1. Background.
The Treasury Revenue Sharing and Personal Property Tax System (RS-PPT) is in Production. It was deployed to Production in 2 phases. Personal Property Tax functionality was deployed to Production on 08/16/2021, Revenue Sharing functionality was deployed to Production on 10/01/2021.
The application has been in production a few years and will continue maintenance and enhancements over the next year.
Change Notice (CN) #12 extended the project for maintenance operations and enhancements beginning on 10/01/2025 and is set to conclude on 9/30/2026.
2. SOW Objectives/Purpose.
The State is seeking a continued maintenance, operations, and enhancements development plan to address maintenance and enhancements needs captured post-Go-Live for the Revenue Sharing & Personal Property Tax System.
The period covered by this Change Notice starts on 10/1/26 and ends on 9/30/27.
A. Maintenance Plan
Defects will be addressed within Service Level Expectations outlined in the contract (171- 190000000897) and the Maintenance Plan (SEM-0301).
NOTE: Any identified Defect will be triaged by the Business Analyst (BA) and the Product Owner to determine the severity of the Defect. This effort will result in one of the following outcomes:
• RS-PPT will be deemed to be operating as designed and the Defect will be closed.
• The Defect may be converted into an Enhancement request.
• The Defect is considered a high impact to business and will be immediately put into the current Sprint and mitigated.
• This may also include a Hot-Fix deployment (an emergency release outside of planned releases).
• The Defect is considered a low impact to business and will be immediately put into the Backlog for prioritization.
B. Development Plan (Enhancements)
Contractor will continue to deliver the Revenue Sharing & Personal Property Tax (RS-PPT) system using the Scrum/Agile approach. This plan will be executed in four distinct phases, as defined below.
I. Discovery and Requirements Gathering
Joint Application Development sessions (JADs) will be scheduled as discovery sessions in which the Contractor team will work with Treasury business users and other stakeholders to review the Enhancement request and map requirements to those Enhancements to identify gaps. As executed throughout the RS-PPT Project, the Contractor team begins loading all the business, functional, and technical requirements into JIRA. JIRA provides functionality for:
• Reviewing and approving requirements, Epics, and User Stories.
• Tracking development and testing activities.
• Tracking Defects
• Linking User Stories to Requirements to provide detailed traceability information.
II. Backlog Grooming and Sprint Planning
Backlog grooming - the Product Owner with the Contractor BA and Lead Developer (Lead Dev), will establish the backlog and verify the highest priority items are at the top of the list. The effort will be recorded as Story Points from Discovery and Requirements Gathering Phase. Tickets identified as part of the Maintenance Plan will also be included in the Backlog for priority.
Sprint planning - the Product Owner with the KL&A BA and Lead Dev will conduct a Sprint Planning session in which they select as many of the highest priority User Stories (enhancements or bugs) possible for development within the month-long Sprint timeframe.
NOTE: Only Approved User Stories and Tickets will be placed in the Backlog and be eligible to be placed in a Development Sprint.
III. Development/Quality Assurance (QA) Testing, Sprint Review/Demo, and User Acceptance
Development/QA testing - Daily, the Lead Dev will record progress in JIRA. The developer unit tests the code before handing it off to the BA for functional and system integration testing. During this phase, the BA will also write user acceptance Test Cases based upon defined acceptance criteria.
Sprint review/demo - The Contractor project team will conduct a Sprint review meeting in which they demonstrate the new functionality developed during the Sprint. This provides an opportunity for Treasury feedback. Feedback within the scope of the approved User Story, depending upon the associated work, can be acted upon before the end of the Sprint, at the beginning of the next Sprint, or added to the backlog to be addressed at a later time. Any feedback requiring an increase to scope or change to the originating User Story requirement will be deferred for further evaluation by the Product Owner and BA.
User acceptance - either at the end of the Sprint or after a selected number of Sprints, the Contractor BA will work with appointed Treasury business users to execute user acceptance testing (UAT). Treasury testers will access the UAT Test Executions in JIRA.
JIRA provides traceability through a series of linkages from the Test Case to User Story, to Epic, to the original business, functional, and technical requirement, providing full traceability. Critical & Blocker Defects found during testing are hot-fixed into the Release scheduled to go to Production.

Database Administration Responsibilities – related to the hosting and deployment of the application Current capability

3. Implementation Milestones, Deliverables, and Pricing.
Deliverables will not be considered complete until the Agency Project Manager formally accepts them. Deliverables for this project include:
• SEM-0185 upon the completion of each monthly sprint.
Contractor Composition and Responsibilities:
The Contractor team composition will begin with .75 Business Analyst, 1 Lead Developer, and .25 Project Manager. Per-Sprint development velocity is estimated between 25-35 User Story points (1 Lead Developer).
Contractor will provide the State 30 days’ notice and a transition plan if a resource is intended to be transitioned to a different project.
It is the State’s strong preference to maintain the same set of resources through the contract period.
The Contractor team is responsible for technical support (including Implementation support), defect remediation, as well as design and development of enhancements and testing support using a "capacity-based" approach. Because we are utilizing a capacity-based approach, Contractor will be able to adjust their team size up/down depending on the need of the project. The average KL&A team size measured throughout the life of this Change Notice should not deviate from the above proposed team. In the event capacity needs to be adjusted, the change control process will be followed to add/remove resource(s).
PROJECT CONTROL AND REPORTS:
A monthly progress report must be submitted to the Agency and DTMB Project Managers throughout the life of this project. This report may be submitted with the billing invoice. Each monthly progress report must contain the following:
1. Release schedule: Dates outlining the next release, including health check on progress towards target release dates.
2. Risks and Issues: Identification of risks or issues which could prevent the successful deploy at next target release date.
3. Accomplishments: Indicate what was worked on and what was completed during the current reporting period.
4. Funds: Indicate the amount of funds expended during the current reporting period, and the cumulative total to date for the project.

• The Defect is considered a low impact to business and will be immediately put into the Backlog for prioritization.
2. Development Plan (Enhancements)
KL&A will continue to deliver the Revenue Sharing & Personal Property Tax (RS- PPT) system using the Scrum/Agile approach. This plan will be executed in four distinct phases, as defined below.
a. Discovery and Requirements Gathering
• JADs will be scheduled as discovery sessions in which the KL&A team will work with Treasury business users and other stakeholders to review the Enhancement request and map requirements to those Enhancements to identify gaps. As executed throughout the RS-PPT Project, the KL&A team begins loading all the business, functional, and technical requirements into JIRA. JIRA provides functionality for:
• Reviewing and approving requirements, Epics, and User Stories.
• Tracking development and testing activities.
• Tracking Defects
• Linking User Stories to Requirements to provide detailed traceability information.
b. Backlog Grooming and Sprint Planning Backlog grooming - the Product Owner with the KL&A BA and Lead Developer (Lead Dev), will establish the backlog and verify the highest priority items are at the top of the list. The effort will be recorded as Story Points from Discovery and Requirements Gathering Phase.
Tickets identified as part of the Maintenance Plan will also be included in the Backlog for priority.
Version 2021-1 3 of 16
Sprint planning - the Product Owner with the KL&A BA and Lead Dev will conduct a Sprint Planning session in which they select as many of the highest priority User Stories (enhancements or bugs) possible for development within the month-long Sprint timeframe.
NOTE: Only Approved User Stories and Tickets will be placed in the Backlog and be eligible to be placed in a Development Sprint.
Sprint review/demo - The KL&A project team will conduct a Sprint review meeting in which they demonstrate the new functionality developed during the Sprint.
User acceptance—either at the end of the Sprint or after a selected number of Sprints, the KL&A BA will work with appointed Treasury business users to execute user acceptance testing (UAT).
Version 2021-1 4 of 16
d. Implementation
There are 4 quarterly releases of functionality in this plan. The estimated dates of releases are:
Release Number UAT Testing Start Production Deploy Date
Rlse #1 12/04/2025 01/08/2026
Rlse #2 03/05/2026 04/09/2026
Rlse #3 06/04/2026 07/09/2026
Rlse #4 09/03/2026 09/30/2026
Note this is a proposed release schedule which is subject to change. The number of releases in the upcoming year may increase/decrease depending on the business need. Based on an affirmative approval of the Release Document, KL&A will work with DTMB and Treasury to execute the Go-Live Plan.
TASKS:
Technical support is required to assist with the following tasks:
1. Web Administration Responsibilities – related to the hosting and deployment the application
2. Database administration Responsibilities – related to the hosting and deployment of the application
3. Other Technical support – related to hosting and deployment of the application
DELIVERABLES:
Deliverables will not be considered complete until the Agency Project Manager formally accepts them. Deliverables for this project include:
• SEM-0185 upon the completion of each monthly sprint.
KL&A team composition and responsibilities
The KL&A team composition will begin with .75 Business Analyst, 1 Lead Developer, and .25 Project Manager. Per-Sprint development velocity is estimated between 25- 35 User Story points (1 Lead DEV).
KL&A will provide the State 30 days’ notice and a transition plan if a resource is intended to be transitioned to a different project. It is the State’s strong preference to maintain the same set of resources through the contract period.
Version 2021-1 5 of 16
The proposed KL&A team is responsible for technical support (including Implementation support), defect remediation, as well as design and development of enhancements and testing support using a "capacity-based" approach. Because we are utilizing a capacity-based approach, KL&A will be able to adjust their team size up/down depending on the need of the project. The average KL&A team size measured throughout the life of this Change Notice should not deviate from the above proposed team. In the event capacity needs to be adjusted, the change control process will be followed to add/remove resource(s).
Michigan.gov/MiProcurement Version 2021-1 5 of 16
3. Accomplishments: Indicate what was worked on and what was completed during the current reporting period.
4. Funds: Indicate the amount of funds expended during the current reporting period, and the cumulative total to date for the project.
PAYMENT SCHEDULE:
Payment will be made on a satisfactory acceptance of each deliverable basis. DTMB will pay CONTRACTOR upon receipt of properly completed invoice(s) which shall be submitted to the billing address on the State issued purchase order not more often than monthly. DTMB Accounts Payable area will coordinate obtaining Agency and DTMB Project Manager approvals. All invoices should reflect actual work completed by payment date and must be approved by the Agency and DTMB Project Manager prior to payment.
The invoices shall describe and document to the State’s satisfaction a description of the work performed, the progress of the project, and fees. When expenses are invoiced, receipts will need to be provided along with a detailed breakdown of each type of expense.
Payment shall be considered timely if made by DTMB within forty-five (45) days after receipt of properly completed invoices.

The application has been in production a few years and will continue maintenance and enhancements over the next year.
CN7 to extend the project for Maintenance Operations and Enhancements began on 10/01/2023 and is set to conclude on 09/30/2024.
PROJECT OBJECTIVE:

The period covered by this Change Notice (CN) starts on 10/1/24 and ends on 9/30/25.
SCOPE OF WORK:
1. Maintenance Plan
Defects will be addressed within Service Level Expectations outlined in the contract (171-190000000897) and the Maintenance Plan (SEM-0301).
Version 2021-1 2 of 16
NOTE: Any identified Defect will be triaged by the Business Analyst (BA) and the Product Owner to determine the severity of the Defect. This effort will result in one of the following outcomes:
• RS-PPT will be deemed to be operating as designed and the Defect will be closed
i. The Defect may be converted into an Enhancement request
• The Defect is considered a high impact to business and will be immediately put into the current Sprint and mitigated
i. This may also include a Hot-Fix deployment (an emergency release outside of planned releases)
JADs will be scheduled as discovery sessions in which the KL&A team will work with Treasury business users and other stakeholders to review the Enhancement request and map requirements to those Enhancements to identify gaps.
Tickets identified in Section 3 of this plan will also be included in the Backlog for priority.
Sprint planning - the Product Owner with the KL&A BA and Lead Dev will conduct a Sprint Planning session in which they select as many of the highest priority User Stories (enhancements or bugs) possible for development within the month-long Sprint timeframe.
Version 2021-1 3 of 16
NOTE: Only Approved User Stories and Tickets will be placed in the Backlog and be eligible to be placed in a Development Sprint.
c. Development/Quality Assurance (QA) Testing, Sprint Review/Demo, and
User Acceptance
Development/QA testing - Daily, the Lead Dev will record progress in JIRA. The developer unit tests the code before handing it off to the BA for functional and system integration testing. During this phase, the BA will also write user acceptance Test Cases based upon defined acceptance criteria.
Sprint review/demo - The KL&A project team will conduct a Sprint review meeting in which they demonstrate the new functionality developed during the Sprint.
This provides an opportunity for Treasury feedback. Feedback within the scope of the approved User Story, depending upon the associated work, can be acted upon before the end of the Sprint, at the…
