About this file
This document comprises a series of contract change notices and statements of work related to Contract No. 190000001426 between the State of Michigan, Department of Technology, Management and Budget (DTMB), and 1ST Ohio, Inc., a manufacturing equipment and training contractor. The initial contract was executed on November 18, 2019, with an initial term through November 17, 2021, and included provisions for up to five one-year renewal options. The contract is administered by DTMB on behalf of the Michigan Department of Corrections (MDOC), with Dean McGregor serving as the MDOC Program Manager and various state and contractor personnel identified as contract administrators and project managers throughout the change notices.
The contract provides manufacturing hardware, training, and certification services to support MDOC's Vocational Villages, which offer career training and industry-recognized certifications to incarcerated individuals. The scope expanded through nine change notices to include FANUC robotic welders and plasma cutting equipment, Stratasys 3D printers, associated software (including Roboguide and Torchmate CAD/CAM), comprehensive training services ("train-the-trainer" programs), installation, technical support, and maintenance services. The initial contract value was $244,859.50; through subsequent change notices (CN1 through CN9), the contract was increased by cumulative amounts totaling $436,494.88, bringing the estimated aggregate contract value to $681,354.38. Payment terms are Net 45 days. The contract includes security requirements for personnel accessing MDOC facilities, including LEIN (Law Enforcement Information Network) clearances, background checks, and compliance with facility security procedures. Support services are provided Monday through Friday, 8 a.m. to 5 p.m. Eastern Time, with labor rates for repairs set at $90 per hour. The most recent change notice (CN9, effective April 16, 2025) added maintenance and repair work provisions requiring approval from MDOC Program Managers or designees based on request-quote processes for each repair project.
