About this file
This document is a series of contract change notices (Nos. 1-11) for Contract MA180000001124, a state and local indefinite delivery contract between the State of Michigan Department of Technology, Management and Budget (DTMB) and Global Tel Link Corporation (GTL), a prisoner telephone service provider headquartered in Reston, Virginia. The contract involves the Michigan Department of Corrections (MDOC) as the primary user agency. The initial contract was effective August 9, 2018, with an initial expiration date of August 8, 2023, and included two one-year option periods. The contract has been extended multiple times through change notices, with the current expiration date of August 8, 2026.
The contract provides comprehensive prisoner communication services including telephone calls, video visitation, messaging, deposit services, and investigative analytical tools. Pricing has been adjusted multiple times through change notices: telephone call rates are capped at $0.0735 per minute as of October 1, 2023, while video visitation services are charged at $0.16 per minute (capped at 20 minutes per visit) effective April 6, 2026. The contract includes ancillary services such as mobile device assessments at facilities and investigative analyst positions at $6,375 monthly. The estimated aggregate contract value is $101,280,000.00 with no additional funding required for recent modifications. Payment terms include P-Card and Direct Voucher (PRC) options, with invoices payable within 45 days. The contract includes a Data Exchange Addendum allowing GTL to share specified data with authorized law enforcement and correctional agencies for investigative purposes. Recent changes also updated accessibility requirements to WCAG 2.1 Level AA standards effective April 24, 2026.
