APPROACH
AAR DEVELOPMENT APPROACH
To gather appropriate data, we recommend focusing on the following topics. With varying priorities of the multiple state agencies, the topics can be modified or adjusted based on the needs of the stakeholders and will be finalized at the kickoff meeting:
Leadership: Tidal Basin will focus on how the Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD), Michigan Department of Health and Human Services (MDHHS), other state agencies, and the State Emergency Operations Center (SEOC) worked with and supported employees, residents and visitors, stakeholders, and partners during the COVID-19 response in an ever-changing and uncertain environment.
Organizational Management: Our team will review the response organizational structure of the response and analyze the strengths and challenges in planning, organizing, staffing, and leading the response to COVID-19 and other incidents occurring at the same time. This will include the SEOC structure as well as staffing in the SEOC during the event.
Coordination: From an internal state perspective, our team will explore how state agencies and offices coordinated throughout the COVID-19 response.
Information Sharing: Our team will review the information flow between agencies, offices, and the SEOC in the ever-changing informational cycle that came with COVID-19. We will highlight how information was shared and how communications may have impacted planning, policy development, and operational decision making. We will also address how information was shared between the state and local municipalities.
Communication: Tidal Basin will review messaging from the SEOC and/or state government to employees, residents, visitors, and partners throughout the COVID-19 response. We will identify strengths, gaps, and areas for improvement regarding messaging types, scope, and audience. Our team will also delve into the challenges associated with finding the right frequency of messaging in a rapidly changing environment.
Response: Our team will ensure the AAR/IP is reflective of the whole response of the state to the COVID-19 pandemic. Through review of SEOC documents, incident action plans, preparedness plans, situation reports, state policies and laws, and interviews we will gather data that provides a clear picture of how the state responded.
Incident Information Sharing: Incident information sharing is vital when dealing with any infectious disease or pandemic. Our team will evaluate the successes and challenges of information sharing platforms, resources, and methodology leveraged during the event and identify lessons learned and best practices.
Incident Coordination: Tidal Basin will look to uncover how the SEOC worked with its stakeholders and partners and how effectively incident coordination with the SEOC took place.
The team will also identify opportunities for future coordination and planning efforts between the SEOC, its’ partners, and stakeholders.
Cultural Competency: Our team will explore ways in which the state addressed high risk populations
EMHSD 8
APPROACH
during the COVID-19 response as well as other incidents that occurred during this time. Our team will highlight examples of actions taken by the state to ensure that equity was placed at the center of response efforts.
Methodology
The Tidal Basin team’s evaluation methodology ensures lessons observed become lessons learned. Too often, real-world event evaluation efforts result in identifying the symptoms of a situation or response element; but we have trained our teams to dig deep, getting beyond the surface challenges and diagraming the real issues and causes. We look at the inter-relationships and inter-dependencies to determine whether an issue has a behavioral or structural solution.
The purpose of the AAR/IP is to give management and the team closest to an event, process, or activity the best opportunity to sustain successes and introduce necessary improvements and changes. It is important to enlist key leadership support early and keep participants interested, involved, and informed throughout the AAR/IP process. This leadership presence and engagement signals that there is an organizational champion who supports the AAR process and understands its contributions to increased learning, knowledge-sharing, sustainability of success, and change.
We understand that all areas of state government, as well as public-private partnerships and federal agencies that worked with the State of Michigan in response to the COVID-19 event will be involved in this project. Throughout the process our team will support analysis of several core capabilities in each state department and/or office which will include strengths and areas for improvement for each core capability that is reviewed. The period of review will be from January 1, 2020, through July 31, 2021.
The AAR/IP will assess the following:
EMHSD 9
APPROACH
What? (Status) - What was expected to happen?
So What? (Impact) - What actually occurred during the COVID-19 response? What went well, and why?
Now What? (Actions) - What can be improved, and how? What capabilities do we need to enhance, improve, or fix? How should we be organized to better serve stakeholders?
What is the Gap? (Limiting Factors) – What are the gaps and how are we going to close them between what we expected to happen, what actually happened, and what can be improved? What improvement actions can be made to close the gaps identified? What’s the plan?
Who and When? (ETA to Green) – Who is responsible, and when should implementation of the improvement plan tasks be complete?
Ultimately, we will work with the EMHSD and MDHHS project sponsors to craft questions they would like asked, while providing objective expertise and a third-party perspective to the process. To ensure a thorough, impactful, and comprehensive AAR/IP, we will employ a three-phase approach to develop the AAR/IP. The graphic below depicts the three (3) phases that will be performed during the project.
Upon completion of the AAR/IP our team will work with the State of Michigan for Task 4, Improvement Plan Tracking, to develop a tracking method of all improvement plan items.
Task 1 Project Coordination During Task 1, Project Coordination, Tidal Basin will work with the project team to launch the project, from the planning team, and conduct the project kickoff meeting. We will also develop and finalize the PMP to ensure we capture relevant objectives, deliverables, deadlines, and reporting guidelines in one location for our team to follow. During this phase we will compile the strategic observations related to the SEOC and partner actions during the COVID-19 response to include internal response and coordination, support to staff, engagement with stakeholders and partners, and state-wide interaction.
Task 1.1 Project Kickoff Meeting Within one (1) to two (2) weeks of contract signing, the Tidal Basin team will conduct a one to two-hour Kickoff Meeting with EMHSD and MDHHS Project Sponsors, state staff (including a State Emergency Management Coordinator from each State Agency), and the Tidal Basin team (hereby known as the project team). This meeting can either be in person or may be a virtual meeting if physical distancing requirements are in place. During the kickoff meeting we will:
Refine the PMP and finalize the schedule/timeline Clarify and confirm the project scope and areas of focus Define deliverables and assumptions
EMHSD 10
APPROACH
Agree on roles and responsibilities Discuss communication protocols and preferences Explain data gathering protocols as well as information needed for the AAR/IP Discuss potential risks associated with the project Determine how to socialize the AAR/IP and to whom
Based on agreements reached during the meeting, we will finalize the PMP within five (5) days of the Kickoff Meeting that documents agreements, approaches, and schedules. The final PMP will then serve as the charter for moving forward on the project.
Task 1.2 Project Management and Administration Effective project management includes active management, collaboration, and communication during the project. We do this through multiple means and methods. The kickoff meeting gets the project team in the same room, or virtual room, to discuss the project and get our plan in place. The PMP will document that information while our bi-weekly coordination calls will ensure the Project Sponsors have a thorough understanding of what has been accomplished and what areas need addressing.
Ms. Burnett as the Project Manager (PM) will ensure, at a minimum:
Communication with the Project Sponsors and designees Active reporting Management of resources to ensure adherence to the schedule and budget Supervision of personnel assigned to the project On-time submission of all required deliverables
Ms. Burnett or designee will also conduct meetings (bi-weekly meetings described in our “Effective Project Management Approach” to ensure alignment throughout the project. We will establish project team roles and responsibilities as outlined in our “True Collaborative Approach.” These processes are illustrated in the graphics on the following pages. Further project management areas for consideration include:
Schedule/Timeline: A schedule/timeline of the project will be included in the PMP and agreed to at the kickoff meeting (or if any edits are required, will be resubmitted for final approval).
Other or Ad Hoc In Person Meetings/Virtual Conference Calls: Our staff is available for same-day phone calls/virtual meetings. We can meet in person with 72-96 hours’ notice if not already scheduled to be on-site, depending on current COVID-19 restrictions and/or requirements for in-person gatherings.
Issue Management: All staff are trained to report issues to the PM. Initial issue resolution is conducted by the PM. If the issue cannot initially be resolved, the PM will coordinate with the Project Executive, as needed, to apply resources to resolve the issue or address the need. We believe that open and honest communication is critical so that we can best support development of the deliverables. Should the need arise, Tidal Basin’s executive leadership can work directly with the Project Sponsors or other leadership to resolve issues or unmet needs.
Deliverables: Copies of all deliverables are the property of the State of Michigan and will be submitted to the Project Sponsors or specific representative throughout the period of performance in electronic format. The file name will indicate either “DRAFT” or “FINAL” of the deliverable.
EMHSD 11
APPROACH
Products will be provided in editable format to include Word, Power Point, Excel, or other appropriate formats.
Project Sponsor/ Planning Team Responsibilities. The Project Sponsors will serve as the primary points of contact for Tidal Basin. The Sponsors will also coordinate activities with Tidal Basin and any partners involved in or affected by the project. In addition, we recommend a Planning Team to provide depth and assistance with the following responsibilities.
Project Meetings. Attend project meetings and provide information and input to assist with plan development during the meetings.
Partner Coordination. Aids with communication and coordination with state agencies and offices, outside organizations and agencies, including points of contact, and identification of organization’s roles, responsibilities, and resources available to support project activities.
State Expertise and Guidance. Provide guidance/input about current processes and procedures, state specific information, writing style, formatting, or other specific preferences.
At Tidal Basin, we believe our clients are partners in the development of their project, with unique knowledge and experience critical to ensuring the success of the project. We provide the technical approach, subject matter expertise, recommendations, and staff to perform the work. However, we find that when our clients are actively engaged with us to review materials in a timely manner, provide knowledge and input, and ensure engagement by other stakeholders, the project is a success.

APPROACH
Task 2 Data Collection and Research During Task 2, Data Collection and Research, we will gather and analyze data, develop, and deploy a survey tool, and interview key stakeholders to gather their observations, decision points, actions taken, perceptions, expectations, and timeline of actions. Interviews will likely be conducted virtually; however, we can accommodate in-person meetings if desired and if no risk exists to our team or the participants.
Both the interviews and the survey will be concurrent tasks. Potential participants may include:
COVID-19 SEOC team › At minimum this will include representatives from the 26 agencies/offices represented in the
SEOC
Governor’s staff Non-Profits/Non-Governmental Organizations Community groups, advocates, and associations as appropriate Other representatives as determined by EMHSD
Task 2.1 Gather Data During the Kickoff Meeting, we will also present the purpose and process for the AAR and request documents to analyze and review.
Task 2.1.1 Document and Plan Review
Following the kickoff meeting our team will begin gathering existing policies, plans, procedures, and data to inform the AAR/IP. The following list is a representative sample of the general documentation that will be requested. This list is not exhaustive and will be modified after the results of the initial Kickoff Meeting.
Michigan Emergency Management Plan, Pandemic Annex, continuity of operations and government plans, MDHHS COVID-19 Vaccination Plan, MDHHS Pandemic Plan, and any other relevant plans used during the response AAR/IPs from earlier on in the response or any current COVID-19 AARs that are available or started from different state agencies COVID-19-specific information or guidance issued Standard operating procedures, executive orders, and/or laws as appropriate Incident documentation, such as situation reports Internal and external communications Regulatory requirements Public Health policies and procedures related to PPE, testing and surveillance, and isolation/quarantine Documents already gathered during the current Pandemic Response and Recovery Planning Update project
Task 2.1.2 Conduct surveys, interviews, and group feedback sessions with state departments and partners ASU, led by Drs. Melanie Gall and Elisa Bienenstock, will design the AAR survey instruments, assessments, and analyses consistent with the American Evaluation Association (AEA) standards. Their

team has the experience to properly interpret and organize collected data, remove data that isn’t useful, organize it into logical groupings, and connect data points to find patterns, insights, and useful information that might hint at future tendencies. Although surveys and interviews will follow a standard format, there will be room for deviation where appropriate. Interviews and feedback sessions will include the following topics, as applicable, to be further analyzed during Task 2.2:
Decision making and command and control › Emergency powers and authorities › Leadership and policy making Situational awareness and reporting Partner Coordination › Coordination between SEOC and state agencies and offices › Coordination between the SEOC and local EOCs and/or municipalities Alert, notifications, and warning Emergency declarations and public health orders (impacts) Resource coordination, supply chain, and commodity acquisition efforts Recovery and Disaster Cost Recovery › Disaster cost recovery processes for Public Assistance and Insurance › Coronavirus Aid, Relief, and Economic Security (CARES) Act and American Rescue Plan Act
(ARPA) funding, processes, and efforts Identification and funding of mitigation measures State-wide continuity of operations/continuity of government › Closure and management of critical infrastructure (e.g., schools, parks, etc.)
› Equipment readiness and availability Remote work › Ability to virtually staff the SEOC and other facilities Cultural competencies for vulnerable populations › Impacts, planning, messaging, or specific support to the community, including DAFN Impacts to COVID-19 response operations by other concurrent incidents
Survey Tool
Our team will first develop and deploy surveys to obtain feedback from a broad perspective. We will then use input from the surveys to guide the interviews and focus group sessions.
The online survey, including asking short, defined questions, will also allow respondents to write narratives that can be included in the AAR as appropriate. The online survey instrument will include qualifying questions to allow for survey participants to skip certain questions and get a survey tool that is customized to their role in the planning of, preparing for, responding to, and future recovery of the event. The tool will also be categorized into topical areas and core capabilities (utilizing FEMA’s National Preparedness Goal and the Centers for Disease Control and Prevention’s Public Health Emergency Preparedness and Response Capabilities) to better organize for inclusion in the AAR/IP.
The survey tool will solicit perceived issues associated with the response as well as collect recommendations for future improvement.
EMHSD 16
APPROACH
Interviews Given the number of potential participants, we recommend 30 to 45-minute interviews to gather as much information and material as possible. If necessary, interviews can be adjusted to meet staff scheduling needs. When practical we will ask to combine appropriate staff from state agencies and offices, state partners, leadership levels for high level perspectives, or keep disciplines/offices/agencies together as best as possible. Interview questions will be developed with and approved by Project Sponsors.
Focus Groups To gain further input and validate or verify data from the surveys and interviews, Tidal Basin will facilitate group feedback sessions/focus groups (typically of multiple staffing levels, from multiple teams, multiple disciplines, and multiple agencies) to further extrapolate necessary data to inform the AAR/IP. Tidal Basin’s expert facilitators possess the strong interpersonal skills and experience to drive objectives and generate results. They understand that facilitation is a combination of art and science, recognizing the pitfalls that can easily sideline a group; for example, using a ‘parking lot’ to overcome ‘rabbit holes’ and ‘soap boxes,’ serves best to keep participants on track.
Our approach begins with intense preparation prior to meetings. We anticipate the issues that may arise and have tools and mechanisms prepared to solve them. The facilitators prepare concrete objectives and expectations for the meetings to keep the participants focused. These are given to the group prior to the feedback sessions so they can prepare and speak concisely on the topics at hand. During the Kickoff Meeting we will determine how many sessions may be needed and which stakeholders to include. We anticipate conducting these sessions over several days. The group feedback sessions will build upon the information gathered in interviews and surveys and be a final opportunity for input by stakeholders.
We will start the discussion with a big-picture question, such as “Looking broadly at the COVID-19 event, how would you describe it, in one sentence?” The facilitator will then ask the participants to talk, in complete detail, about what was intended or envisioned – meaning did we respond how we thought we would? Questions may include things such as what was the purpose and objectives once activated?
Who was involved?
