About this file

This is an Addendum 1 to Invitation for Bids (IFB) 19-IFB-1731368372-BJL issued by the North Carolina Department of Public Safety, Purchasing & Logistics division, for North Carolina Emergency Management (NCEM). The addendum provides state responses to 50 vendor questions regarding the procurement of emergency turn-key base camps and wrap-around services. The official bid submission and opening date is August 27, 2026, at 2:00 PM ET. The contract is a straight three-year term with no renewal or extension options and will be resolicited in 2029. NCEM intends to award contracts to multiple responsive, responsible vendors without ranking, establishing a pool of qualified vendors available for activation based on operational needs and contractors' ability to meet required response times. Vendors must submit all required bid contents per Section 2.8, and the revised Attachment A pricing form must be used for bid submission. Base camps must be fully operational within two to six hours of arrival on site, following a maximum 72-hour notification-to-arrival requirement.

The addendum clarifies numerous pricing and service requirements applicable to the revised Attachment A pricing form. Pricing shall be all-inclusive and based on bare-base site conditions with full wrap-around services; no annual price adjustments are permitted, and vendors should account for reasonably anticipated cost increases including inflation when developing proposals. Base camp rates are based on rated capacity regardless of actual occupancy, with pricing for Mobile Base Camps applicable to the full 100–150 personnel capacity range and pricing comparisons normalized to eight-person sleeping unit capacity. Mobilization and demobilization represent separate charges, with mobilization beginning at purchase order issuance and billing commencing when equipment is hooked up and fully operational. Optional wrap-around services—including linens, internet, laundry, medical clinics, and modular units such as sleeping trailers, shower units, and restroom trailers—must be priced separately from the turnkey base camp rate. Applicable fuel taxes must be incorporated into proposed pricing, and vendors must provide a pre-arrival reservation or registration system for base camp personnel. The contract includes HUB participation set-asides removed from solicitation requirements, and funding derives from state emergency management budgets and potentially federal disaster assistance programs depending on incident scope. No minimum quantities are guaranteed for any deployment.

The State will not rank awarded Vendors as Primary, Secondary, Tertiary, etc. This Contract will establish a pool of qualified Vendors available to NC Emergency Management for activation.

5. If multiple vendors are awarded without ranking, what process will NCEM use to determine which contractor(s) will be activated for a particular event?

Upon activation of the Contract, Purchase Orders will be issued based on NCEM's operational needs and the awarded Vendors' ability to meet the required response time.

6. Was this contract utilized during Hurricane Helene?

Yes. Applicable taxes should be incorporated into the Vendor's proposed fuel pricing.

14. The IFB references three different utility/site conditions (bare base, full utilities, and partial utilities), but Attachment A contains only one pricing line. Which condition should vendors assume when preparing pricing?

20. The IFB acknowledges there is no industry standard for sleeping unit capacity and requires bidders to state capacity in their response, yet award is based on lowest price. Please clarify how the State will normalize differing sleeping unit capacities for price comparison during evaluation.

b. Pricing for In-State Prepositioned Staging package will be based on a weekly rate
