This purchase order is a release from Contract Number 180000001275. This purchase order, statement of work, and the terms and conditions of Contract Number 180000001275 constitute the entire agreement between the State and the Contractor.

The request was submitted as a single item and includes support across three existing workflows:

● Harvest Report – https://www.mdnr-elicense.com/HarvestReport

● Specimen Submission – https://mi-web-ua1.s3licensing.com/SpecimenSubmission

● Biologist Specimen Search – https://www.mdnr-mailto:FeldpauschR@Michigan.gov mailto:BrancheauL@michigan.gov https://www.mdnr-elicense.com/HarvestReport https://mi-web-ua1.s3licensing.com/SpecimenSubmission https://mi-web-ua1.s3licensing.com/SpecimenSubmission https://mi-web-ua1.s3licensing.com/SpecimenSubmission https://www.mdnr-elicense.com/SpecimenSearch/Biologist elicense.com/SpecimenSearch/Biologist

PayIt can support all three workflows using the following approach:

● An external scanner will input the full encoded QR code string into the applicable License Number (or Search Number) field.

● Upon submission, any value longer than 9 characters will be identified as an encoded string.

● The software will decode the value and extract the underlying license number.

● The transaction or search will then proceed using the decoded license number.

To enable this functionality, PayIt will need to increase the maximum character length of the License Number and Search Number fields to accommodate the longer encoded string.

This estimate assumes QR code support only. If support is required for both QR codes and traditional barcodes, or if separate buttons, fields, or alternate workflows are desired for scanning versus manual entry, PayIt will assess the additional effort required to incorporate these or similar added requirements and will provide the Client with a https://www.mdnr-elicense.com/SpecimenSearch/Biologist quote of additional hours and associated costs. PayIt and Client would then initiate work with the additional requirements upon an additional mutually agreed Change Notice

PayIt will not provide any hardware or complete any testing with hardware. This work is limited to software programming.

Barcode Scanner Requirements for MI Wildlife Team:

● Data Format: The barcode contains a pipe-delimited string (|). The scanner must be configured to transmit these characters exactly as encoded without substitution.

● No Data Manipulation: The scanner must not have any "data editing" or "smart formatting" enabled that might strip or replace the pipe delimiters.

● Keyboard Layout: The scanner must be set to US English. This is critical; in some European layouts, the pipe character (|) requires a modifier key (AltGr), and a scanner set to the wrong region may output a different character or nothing at all.

● Leading/Trailing Characters: The scanner should be configured with no prefix. A suffix (Enter key) is acceptable and will trigger the search automatically once the full string is transmitted.

● Handling Whitespace: Our system will automatically trim any unintentional leading or trailing whitespace from the final string.

● Inter-Character Delay: If you experience "dropped" characters (missing parts of the string), increase the scanner’s inter-character delay to 20ms–50ms.

The in-season deer harvest report needs to prompt a user if they plan to submit their deer for testing.

If they answer yes to this, the map displayed for the harvest report will collect the exact location of the harvest along with the Town-Range. This impacts Internet, Control Center, and Mobile. There will be no changes to POS.

Add a question which will be positioned first and incorporated as part of the survey. The answer to this question will determine how to display the map.

Logic to display the map based on the answer to the question:

• Select county ...

• Center the map on the selected county

• If the answer to question #1 is yes, the map will collect latitude/longitude and TR

• If the user selects a location outside of the selected county the system will not get a TR.

• If a user answers No to question #1, then the map should display the Town-Range grid and allow the user to select one of those squares, as usual.

IT CHANGE NOTICE

Version 2 (3/2021) 2

Control Center logic will check the answer to question #1 and display the map accordingly. If no answer exists for #1, it will show the TR overlay.

No changes are needed to the Sample Submission site. The site already checks if latitude/longitude data is collected; if so, it will not show the map. If no latitude/longitude data exists on the record, it will display the map to collect latitude/longitude.
