About this file

This is Addendum 1 to a Request for Proposal issued by the North Carolina Department of Public Safety for technical assistance to update the North Carolina Enhanced State Hazard Mitigation Plan (NCEHMP) in compliance with FEMA requirements. The addendum addresses 33 vendor questions and clarifications regarding proposal submission requirements, scope of work, and project deliverables. Key clarifications include that all execution pages and attachments should be submitted as one file in the Ariba portal; Attachment E should include three separate references for government contracts; vendors may adjust labor categories on Attachment A (Pricing Form) and may add additional labor categories as separate pricing options; vendors are responsible for all revisions associated with FEMA review and approval; and the target submission date for the draft NCEHMP to FEMA is October 2027, with the current plan expiring in February 2028. The addendum specifies that vendors should refer to the current version of the NCEHMP for details on expected public meetings, stakeholder engagement activities, datasets to be provided by NCEM, and programmatic support requirements. For accessibility compliance, the final NCEHMP must meet WCAG 2.1 Level AA standards, and a separate appendix listing all EMAP 2026 proofs of compliance must be included. The addendum clarifies that hard copies are required only as specified by NCEM and that all implied or inherent tasks necessary to complete identified deliverables are included in the fixed-price proposal with no additional charges permitted for insufficient planning.

The addendum confirms that NCEM will not disclose the estimated budget range for this procurement and that the engagement structure requires fixed-price deliverables rather than time-and-materials arrangements. All tasks, implied or inherent, must be completed within the firm-fixed price to produce the identified deliverables, with the state refusing to charge additional fees for work that should have been anticipated during proposal planning. The vendor is responsible for providing all GIS data analysis and statewide hazard analyses rather than receiving this information from current NCEM systems, though the most recent regional mitigation plans may serve as a base. NCEM indicated it would share FEMA Region 4's complete review findings for the 2023 NCEHMP before proposal submission to inform vendor pricing and approach decisions.
