PART 1 – GENERAL INFORMATION

1. GENERAL

This is a non-personnel services contract to provide medical surgical and bariatric patient bed frames and bed surfaces for the NIH Clinical Center. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction:

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide mobile and overhead lifts as defined in this SOW. There will be no furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 Background:

The National Institutes of Health Clinical Center (NIH CC) is the federal government’s research hospital under the Department of Health and Human Services. The hospital is located in Building 10 on the NIH’s campus in Bethesda, MD, a 4.6 million square foot complex comprised of three interconnected buildings. Three of these buildings house hospital departments and services. These include the Warren Grant Magnuson Building, the Ambulatory Care Research Facility (ACRF) and the Mark O. Hatfield Clinical Research Center (CRC). National Fire Protection Association (NFPA) defined occupancies for Health Care and Ambulatory Health Care account for 1.49 million square feet of space within the complex. In addition, the clinics as partners in care account for 1.3 million square feet. The NIH CC employs approximately 2,000 full time employees across 30 different departments. The hospital is a 200 bed hospital with 15 outpatient (OP) clinics and 82 day-hospital stations.

The CC’s Safe Patient Handling Task force requires expansion of the overhead and mobile lift program to meet the growing clinical need and to be able to safely and efficiently turn, lift, and move clinically challenged patients not capable of independent motor movement.

PART 2 - REQUIREMENTS:

The NIH CC needs to expand mobile and overhead lift and lift transfer technology to select high acuity inpatient clinical care locations. The lifts accessories and sling bars will need to follow FDA guidelines, “Match the sling to the specific lift”. The expansion of lifts is addition of equipment only and needs to interface with current lifts, sling bars, and accessories. Any other match of equipment and accessories is a patient safety hazard and does not meet FDA or The Joint Commission requirements.

· Eighteen (18) overhead (permanently mounted) lifts with 507 LBS. capacity, hand controls, wall mounted battery charger, charger bracket and battery, universal sling bar.

· Two (2) Mobile lifts with sling bar, battery

· The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the required mobile and overhead lifts and lift installations

· Vendor will need to schedule a free 4-hour CC Joint Commission training before any work can begin

· Vendor needs to provide a work plan and specification drawings before any work can begin

Support Rails for ceiling (overhead) rails must be wall mounted with nothing attached to the ceiling due to ceiling mounted movable headwall. The slim line upright supports should be with-in 3-6 wide and no more than 3 inches extending from wall and between 2.5-4.0 meters in length. Bars must be attached to wall studs or vendor must provide documentation of testing that show the supports can withstand weights exceeding 10% tolerance of weight limits.

PART 3 – INSPECTION AND ACCEPTANCE:

The contractor is expected to comply with all required Federal, State and Local laws, licenses and regulations. It is the responsibility of the contractor to be in compliance and current with all applicable laws and licensing requirements.
