Subject: Request for Quote #191552, Medicare Physician Fee Schedule (PFS) Public

Comment Support.

You are invited to submit a quote in response to the subject Request for Quote (RFQ) for the award of a purchase order entitled Medicare Physician Fee Schedule (PFS) Public Comment Support. The Government anticipates award of a Time and Materials (T&M) purchase order.

The anticipated period of performance is a one-year base period and two (2) one-year option periods. This is a complete Woman Owned Small Business (WOSB) Set-Aside. The NAICS code is 541910.

Your quote shall be submitted in accordance with the requirements set forth below:

1. Prepare a technical response in accordance with the Attachments of this RFQ;

2. Prepare a price quote in accordance with Attachments of this RFQ;

3. Your quote must be received no later than 12:00 p.m. EST on Tuesday, April 16, 2019.

1. Questions: Written questions concerning this requirement may be submitted via email to

Cheryl.Caldwell@cms.hhs.gov and Rico.Batte@cms.hhs.gov . They are due by 12:00 PM eastern standard time April 4, 2019. For each question submitted, the offeror shall provide the related Statement of Work section and page number, if applicable. Answers to relevant questions will be provided to all solicited parties.

2. Quote/No Quote Decision: Please indicate your intent to quote or not quote by 12:00 p.m.

EST on Thursday, April 4, 2019. This notification is for CMS planning purposes only and is not binding. You are not precluded from changing your decision to submit a quote.

3. Quote Submission: Submit your technical quote and business quote no later than 12:00 PM eastern standard time on April 16, 2019 as follows:

Submit an electronic copy of the quote via e-mail to Cheryl Caldwell at Cheryl.Caldwell@cms.hhs.gov and Rico Batte at Rico.Batte@cms.hhs.gov. A Microsoft Excel version of any financial charts provided with the business quote should be included with your submission. The electronic submission of your quote, including attachments, mailto:Cheryl.Caldwell@cms.hhs.gov mailto:Rico.Batte@cms.hhs.gov mailto:Cheryl.Caldwell@cms.hhs.gov should use data compression such as WinZip and/or Zip files compatible with Microsoft Office Suite.

Questions must be submitted in the following format using the QA attachment.

The following includes other pertinent information regarding this RFQ:

1. CMS may award based on initial quote receipt; therefore, initial quotes should contain the offeror’s best terms.

2. The past performance questionnaire is not required if you have relevant Federal government past performance.

This RFQ does not commit the Government to pay any cost for the preparation and submission of a quote. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditures of public funds in connection with the proposed procurement. Please note this acquisition is subject to availability of funds.
