Question 1: Are non-8(a) firms allowed to bid on this contract?

Answer 1: No this is set aside for 8(a) firms.

Question 2: The NAICS Code for this requirement is 485999, All Other Transit and Ground Passenger

Transportation. The business size standard is $15M size standard in millions of dollars.

Is it the SBA 8(a) business that must have a size standard of $15M? Or Prime Contractor and

Equipment/Asset owner?

Answer 2: The size standard for each NAICS codes in predetermined and for this requirement the

Prime who has to be an 8(a) must be registered under this NAICS code.

Question 3: The contract type will be a hybrid Fixed Firm Price (FFP) contract with a cost reimbursement CLIN. I’m not sure what “CLIN” refers to.

Answer: 3 CLIN refers to each line item. So there is one line item for firm fixed price items and one line for cost reimbursement items.

Question 4: If awarded, when payment package is submitted, can proceeds or payment be split, with portion assigned to the SBA 8(a) business, and the other portion to the asset (charter bus fleet owner/business)?

Answer 4: When an invoice is received it will be from the company that we issue an award to, any-and- all subcontractors’ invoices will be submitted to us through the Prime. We will issue the payment to the Prime only.

Question 5: Is this a new requirement or is there an incumbent vendor? If available, can you please send along the incumbent contract number?
