STATEMENT OF WORK

DEPARTMENT OF HEALTH AND HUMAN SERVICES

ASSISTANT SECRETARY FOR PREPAREDNESS AND RESPONSE

CHARTER GROUND TRANSPORTATION SERVICES

INDEFINITE DELIVERY/INDEFINITIVE QUANTITY (IDIQ)

DESCRIPTION:

The Office of the Assistant Secretary for Preparedness and Response (ASPR) is contracting for an IDIQ awarded on a Firm Fixed Price task order basis to multiple contractors for Chartered

Ground Transportation Services for Personnel Deployment this includes planned and unplanned missions. Occasionally this transport could be for transporting other than deployed personnel but it shall be an approved mission.

BACKGROUND:

The Office of the Assistant Secretary for Preparedness and Response (ASPR) serves as the

Secretary’s principal advisory staff on matters related to bioterrorism and other public health emergencies. On behalf of the Secretary, ASPR direct and coordinated Health and Human

Services (HHS) wide efforts with respect to preparedness for response to bioterrorism and other public health and medical emergencies.

ASPR is an office of the Public Health Service (PHS) and is responsible for ensuring a “One –

Department” approach to developing such preparedness and response capabilities, as well as directing and coordinating the relevant activities of the HHS Operation Divisions (OPDIV).

ASPR also coordinates interagency activities between HHS, and other Federal departments and the protection from acts of bioterrorism and other public health emergencies. ASPR is headed by the Assistant Secretary for Preparedness and Response, who reports directly to the Secretary of

Health and Human Services.

The Office of Resource Management (ORM) within ASPR has the lead for HHS preparedness through developing operational plans and analytical products. ORM has, among many other responsibilities, the responsibility for developing and participating in training and exercises and ensures that ASPR has systems, logistical support, and procedures to meet emergency response needs. ASPR leads interagency public health and medical planning and response activities under the National Response Framework (NRF); manages the department’s Continuity of Operations

Plan (COOP) and Continuity of Government Program; manages the Federal Medical Station

Program; coordinates the National Disaster Medical System(NDMS) disaster planning and response; integrates mass casualty preparedness activities consistent with the National Incident

Management System (IMS) and the National Response Framework’s Catastrophic Annex

(NSFCA); and works with other Emergency Support functions (ESF) to coordinate Federal interagency support for a Federal response to an incident.

The Office of the Assistant Secretary for Preparedness and Response (ASPR) through the Office of Resource Management (ORM) works on planning and facilitating any and all travel logistics in support of a Federal response to an incident, in addition to National Special Security Events

(NSSE), training and exercises.

ASPR is seeking a contract requiring ground charter transportation services for emergency response personnel during presidentially declared national disaster events and/or National

Special Security Events. Occasionally this transport could be for transporting other than deployed personnel but it shall be an approved mission only such as Unaccompanied Children.

This requirement is also for planned events.

The charter service must accommodate unplanned request and have the capability to transport personnel within all US States and Territories. As disasters are unpredictable, the charter service must have a 24-hour emergency point of contact that shall be able to gather the necessary information and prepare a proposal for services that an ASPR/ORM representative will evaluate and submit to the approving official for authorization.

SERVICES REQUIRED:

In general, the Contractor shall provide all management, administrative, technical support, expertise, supervision, labor, materials, supplies and equipment (except as otherwise specified herein), necessary to plan, schedule, coordinate, and carry out Charter Ground Transportation

Services.

Overall Requirements and each Task Order will have the specifics of what is need from the list below:

Written price proposals within one (1) hour of notification listing in detail all associated costs for the mission assignment.

When requested use a variety of vehicles from 55 passenger charter buses to 12 passenger transport vans to complete the requirements listed per task order.

Provide long distance transportation services within a specified amount of time and personnel to pre-defined locations.

Provide transportation services within a defined location (city, county, state) on a daily (24 hour) or shift (12 hour) basis for a defined period of time.

Transport a pre-defined number of personnel within a pre-designated area for a pre-determined amount of time.

Provide sleeper coaches upon request, along with drivers and “wrap around services” anywhere within the continental United States

Provide a daily and/or shift activity reports listing each assignment (date, time, and locations) and the number of personnel transported to the place specified per task order upon request.

Provide and/or manage the logistical support requires for each authorized contract vehicle during long term missions to austere locations during times of national or natural disaster.

This could include refueling, waste disposal and driver lodging and meal requirements.

Status updates for all issues that may delay the arrival of the response personnel to the destination by a company representative.

Provide primary and secondary 24-hour point of contact numbers for company representative with the ability to coordinate charter missions required by ASPR/ORM for all responses.

Provide/deploy field transportation coordinators (dispatchers) to manage response event ground transportation requirements.

Provide multiple drivers and/or vehicles in order to maintain 24 hour operations when required. Other tasks may be added based on the needs of ASPR/ORM and on the complexity and dynamic nature of the current event. Those tasks will be relayed during the request for proposals.

THE PLANNED EXERCISE, CONFERENCE, MEETING, AND TRAINING

SERVICES ARE:

EXERCISES:

National Level Exercises: Yearly planned event consisting of up to 150 personnel deployed to multiple location in different regions.

TRAINING:

NDMS Specialty Training: JPATs, Training Officer, FCC/Patient Movement and Team

Leader trainings and other specialized training held at various locations around the United

States. Class size is typically up to 150 personnel.

SPECIAL EVENTS:

State of the Union: A yearly event held every January consisting of up to 100 personnel.

State Funeral: (when applicable) typically consists of up to 300 personnel.

Democratic National Convention (DNC) and Republican National Conventions

(RNC): (August/September 2020) Total estimated personnel 300 each event.

Presidential Inauguration 2021: Total estimated personnel 300.

Super Bowl: (Yearly) total personnel 25.

National Independence Day Celebration A yearly event held in Washington D.C consisting of up to 200 personnel.

Peace Officer Memorial A yearly event held in Washington D.C. consisting of up to 100 personnel.

UN General Assembly A yearly event held in New York City consisting of up to 100 personnel.

MEETINGS AND SUMMITS:

Regional Meetings: Each of the ten Regional Emergency Coordinators will be holding up to 2 meetings yearly with up to 50 participants each.

NDMS Team Commanders Meetings: Up to 4 quarterly meetings in the

Baltimore/Washington Metro area with approximately 160 participants per meeting.

Additional trainings, meetings and planned events held with very little advanced notice based upon available funding.

MISCELLANEOUS:

The Contractor shall provide a single point of contact to address all ASPR travel and transportation issues.

Under no circumstances shall the Contractor act as a representative of the U.S.

Government.

Contractor MUST be able to track monthly expenditures in such a way as to ensure that they do not exceed funding for any particular event or task and do not create an unfunded obligation.

TERM OF THE IDIQ:

The period of performance of this order shall be one (1) year from date of award. This order contains one (1) year (12 month) base period and four (4) option periods with each period being a 12 month period. These options may be exercised at the Government’s discretion in accordance with FAR Clause 52.217-9, “Option to Extend the Term of the Contract”. Individual task orders may extend beyond the term of the contract in which the order was placed.

INSPECTION AND ACCEPTANCE:

The Contractor’s performance and the quality of services provided hereunder shall be Subject to final inspection and acceptance by the Contracting Officer in conjunction with the Contracting

Officers Representative (COR).

PLACE OF PERFORMANCE:

As required in each individual call.

INVOICES:

In additional to submitting a monthly invoice, a separate invoice may be required for any and all charges against certain funds. The direction regarding funding source and individual invoicing will come from contract COR.

SCHEDULE OF DELIVERABLES:

The Schedule of Deliverables will be negotiated on each individual order placed against this contract.

PERFORMANCE MEETINGS:

At the COR’s discretion, he/she and the contractor’s program manager will meet quarterly to evaluate the manner in which the contractor performed in accordance with the contract requirements and standards such as: good workmanship, the contractor’s record of forecasting and controlling cost; the contractor’s adherence to contract schedule, contractor’s history of reasonable and cooperative behavior and commitment to customer satisfaction, and generally, the contractor’s business like concern for the interest of the customer. The contracting officer may attend these meetings.
