberate as well as hostage rescue CQB.
