Justification for Other than Full and Open Competition

Western Area Power Administration

FAR 6.302-1 Sole Source

18WA

1. Identification of the agency and the contracting activity.

Western Area Power Administration (WAPA), Upper Great Planes Region, Billings, Montana.

2. The nature and/or description of the action being approved.

WAPA is seeking to sole source the Peak Reliability Coordinator’s (Peak RC) Real Time Contingency

Analysis study tool. The requirement for the Real Time Contingency Analysis tool will evaluate current and potential system conditions and provide situation awareness to the real time operator of conditions threatening the reliability of WAPA transmission footprint and prevent System Operating

Limit (SOL) exceedances. The tool will allow the operator (real time or in advance of real time) to perform studies in a study environment using the WECC Network Model. This is requirement is mandated by NERC TOP-001-3 and is currently in effect. In order for WAPA to be compliant with the requirement imposed by NERC for TOP-001-3, WAPA must run a real time study of current transmission system conditions for our transmission footprint. WAPA must to acquire a tool that can perform this task. The tool must be able to run real time study at a minimum of every 30 minutes to be compliant. WAPA will not be compliant and will incur a NERC violations of Standard TOP-001-3 if it does not obtain a tool to perform real time study functions.

3. A description of the supplies or services required to meet the agency’s needs.

In accordance with NERC standards the real time contingency analysis tool must perform network studies, assess the current network state and perform real time network analysis including but not limited to:

Voltage magnitude and angle at all modeled buses

MW and Mvar flow on all lines and transformers

MW and Mvar on injection devices, such as loads and generating units

Shunt Reactive Devices

Dynamic Reactive Devices

Identification of pre- and post-contingency Facility rating, System Operating

Limit (SOL), and Interconnection Reliability Operating Limit (IROL) exceedances

Identification of network islands

Identification of potential post-contingency cascading outages

Identification of potential post-contingency islanding conditions

1. Solution shall provide Real Time Network Analysis Tools including:

a. State Estimator

b. Real Time Contingency Analysis

2. Solution shall provide Real Time Network Analysis Tools including:

a. Power Flow

b. Study Contingency Analysis

3. Solution shall have the capability display contingency violations for analysis by operations personnel.

4. Solution shall have the capability to move through various environments in the Advanced or

Network Applications via “quick links” or “hot buttons”.

5. Solution shall have the capability to display any mismatches in the network model where measurements do not agree.

6. Solution shall have the capability to interpret results for both measured and unmeasured equipment.

7. Solution shall have the capability to solve for solutions from the state estimator at least every five minutes and on demand when necessary.

8. Solution shall have the capability to identify Unsolved, Partially Solved, Harmful, Potentially

Harmful, Not Harmful, Not Active, or With Remedial Action Scheme (RAS) contingencies based on SNR predefined contingencies.

9. Solution shall provide the capability for users to be able to filters for viewing selected SNR contingencies.

10. Solution shall have the capability to identify active sessions used by SNR.

11. Solution shall have SNR substations and applicable equipment visible via “system one lines” in the environment.

12. Solution shall have the ability to retrieve data from a real time environment to a study environment for system assessment and manipulation for training and research.

13. Solution shall be available via secure web or cloud services.

4. The statutory authority permitting other than full and open competition.
