Brief description of services to be provided:
PROJECT OBJECTIVE:
Altarum supports the MDSS System Maintenance and Operations under contract 171- 190000000242. This Statement of Work outlines various enhancement work to be completed on the MDSS System for Fiscal Year 2026.
SCOPE OF WORK:
STI Enhancements Add Pregnancy Status Date field to STI (Chlamydia, Gonorrhea, Syphilis) CRF
• Add date field indicating when pregnancy status was last updated to case report forms for chlamydia, gonorrhea, and syphilis. This field should be populated automatically when pregnancy status is indicated via electronic lab report (ELR).
Include new status date in disease specific search and exports.
Modifications to case report form for syphilis and congenital syphilis
• Update allowed values for Syphilis and Congenital Syphilis Clinical Manifestations.
Remove “POSSIBLE” value for cases with a referral date on or after 1/1/2026.
Update NNDSS reporting logic to suppress or re-map values for 2026 cases if needed.
o For Syphilis cases starting in 2026, clinical manifestations can only be selected when the stage is 755. Previous rules/values would still apply to historic cases.
Setup STI View in UAT1
• Add STIVIEW functionality to UAT1, making MDSS STI data available to query by the authorized STIVIEW database user, with minimal or no impact to Production system performance.
HIV
Add HIV fields for LMS
• Parse new segments from HIV ELRs to route to HIV LMS. Insert into the LMS database and add to CSV.
MDSS Disease Processing Automation RSV Message Automation
• Implement rules for ELRs to merge or create cases and set case status.
Automatically close cases per the jurisdiction’s selected options as configured by administrator in the Rules by Jurisdiction page. Enhancements to this page allow specifying by condition.
Implement rules for RSV eCR merging into existing cases, with a level of complexity similar to what was implemented for COVID.
COVID-19 Message Automation
• Implement rules for automatically closing cases based on the jurisdiction preferences and participation in LHD Connect. Enhancements to the Rules by Jurisdiction page will allow setting options for the preferred behavior for COVID.
Influenza eCR Automation
• Add new rules for Influenza eCR merging into existing cases. Expectation is that this is something similar to existing rules for COVID.
Add Oropouche Condition to MDSS
• Add new condition to MDSS: “Oropouche”. This condition will be built from the base case form with minimal customization.
HAI Enhancements Candida auris negative lab reporting
• Implement special handling for Candida auris ELRs to handle both negative and positive results and applying processing rules accordingly. Populate lab test mapping tables with values used to recognize negative C auris lab tests.
Implement updates to Lab Holding Area to support Candida auris, including filter by condition, reporting facility, other ID field. Implement an export for LHA data specific to Candida auris with fields and format specific to the condition. Updates will cover the Lab Holding Area processes for handling the Candida auris data nightly processing to match existing cases in the system and for expiration and cleanup of older negative labs according to specified rules.
Add Infection Preventionist role to MDSS
• Add new role for Infection Preventionist (IP) to MDSS. When applied, this new role will allow assigned healthcare providers in the MDSS, who are normally limited to only viewing cases from within their own healthcare systems, access to view (and update, if so determined through requirements gathering with the program areas) CPO and C. auris cases in MDSS on a wider scale.
SUP Enhancements Add Kits and Kit management functionality
• Add new dynamic organizational group, “Kits”, to Encounter Form. Kits may be configured at the organization level. Users may select different kits from the Encounter Form by quantity. Add kits to SUP exports.
Bulk upload for Encounter and Client Intake form
• Add functionality to accept CSV records for bulk upload of Encounter and Client Intake forms.

I. BACKGROUND:
MDSS has been the on-going development of a Public Health Information Network (PHIN) compliant disease information system that implements a logical data model based on the National Electronic Disease Surveillance System (NEDSS), to support the MDHHS public health surveillance system. MDSS improves the medical and epidemiological management of case investigations and enhances public health capacity.
II. PROJECT OBJECTIVE:
Altarum supports the MDSS System Maintenance and Operations under contract 171- 190000000242. This supplement to Altarum’s SoM MDSS FY26 Contract Estimates dated 7/14/2025 provides an overview of the objectives and deliverables for the project estimates in support of the MDSS System for Fiscal Year 2026.
In accordance with what is listed in Master Agreement #190000000242 the contractor will continue to provide the following services for successful ongoing maintenance and enhancements to the MDSS application and website providing the functionality required for the State’s business operations for the Michigan Department of Health and Human Services:
• Maintenance and Support
• Training
• Documentation and Assessments
• Knowledge Transfer/Transition
• Future Enhancements
Version 2021-1 2 of 10
Note: If the State determines that any additional work is to resume, it will issue a Change Notice to formally amend the Contract.
III. SCOPE OF WORK:
This estimate is based upon a Period of Performance of October 1, 2025, to September 30, 2026.
1. eCR Enhancements
Objective:
MDHHS is interested in making enhancements to increase the utility and timeliness of eCR data for MDHHS staff and Local Health Department case investigators. To meet these objectives, we plan to identify the electronic reporting facilities activity by organization and by individual reporting facility. This will enhance data quality monitoring, support tracking of healthcare reporting activity, and allow exporting reports by facility or organization. It will also improve validation and troubleshooting for eCR and ELR data by consolidating electronic disease reporting across all facilities within a parent organization (e.g., labs, medical practices, hospitals).
Mapping new eCR data elements to case report forms will increase accuracy and efficiency in data retrieval for public health surveillance, while updating file timing will ensure more timely and valuable data delivery.
Deliverable Details
Add Organization to MDSS Legacy
Enhance MDSS to link the organization to the facility within the Facility Management Table to provide a drop-down organization list to the Lab Table, search option, report option and exports. Enable case search by organization to improve search capability.
Expand mapping to new conditions, STI conditions, then Hepatitis conditions
Expand eCR mapping in the XMC from COVID19 to two STI conditions (gonorrhea and chlamydia) and five Hepatitis conditions (HCV, HAV, HBV and congenital HCV & HBV). Similar updates to map eCR data to the MDSS case report form for each new condition.
Change eCR timing: add the first eCR to MDSS and the last one received
Improve eCR version handling. Send only the first and last eCR version within a 12-hour period to MDSS. Send the first eCR received into MDSS and send the last subsequent version within a 12-hour time frame by auditing the setID and version number (already mapped into the XMC file).
Add eCR indicators to the MDSS exports for both Program QA and Informatics QA
Start by adding the following eCR data elements to the MDSS exports:
1. Organization
2. Facility (care location or lab)
Version 2021-1 3 of 10
Deliverable Details
3. Encounter/visit type
4. Pregnancy status
Integrate Rhapsody to the APHL Terminology Service (TES) API
Build process to periodically update Rhapsody lookup tables with new values from the APHL Terminology Exchange Service (TES). Integrate rhapsody to the APHL Terminology Service (TES) API to facilitate code mapping for #2 new conditions and maintain an up-to-date terminology resource for both eCR and ELR. The terminology service provides Standard codes (ICD10, SNOMED-CT, LOINC, RxNorm and the hundreds of value-sets used for eCR).
Add the ability to search for cases with both an ELR AND eCR
Enable users to search for cases which have associated ELR or eCR documents. A user may search for all cases which have an associated eCR or ELR.
Currently, MDSS allows users to search for cases created Manually, cases created by an ELR, or cases created by an eCR. Most often because of the timing of electronic data, cases are created by an ELR.
To perform QA, validate eCR functionality and mapping and complete parallel validation, both State program Epidemiologists and informatics team members need to have the ability to search for cases that include Manually created cases AND eCR data, and cases with both ELR AND eCR data.
2. SUP Updates
Objective: This work would be to develop and implement specific enhancements and provide general operations support for the Syringe Use Program (SUP) and Hepatitis team.
System maintenance and routine data export
