Brief description of services to be provided:
BACKGROUND:
Over the last few months, the 911 team and KL&A have worked together to identify and gather requirements based on the needs of the 911 team surrounding the changes they are requesting to the MiSNAP application.
For the enhancements identified, the 911 team has created a Jira ticket within the Jira system that allows for the team to track each enhancement and to populate all requirements on that ticket to make certain all needs are identified and met.
PROJECT OBJECTIVE:
The main objective of the enhancements is to help streamline further processing of data and information as well as help improve the everyday tasks that the team completes. The system has been used for a few years now which has allowed the team to identify items that are outside of the original scope and were not identified originally.
SCOPE OF WORK:
Below you will find all tickets identified for this round of enhancements. Each enhancement is tied directly to a Jira ticket, which holds all related information.
Title Issue key Description of Contractor Responsibilities Adding a Course vs Conference NOO-649 Add support for Conference submissions as a distinct training course type so training providers and administrators can submit, manage, search, and approve conferences without forcing them into the standard course-only workflow.
This enhancement should introduce a Course
vs. Conference selection early in the training course creation flow. If Conference is selected, the workflow should support conference-specific behavior while still reusing as much of
Version 2021-1 2 of the current course structure and approval model as practical.
Conferences are always Continuing Education and are not Module I or Module II. Conference submissions should support session-based structure, speaker/presenter tracking, agenda attachments, and the ability to manage sessions and presenters after the initial conference approval.
Duplicating a Course NOO-923 Enhance training course management so training providers can duplicate an existing course submission and create a new editable draft instead of re-entering the same course information multiple times when only limited details, such as course location/format, need to change.
This enhancement is intended to support the current MiSNAP requirement that courses must be entered and approved separately by format (physical, hybrid, online). Training providers should be able to copy an existing draft or existing course record into a new draft, then make only the necessary updates for the new format.
Based on the technical notes and meeting discussion, duplication should be supported from both the in-progress course creation workflow and the course search screen, and it should work for multiple course statuses, not just drafts.
Instructor Submission Notification NOO-950 Add role-based notifications for instructor submission and instructor approval/denial when an instructor is added to an existing course outside of the initial course creation process.
Currently, MiSNAP supports course submission and course approved/denied notifications with role-based behavior. This enhancement should add a similar notification model for instructors that are submitted after the course already exists.
The notification behavior should follow the same affiliation/filtering pattern as other course-related notifications:
• Administrators and NTS Review / committee users should receive these notifications unfiltered.
• Training Provider users should receive these notifications only for the training provider they are connected to.
This enhancement applies to both:
• instructor submitted for approval
• instructor approved / denied
Version 2021-1 3 of
Activation of 2026 dynamic form NOO-951 Update approved/denied notification behavior for Training Courses so notification delivery is filtered for non-admin users and remains unfiltered for administrators.
Currently, if a user is assigned one of the approved/denied notification roles for these workflows, they receive all notifications in the system for that workflow instead of only the notifications relevant to their own affiliation.
This creates incorrect visibility for non-admin users.
The intended behavior is:
• Admins continue to receive all approved/denied notifications system-wide.
• Non-admin users with the relevant notification role should only receive approved/denied notifications for records tied to their own course
This enhancement is needed for:
• Training Course approved/denied notifications
Break in Employment NOO-954 Add a new Break in Employment option to the Plan of Action workflow. This is for employees who are no longer employed, are marked inactive, and later return to employment and are reactivated.
This workflow is not for an approved leave of absence. It is for a telecommunicator who quit or otherwise separated from employment and later came back.
The employee must first be:
• reactivated, and
• added back to the appropriate PSAP personnel roster before the Plan of Action is entered.
This enhancement applies to continuing education only.
Course Availability Calendar Export NOO-956 Add a course availability export/report so users can retrieve upcoming course offerings within a selected availability date range and see the actual availability/session details for each matching course.
Currently, MiSNAP supports searching for training courses by an availability range, but the result is only a list of courses that have at least one availability within that range. The user cannot easily obtain an export of the actual course offerings/dates and related scheduling details for those matching availabilities.
This enhancement should allow users to pull a report, such as on a quarterly basis, showing the courses that will be offered in the selected
Version 2021-1 4 of upcoming period along with the relevant course, provider, coordinator, instructor, location, and availability details.
Multi Instructor/course approval and attachment / course # inclusion
NOO-980
Enhance the instructor and course voting experience so reviewers can complete approvals with fewer clicks and without navigating away from the voting workflow to review basic supporting information.
This ticket is the smaller voting-screen enhancement only. The broader instructor workflow / master-list discussion is being addressed separately in NOO-1082. For this ticket, the confirmed scope is to improve the current voting cards and voting interaction by:
• showing instructor attachments directly on the instructor vote card/list view
• adding a course link on the individual instructor vote experience
• allowing bulk multi-select voting for instructors and courses
The goal is to make voting more efficient for the review team while preserving the current course-driven instructor approval model.
Search Persistence NOO-982 Add search and table state persistence across the listed MiSNAP screens so users are returned to the same table results and view state when navigating away from a page and then returning to it.
The intended behavior is that paging, row numbering/order, table results, and any active filter/search state should not automatically refresh simply because the user left the page and came back. If a user performed a search or applied a filter on a screen, that result set should remain in place when they return to the screen.
The persisted state should only be replaced when:
• the user runs a new search,
• the user changes the active search/filter criteria and applies it, or
• the user manually refreshes the browser/page.
This enhancement is intended to reduce disruption in table-based workflows, especially when users navigate into a record, save/update something, and then return to the source table.
Version 2021-1 5 of
Report for Voting on workgroup NOO-1011 Add a voting/workgroup activity report so
MiSNAP can show production and participation across the NTS workgroups and demonstrate that voting work is being shared across members over a selected time period.
The report should support at least the following workflow areas:
• Course approval / instructor voting
• Plan of Action voting
The goal is to provide a report that shows which users voted, what they voted on, and when they voted, so leadership can review voting activity and workload distribution across the different workgroup
Plan of action Submitted notification not filtering
NOO-1019 Update Plan of Action submitted notification behavior so the notification can be assigned to PSAP Director groups and filtered by the PSAP the user is associated with, while remaining unfiltered for administrators and Plan of Action review users.
Currently, this notification behaves as a generic/unfiltered notification. If assigned broadly, it sends all Plan of Action submitted notifications to users with the role, regardless of whether the telecommunicator or Plan of Action belongs to their PSAP.
The intended behavior is:
• Administrators receive the notification unfiltered.
• Plan of Action Review Team / voters receive the notification unfiltered.
• PSAP Directors receive the notification filtered to only Plan of Action submissions related to their own PSAP.
• PSAP Training Coordinators receive the notification filtered to only Plan of Action submissions related to their own PSAP.
Plan of action Approved/Denied Notification
NOO-1020 Update the Plan of Action approved/denied notification behavior so administrators and the Plan of Action review group can receive all approved/denied notifications, while PSAP-affiliated users receive only notifications for their own PSAP. This will require the creation of a new notification role for unfiltered approved/denied Plans of action.
This enhancement should support two behaviors:
• unfiltered delivery for admin and review users
• filtered delivery for PSAP Directors and PSAP Training Coordinators based on PSAP affiliation
• Update the approved/ denied notification
Version 2021-1 6 of templates to say “ The plan of action submitted by [XYZ] PSAP for telecommunicator [Telecommunicator name] has been approved / denied For both filtered and unfiltered notifications and emails.
DTS-510 Attachments ability to delete NOO-1031 Add the ability to delete DTS-510 attachments so users can remove an incorrect file when the wrong attachment is uploaded by mistake.
This enhancement should be permission-based.
The initial expected use is likely for administrators, but the design should allow the permission to be assigned to other user groups later if needed.
The goal is to give authorized users a controlled way to remove mistaken DTS-510 attachments without requiring a workaround when the wrong file is attached.
Bulk Upload Review Committee CSV Results for PSAP Applications
NOO-1050
Add a bulk annual application status update process for NTS and SNC review outcomes using a CSV upload workflow, so staff can update approved, denied, adjusted, and comment values in one action after the committee meeting instead of opening each PSAP application individually.
Based on the meeting discussion, the preferred direction for this enhancement is not a new application search screen. The selected approach is a CSV upload action from the PSAP Search screen because the business process happens after the meeting, once all group discussion and final voting is complete.
This enhancement should support uploading the completed application decision file back into MiSNAP so the system can process status changes and related application values in bulk, while still validating the file and showing the user what will be updated before confirmation.
NTS Approve Email Notification NOO-1055 Update application approval notifications so users receive both an email and a MiSNAP dashboard notification, and so approval comments are included when an application is approved with adjustments.
Currently, denied notifications show comments so the user understands why the application was denied. However, approved notifications do not consistently surface comments or adjustments. This creates a problem when an application is approved with an adjustment, such as a change to the FTE count, because the
Version 2021-1 7 of
PSAP may not understand what was changed or why.
This enhancement should ensure that approval-related notifications include comments and adjustment details where provided. The same behavior may also need to be extended to SNC approved notifications.
Bulk Add on DTS-510 NOO-1060 Enhance the existing DTS-510 bulk edit feature so it can update additional expenditure fields beyond Tuition.
Currently, DTS-510 bulk edit supports applying a tuition amount across multiple selected telecommunicator records. This enhancement should expand that same bulk edit workflow so users can also bulk enter other expenditure types such as wages, meals, and lodging, rather than having to use the individual row edit for those fields.
The intent is to build on the bulk edit pattern that already exists in DTS-510, not create a separate workflow. Users should continue to select DTS- 510 records and launch the existing bulk edit action, but the modal and save behavior should support more expense fields than tuition only.
Treasury Payment shortage calculations
NOO-1061 Add automated shortage / incorrect calculation validation for Treasury payment records so MiSNAP can detect when a provider’s payment was calculated incorrectly even if the amount due and payment amount match each other.
Based on today’s meeting discussion, this enhancement should not modify the Treasury flat-file import process itself. Instead, it should run as a separate validation/calculation job against Treasury payment data that is already stored in the MiSNAP database.
The purpose is to identify cases where providers use the wrong surcharge calculation logic or rate, resulting in a payment that appears internally consistent but is still incorrect based on the reported line counts and applicable calculation rules.
Training Fund Application Review Flagged Report
NOO-1075 Add a Training Fund Application Review Flagged Report to help reviewers identify common issues on annual training fund applications before and during NTS application review.
The report should function similarly to the FTE count report, but include review flags and notes/comments that point reviewers to areas needing attention. The goal is to reduce manual review effort by surfacing common application issues based on the training fund review
Version 2021-1 8 of process and training fund guidelines.
302 Fund Report NOO-1076 Provide the ability to run a report for a specific application year that exports all employees included on a DTS-101W to a CSV file.
The report needs to include each employee's name, email, date of hire, and date of separation.
This report will be sent to MCOLES to verify whether employees on a submitted application are receiving 302 funds.
External User Group Report NOO-1078 When exporting users from Security → Groups → (Select a Group) → Users → Export, the exported results are missing or inconsistent in several areas.
For the Training Provider group export:
• the report does not show the training provider/agency the user is associated with.
For the County Coordinator group export:
• some users do not show a county in the export even though a county is assigned in MiSNAP.
• include the Agency title For the PSAP Director and Telecommunicator (External User role) group exports:
• include the Excluded from Training flag in the export output.
• include the Agency title
Bulk add Instructors for courses NOO-1082 Enhance the training provider workflow for adding instructors so providers can add one instructor to multiple approved courses in a single action, instead of opening each individual course and re-entering the same instructor information repeatedly.
Based on the meeting discussion on 4/1/2026, this ticket is no longer intended to implement a master instructor list or a full instructor data model overhaul. The preferred direction is a lower-risk workflow enhancement that keeps the current course-driven model intact while making the provider experience significantly easier.
The agreed direction is to add a Bulk Add Instructor workflow from Training Course Search so a training provider can enter an instructor one time, select multiple approved courses, and have the system create the instructor-course records for each selected course. This ticket is separate from the voting-screen improvements being handled under
NOO-980.
Version 2021-1 9 of
Surcharge Trend Report NOO-1101 Create a Surcharge Trend Report that allows internal users to compare annual surcharge results across two selected years and export the results for review.
The purpose of this report is to help users identify trends, major increases or decreases, and potential outliers without manually comparing supplier or retailer results year over year. This report is intended to support internal review and follow-up, not automatic outreach or enforcement.

BACKGROUND:
Over the last few months, the 911 team and KL&A have worked together to identify and gather requirements based on the needs of the 911 team surrounding the maintenance changes they are requesting to the MiSNAP application.
