There is no pricing sheet for returnable/credible items. Do you have any historical data for the expected credible items , or is this contract primarily for waste/destruction?
The DSNS has always submitted our product disposition lists and our contracted disposal company has done the research with manufacturers to determine if credit is available or not. If not, they would proceed with the disposal process. On average less than 10% of our disposals have had credit returns due to our unique operations with the Shelf Life Extension Program. Historically, the primary function of the contract has been for disposals that are in compliance with Federal, State, and local regulatory compliance.

What is the difference between "Solicitation 1" and "Solicitation 2" documents that I downloaded?
The solicitation was inadvertently uploaded twice. There is no difference.

I did not see where transportation / shipping is mentioned in the solicitation. Will this cost be added to each month's shipment by facility over and above the price per pound for destruction?
The price per pound should reflect all costs involved in disposal/destruction, including transportation/shipping/labor/printing/etc.
