BACKGROUND:
The Bureau of Fire Services (BFS), a division of the Michigan Department of Licensing and Regulatory Affairs (LARA), is responsible for regulatory oversight of above ground storage tanks (AST) and underground storage tanks (UST) across the State of Michigan under LARA.
The Storage Tank Division currently administers two regulatory programs — the UST program (regulated under Part 211 of the Natural Resources and Environmental Protection Act, 1994 PA 451) and the AST program (regulated under the Fire Prevention Code, 1941 PA 207).
To meet the evolving operational needs of the Storage Tank Division, LARA and DTMB have determined MiEHDWIS, the Michigan Environmental Health and Drinking Water Information System, developed by KL&A (Kunz, Leigh and Associates, Contractor) as a potential replacement platform. MiEHDWIS is a modern, configurable regulatory application currently serving multiple EGLE program areas. It provides robust workflow automation, role-based access control, Customer Portal capabilities via MiLogin, inspection management, fee calculation, notification management, and spatial/mapping functionality.
LARA, working with DTMB, has compiled the business requirements for an application to meet the Storage Tank Division’s needs. Prior to committing to a full implementation, LARA and DTMB have engaged the Contractor to conduct a structured discovery engagement to validate requirements, assess MiEHDWIS fit, design system configurations and
Version 2026-1 2 of 11 integrations, and produce the deliverables necessary to support a well-scoped implementation Statement of Work (SOW).
PROJECT OBJECTIVE:
This Statement of Work will be used to validate business requirements with LARA/BFS stakeholders and develop an estimate and plan for the Contractor to implement MiEHDWIS for the Storage Tank Division. If LARA approves, a second SOW will be created to implement MiEHDWIS under contract 190000001496.
SCOPE OF WORK:
The approach used to fulfill the needs of LARA/BFS is listed under the TASKS section. This approach will ensure a comprehensive design that solves real business problems for the Storage Tank Division. The Contractor and LARA/BFS staff will work together, using a series of structured discovery and validation sessions, to understand the current process, identify areas of improvement, and envision the future MiEHDWIS solution.
The discovery will focus on the following functional domains derived from the LARA/BFS requirements specification: General/System Capabilities, Inspections, Public Portal (Owner/Operator), Plan Review, Release Reporting, Registration and Renewal, Accounting and Payments, Technical and Infrastructure, Integrations, User Interface, Reporting, Data Migration, User Registration/Authentication, and FOIA/Public Records.
TASKS:
Kick-Off and Desk Research: The Contractor will hold a kickoff meeting with key stakeholders to outline the schedule and goals of the initiative. Stakeholders will include the LARA Agency Product Owner, DTMB Project Manager, and designated Subject Matter Experts (SMEs) for each functional domain. After the kickoff, the Contractor will review existing materials including the existing Business Requirements document, the current portal, publicly available BFS regulatory documentation, existing workflow documentation and relevant State of Michigan standards to understand the Storage Tank Division's current processes and areas for improvement.
The data assessment will begin once LARA/BFS and DTMB provide a copy of the current Accela database.
MiEHDWIS Core Business Process Validation: The Contractor will hold several sessions to provide an overview of the MiEHDWIS application, including its workflow engine, Customer Portal, inspection management, notification system, and reporting capabilities, to align LARA/BFS business processes. The Contractor will meet with LARA/BFS staff to
Version 2026-1 3 of 11 map existing processes to equivalent MiEHDWIS functions. The main goal of this phase is to understand the true business needs of the Storage Tank Division — including the UST program and the AST program — and to identify how those needs will be met by the base MiEHDWIS system versus custom development.
The output of each session will include some, or all, of the following artifacts:
• Process Flow Diagram (a minimum of 10)
• Persona responsibilities and role matrix
• Functional Narrative
• Integration points
Domain-Specific Discovery: Structured discovery sessions will be conducted across the following functional areas, with dedicated stakeholder SMEs for each:
• General system capabilities — workflow states, notifications, audit trail, PII handling, record relationships, attachment management, and role-based access.
• Plan Review — auto-assignment rules, plan certification paths (BFS certification and registered engineer affidavit), fee verification, approval/rejection criteria, site assessment workflows, and Hydrogen AST fee logic.
• Release Reporting — complete Upgrade/Cancel decision workflow (including resolution of the missing PR 190 upgrade condition), O/O submission fields and conditional logic, REL number format and sequencing, EGLE notification integration readiness, and site assessment reporting relationship.
• Registration and Renewal — end-to-end registration and renewal workflows for UST and AST, Reg Tech and Financial Analyst role responsibilities, Financial Responsibility (FR) validation rules, fee structures (including the RPP/non-RPP fee split), non-registered tank discovery edge case and certificate generation.
• Inspections — inspector assignment logic, checklist types and governance, violation lifecycle, reinspection assignment, daily activity logs, tagging/de-tagging operations, and mobile/offline requirements.
• Customer Portal (Owner/Operator) — portal architecture (MiLogin Citizen authentication), gated form logic by tank type and product type, submission types (installation, plan review, registration, renewal, release reporting, site assessment, intent of removal, and owner/operator changes), and public data access.
• Accounting and Payments — fee calculation engine, payment integration architecture (CEPAS, MiCaRS/C3, SIGMA), daily balancing, refund workflows, and ad hoc invoicing.
Version 2026-1 4 of 11
• User Interface — role-based dashboards, interactive map capabilities, data visualizations, and mobile/field device requirements.
• Reporting — ad-hoc query and reporting requirements, export formats, role-based report access, real-time reporting, and Statistical/TCR PDF report specifications.
• Data Migration — Accela data scope, record volume, data quality assessment, field mapping, and archival strategy.
• User Registration/Authentication — MiLogin scope across all user types, MiLogin Citizen for O/O portal access, and self-service account recovery requirements.
• Technical requirements — eMichigan standards compliance, ADA/Section 508 compliance, scalability targets, data retention and archival policy, communications logging, and infrastructure considerations.
• Public Portal / FOIA Records — fully public (no MiLogin) facing interface for anonymous users including public tank search, public map, and publicly available regulatory documents; FOIA request volume and types, existing fulfillment process, whether a centralized LARA FOIA platform already exists, redaction rules, and whether ad-hoc query and export capabilities are sufficient or additional FOIA-specific capability must be scoped.
Integration Discovery: MiEHDWIS is most powerful when connected to existing State systems for payment processing, agency notification, and regulatory data exchange. The following integrations will be explored and designed during the discovery engagement:
• CEPAS — credit/debit card and e-check payment processing for online O/O submissions.
• MiCaRS — cash and check payment processing (confirming system status and API availability).
• SIGMA — financial reconciliation interface.
• EGLE: LUST/RIDE — automated release report notification to the EGLE Leaking
Underground Storage Tank remediation program and The Remediation Information Data Exchange.
• EPA — semi-annual UST data reporting per EPA requirements.
• ArcGIS — Facilities and tanks locations for inspections and public tank location map data feed.
Data Migration Assessment and Field Mapping: Concurrent with the domain-specific discovery and integration sessions, the Contractor will conduct an initial data migration assessment of the existing Accela production database. Prior to any extraction or analysis
Version 2026-1 5 of 11 activities, a full backup of the current Accela production database will be performed to ensure data integrity and provide a recovery point. Following the backup, the Contractor will work with LARA/BFS and DTMB to extract Accela records across the Storage Tank Division's regulatory programs — including facilities, tanks, registrations, inspection records, release reports, and associated attachments. The assessment will document total record volumes by type, perform an initial data quality analysis to identify known issues such as duplicate records, missing identifiers, inconsistent field values, and orphaned records, and produce an initial field mapping between the Accela data model and the MiEHDWIS entity structure. The output of this assessment will serve as the foundation for the Data Migration scope, approach, and cost estimate included in the MiEHDWIS Implementation Design and Statement of Work deliverable.
Requirements Gathering and Gap Analysis: Once the team has completed the business process validation sessions, requirements gathering sessions will begin. The Contractor will work collaboratively with LARA/BFS SMEs to validate all requirements against MiEHDWIS capabilities, document gaps requiring configuration or custom development, and identify requirements missing from the current specification. Known gaps requiring explicit scoping decisions include: the Release Reporting domain (currently distributed across PR and PUB with a missing business rule in PR 190), Public Portal / FOIA Records (entirely absent from the requirement specification), and intent of removal workflow.
Requirements Review: Once all requirements have been gathered, refined, and finalized, the team will hold requirements review sessions to present findings to LARA/BFS and DTMB stakeholders for approval. Any requirements that are not fully refined will be revisited and reassessed. The goal of this step is full oversight and transparency of all requirements gathered, validated, and approved prior to implementation estimation.
System Design and Statement of Work: After the Requirements Review is completed and all requirements are approved, the Contractor will produce a High-Level MiEHDWIS system design and implementation Statement of Work. The implementation SOW will include a scope breakdown, work package structure, approach, timeline, schedule, cost, and payment schedule based on the approved requirements.
Out of Scope:
• Procurement or installation of hardware.
• Procurement or installation of NAS / SAN disk.
• Initialization or deployment of virtual servers.
Version 2026-1 6 of 11
• Modification or changes to any external interface systems.
• LARA Storage Tanks implementation, development, or configuration (subject of the subsequent implementation SOW)

Contract Guidelines
• Undertaking by Contractor. Contractors that process, transmit, store or affect the security of credit/debit cardholder data, must adhere to the Payment Card Industry Data Security Standard (PCI SDD SAQ A), as long as the CEPAS redirect processing method is used. The Contractor is responsible for the security of cardholder data in its possession. The data may only be used to assist the State or for other uses specifically authorized by law.
• Cooperation to Notify of Breach. The Contractor that process, transmit, store or otherwise receive credit/debit cardholder data must notify the State’s Contract Administrator, within 48 hours of discovery, of any breaches in security where cardholder data has been compromised. In that event, the Contractor must provide full cooperation to the card associations (e.g., Visa, MasterCard, Discover, and American Express) and state acquirer representative(s), or a PCI approved third party, to conduct a thorough security review. Such review must validate compliance with the PCI Data Security Standard for protecting cardholder data. The Contractor must provide, at the request of the State, the results of such third-party security review. At the State’s sole discretion, the State may perform its own security review, either by itself or through a PCI approved third party.
MiEHDWIS SOW: Additional Contract Language Page 3 of 3
• Responsibilities for Costs Incurred. The Contractor that process, transmit, store or otherwise receive credit/debit cardholder data is responsible for all costs incurred as the result of the breach. Costs may include, but are not limited to, fines/fees for non-compliance, card reissuance, credit monitoring, and any costs associated with a card association, PCI approved third party, or State initiated security review. Without limiting such Contractor’s obligations of indemnification as further described in this Contract, Contractor must indemnify, defend, and hold harmless the State for any and all claims, including reasonable attorneys’ fees, costs, and incidental expenses, which may be suffered by, accrued against, charged to, or recoverable from the State in connection with the breach.
• Disposing of Cardholder Data. The Contractor that process, transmit, store or otherwise receive credit/debit cardholder data must dispose of cardholder data when it is no longer needed in compliance with the PCI security standard. Such Contractor must continue to treat cardholder data as confidential upon contract termination.
• Audit by Contractor. The Contractor that process, transmit, store or otherwise receive credit/debit cardholder data must provide the State’s Contract Administrator with an annual Service Provider Attestation of Compliance (AOC) or a Report on Compliance (ROC) showing the contractor is in compliance with the PCI Data Security Standard. Such Contractor must notify the State’s Contract Administrator of all failures to comply with the PCI Data Security Standard.
• The service manager will be updated from Sara Duval to Brenda Romig-Fox.
