FY23 Base Kodiak Paving Polaris Avenue and Cape St. Elias Street 11/01/2022
The Work for this project consists of roadway repair and reconstruction activities for Base Kodiak with two alternatives: Roadway Resurfacing and Full-Depth Roadway Reconstruction. Each alternative includes a Base Bid Item: roadway repair and reconstruction of Polaris Avenue, and an Option Bid Item: roadway repair and reconstruction of Cape St. Elias Street. The Work may include roadway subbase replacement. Any earthwork excavation would require a QEP on-site for sampling and testing and disposal of any contaminated soils that may be encountered, followed by proper disposal of the contaminated soils.
Alternative A:
Roadway Resurfacing: 2” D1 base course replacement, 3” asphalt pavement surface course replacement Alternative B:
Full-Depth Roadway Replacement: 18” structural fill subbase replacement, 2” D1 base course replacement, 3” asphalt pavement surface course replacement
Base Bid Item Work:
Polaris Avenue from Cape Sarichef Street to Cape Spencer Street roadway repair and reconstruction Option Item 1 Work:
Cape St. Elias Street from Polaris Avenue to Albatross Avenue roadway repair and reconstruction
For the Base Bid and Option Item of Work for both Alternative paving methods, provide paving services for the work as described herein:
1. Sawcut and remove existing asphalt pavement.
2. Repair and replace roadway and/or subgrade according to the Typical Sections in the attached design drawings and to match existing grade. Existing road base and subbase are to be reused to the maximum extent practical.
3. Due to the location of the project site, the potential to encounter POL-contaminated soil during subgrade excavation exists. Provide a Qualified Environmental Professional (QEP) on-site during all subgrade excavation activities to perform field screening for POL-contamination, as well as analytical sampling and testing of the material if indications of contaminated soil become evident. If encountered, contaminated material must be disposed of off-site at an EPA-approved facility.
4. Repave subgrade surface using 3” asphalt concrete pavement (ACP) to match existing crown, curb, and gutter elevations, and provide smooth transitions at existing ACP sawcut lines.
5. Provide required Storm Water Pollution prevention measures and management.
6. The site will be closed to traffic during construction activities. Provide traffic control signage.
