Questions and Answers- RFP 18-401-SOL-00001 Amendment 2
Question: Is there an incumbent?
Answer: While these services are now supported by a contractor there is not an incumbent for this action specifically. It is a reconfiguration of current processes with additional requirements added. Most of the current systems are supported as follows:
Current contractor- Verizon Contracts: Under both the Networx (Regional Service Desk) and WITS 3 contracts (Washington DC service desk) Current POP is 10/01/2017 – 01/31/2018
Question: Are there attachments as listed in Section J?
Answer: Section J- Attachments is amended to read as follows:
J.1 Past Performance Evaluation Questionnaire (2 Pages) J.2 HHS Section 508 Assessment Template https://www.hhs.gov/web/section-508/contracting/technology-products/vpath-instructions/index.html
Question: Is this a full and open competition? Is this a Task order against an existing IDIQ contract?
Answer: This is a Full and Open Competition. A single award of a Stand Alone contract is anticipated. This is NOT a task order against an IDIQ contract. Determination to go full and open is due to the changes in scope of this requirement. As opposed to local or regional support the OIG is seeking a National Solution requiring a broad range of capabilities and resources.
Question: Would a proposal from a Joint Venture (JV) that is formed under an SBA 8(a) mentor protégé arrangement be favorably considered for this solicitation?
https://www.hhs.gov/web/section-508/contracting/technology-products/vpath-instructions/index.html https://www.hhs.gov/web/section-508/contracting/technology-products/vpath-instructions/index.html
Answer: A JV proposal will be considered and evaluated in accordance with the RFP as a single offeror.
Question: Will the OIG evaluate the past performance of the JV’s mentor (a large business) and accredit as part of the JV’s past performance? Will the OIG evaluate the past performance of the JV’s managing partner (protégé) and accredit as part of the JV’s past performance?
Answer: If the JV as an entity has discernable past performance then that should be submitted for evaluation. If the JV is new and has no past performance history then they may choose to submit none and receive a neutral rating on Past Performance. This should be noted in their proposal. Another option when there is no Past Performance for the JV as an entity is that the JV members submit individual Past Performance questionnaires (representative of both members up to five (5) total) for consideration.
Question: What additional information not cited within Section L would a JV need to provide as part of its proposal response?
Answer: Demonstrate clearly how the JV will meet the needs of this requirement. Where necessary delineate clearly the roles and responsibilities of each member of the JV.
