CDC OCIO Digital Transformation Consulting 18-233-SOL-00781
1. What is the estimated start date of the project? Before Sep 30, 2018
2. Can some of the support staff identified in section C9 be remote? Specifically, the resources that are estimated to be part-time? Yes
3. Will the 2 key personnel be required to be onsite 5 days a week? No
4. Are we required to have the support staff in place at project start? Some resources may not be required until later in the project or at different intervals in the project.
The Govt. understands some of the roles may not be needed until a few months into performance. However, Offerors should identify and provide resumes for all the proposed personnel and include letters of commitment with those resumes from proposed staff not yet in place at project start.
5. On Page 59 under paragraph L.8, it reads: “The proposal must be prepared in three parts:
a "Technical Proposal", a "Business Proposal" and "Past Performance Information." Each of these parts shall be separate and complete in itself so that the evaluation of one may be accomplished independently of the evaluation of the others.” However, under paragraph L.9, the Technical Proposal instructions indicate the following: The technical proposal shall address the following factors: Factor 1. Proposed Staff with Resumes (10 pages max + 2 pages per key personnel), Factor 2. Prior Experience/Past Performance (6 pages max) and Factor 3. Technical & Management Approach (10 pages max). Is it the Government’s intent to include Prior Experience/Past Performance information as Factor 2 of Part I of Technical Proposal, as instructed in L.9, and then again independently in Part III Past Performance Information as instructed in L.8?
Please submit as part of technical.
6. If a separate Past Performance Information section is required, should Offerors assume the Past Performance Information required is the same as is listed under Factor 2 – Prior Experience/Past Performance? If a separate Past Performance Information section is required, what is the page limitation?
Please submit as part of technical.
7. Will the Government confirm the following: Should a proposing organization assume that we can submit up to 14 pages for resumes: 10 for staff + 4 pages for 2 key personnel? (Per the Instructions in Section L.9: Factor 1.
The 10-page max covers the Factor 1 write-up only. In addition, resumes are limited to two pages for each person identified for contract work and are not included in the 10 page limit. Although offerors can propose a different labor mix, the Govt. only expects 14 pages of resumes to account for the 7 LCATs listed in the solicitation.
8. Will the Government please clarify which Labor Category titles and descriptions should be used by the offeror: either those in Section B.4 Consideration and Payment or those in C.9 Estimated Staffing.
Use B.4. We include both the category names (B.4.) and general role description (C.9.)
to help Offerors determine labor rates and level of experience expected. For example, we list a Technology SME with Big Data experience for estimated staffing under C.9 and clarify the LCAT level of Sr. Technologist under B.4.
9. Section L. Proposal Instructions, Factor 1, Proposal Staff with Resumes indicates that a Draft Subcontract Agreement and Service Level Agreements are to be included if subcontractors are proposed. Are the Draft Subcontract Agreement(s) and Service Level Agreements to be included within the ten (10) page count limit for this section, or may they be included as an Appendix to this section?
Appendix
10. Section L. Proposal Instructions – Factor 3, Technical and Management Approach – There is a requirement for a Quality Control Plan to be provided. Is the Quality Control Plan to be included within the ten (10) page count limit for this section, or may it be included as an Appendix to this section?
Appendix
11. Section L. 10 Price Proposal indicates the Price Proposal should include “any other proposed associated costs for calculating the proposed price for this effort”. Should Offerors include the estimated travel costs required and delineated by the Government in this section?
Yes, include travel.
12. Is there an incumbent currently providing the work?
No
13. What is the anticipated magnitude of this work?
Please provide your price to the provided solicitation requirements.
